CALL TO ORDER
PRAYER
The Harnett County.Board of- Commissioners met -in regular session on Monday, November
18,1985,in' the `Commissioners Room, County Office Building, Lillington, North
Carolina, with the following members present: M. H. Brock, LloydG..Stewart,Bill'
Shaw, Rudy Collins, and Chairman Jesse Alphin presiding Vanessa W Young, Clerk to
the. Board ; ..:John - Phelps,, representing the County Attorney's Office; and .Hollie:J. Wade
Recording Secretary, were also present.
Chairman Jesse Alphin called the meeting to order at 7:15 p.m.
Commissioner Rudy Collins led the evening prayer.
MINUTES APPROVED The minutes from the Harnett County Board'. of Commissioners meeting of Novembe
1985, . were approved as read.

Jay Snipes representing Oscar N. Harris'- Accounting Firm presented to the Board the
audit reports on the County's funds for thc period ending June30,1985..
M. H. Brock, County. Manager, reported that as was recorded in the minutes of the
November Fourth commissioners meeting, theCounty readvertised the bids forSection
S of the extension of -the Northeast Metropolitan Water System. The second bid
opening was held on November 12 at which time the County. publicly opened and read
the bids received for this project_. The low bid was received from Hawley Construc-
tion .Company, located in.Kenly, North Carolina,'. in the amount of $411,306.60.
Mr. :Brock reported. that the Metro Board met following the bid opening, studied the
bids, and awarded the bid to Hawley Construction. Commissioner Shaw made -a motion
that the report on the bids be accepted and-approved, Commissioner Collins seconded
the motion and it carried.
Attorney John Phelps reported to the Board on the County's proposed - Mobile Home
• Ordinance and explained that the provisions of this Ordinance would be adopted
under the authority of G. S. 153A -121 which does not require a public hearing
Following a discussion, it was the consensus of the Commissioners because of thee: -.
interest shown in this particular- Ordinance by the public to hold a public hearing
• though at is not a statutory requitement. Commissioner Collins made a motion
• the public hearing on the County's proposed Manufactured Home Park Regulations
be held on Monday, December 16, 1985, at 7 :30 p.m Commissioner Shaw seconded the
motion and ... it carried with- :a unanimous vote.
1986 HOLIDAY SC E. Commissioner Collins made a motion that the following Holiday. Schedule for 1986
for Harnett County employees be approved; - Commissioner Shaw seconded the motion and,
it carried with a- .unanimous vote:
