MAIL ISSUANCE RESOLUTION REGARDING ADDITION OF ACCESS ROAD ATTRITON SCHOOL TO STATE DOT SYSTEM RAILROAD RESOLUTION REGARDING NORFOLK- SOUTHERN PURCHASING CONRAIL The Harnett County Board of Commissioners met in special session on Monday, July 22, 1985, in the Assembly Room, County Office Building, Lillington, North Carolina, with, the following members present: M. H. Brock, Bill Shaw, Rudy Collins, and Vice- Chairman Lloyd G. Stewart presiding. Vanessa W. Young, Clerk to the Board, John Phelps, representing the County Attorney's Office, and Kay. Hawley, Recording Secretary, were also present. Vice - Chairman Lloyd G. Stewart called the meeting to order. at 8:45 p.m. Commissioner Rudy Collins led the evening prayer. The minutes from the Harnett County Board of Commissioners meeting of July 1, 1985, were approved as read. M. H. Brock, County Manager, introduced the following resolution requesting and approving the participation of the North Carolina Housing Finance Agency;' in the financing of a housing project to be located in Buies Creek. RESOLUTION REQUESTING AND APPROVING THE PARTICIPATION OF THE NORTH CAROLINA HOUSING FINANCE AGENCY IN THE FINANCING OF A HOUSING PROJECT TO BE LOCATED" IN THE COMMUNITY OF BUIES CREEK, NORTH CAROLINA. BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE COUNTY OF HARNETT. SECTION 1. The participation of the North Carolina Housing Finance Agency (The Agency) in the financing of the proposed housing project for occupancy ! by persons and families of low and moderate (as defined by the Agency) des -- cribed below and located on Highway "421 in the Community of Buies Creek is hereby requested and approved pursuant to G. -S.; 122A -5(1) Description of Proposed Project: Construction of 40 apartments in Buies This resolution will take effect upon its passage. Creek Commissioner Collins made a motion` that the foregoing resolution be approved; Commissioner Shaw seconded the motion and it passed with the following vote Ayes - -- Shaw, Collins, Stewart, Brock; Noes- -None; Absent -- Alphin; M. H. Brock opened and read -the following bids received for the contracting for the direct mail issuance of food coupons to Harnett County recipients 1. Automated Mailing and Processing Systems, Goldsboro, North Carolina $.50 for each transaction 2. Cost Containment, Inc , Raleigh, North Carolina $.55 for each transaction Following a discussion, CommissionerCollins moved that a committee be appoin ?consisting of Jack Bryan, Social Services Director; Chairman Jesse Alphin who also serves on the Social Services Board; and M. H. Brock, County Manager, to study the bid packages and award the contract. Commissioner Shaw seconded the motion and it carried with a unanimous vote. Commissioner Brock made a motion that the following resolution be adopted; Commissioner Shaw seconded the motion and it carried with a unanimous vote :. HARNETT COUNTY,_ NORTH CAROLINA. -'' ed RESOLUTION BE IT RESOLVED that the Harnett County Board of Commissioners do hereby, by the proper execution of this document, request that the North Carolina Board of Transportation add to the State's Secondary Road System for Maintenance the Area III High School Access Road, located between SR 1726 and SR 1703. Chairman County Manager, presented to the Board for their consideration, supporting House Bill 1449 and Senate Bill 638 whereby the ownership interest in Conrail will be sold to Norfolk- Southern Following a discussion, Vice - Chairman Stewart tabled the matter. MINING HANCOCK SAND SUBDIVISION PLATS PLANNING DEPARTMENT CREATION OF TOWNSHIP PLANNING ADVISORY COMMITTEES AMBULANCE REPORT SHERIFF'S REPORT LAW ENFORCEMENT CENTER -- SUBCONTRACTS ADJOURNMENT M. H. Brock, County Manager, reported to the Board that he was notified that Hancock Sand Company will be mining sand in the County off SR 1001 near the Lee County line. Ervin Dobson, Director of Planning, appeared before the Board, presented and explained for the Board's consideration each of the following subdivision plats: 1. Eldon Sloan, one and one -half acre lot, one mile South of Kipling on High- way 401. Commissioner Rudy Collins made a motionthat the subdivision plat for Eldon Sloan be approved; Commissioner Shaw seconded the motion and it carried with a unanimous vote. 2. Ennis Subdivision, sixteen lots, located on SR 1560 near Coats. Commissione Collins made a motion that the Ennis Subdivision plat be approved; Commis- sioner Shaw seconded the motion and it carried with a unanimous vote. 3. Bobby G. and Sheila Hughes, one lot on SR 1560 near Coats. Commissioner Brock made a motion that the Hughes lot be approved; Commissioner Shaw seconded the motion and it carried with a unanimous vote. Ervin Dobson, Director of Planning, appeared before the Board and requested the support of the Board of Commissioners in the organization of Township Planning Advisory Committees in each of the County's townships. The purpose of these committees would be to study the needs of the County. Each committee would have a chairperson to report their recommendations to the Planning Board as they make planning decisions. The Board expressed their support in the creation of these committees and asked that Mr. Dobson keep them informed of the progress. A copy of the Ambulance Service Report for the month of June was filed with the Board. A copy of the Sheriff's report for the month of June was filed with the Board. Commissioner Bill Shaw reported that the County had received and opened bids on July 18, 1985, from subcontractors for the Law Enforcement Center. Commis- sioner Shaw stated that the general contractors will use the following low bids in the compilation of their proposals which will be submitted on July 25, 1985: Electrical - - -D. L. Johnson Electric, Wilson.North Carolina; Base Bid -- $109,711; Alternate 1-- $83,300; Alternate 3-- $23,864; Total Bid -- $216,875. Plumbing -- American Mechanical, Raleigh, North Carolina; Base Bid -- $186,700; Alternate 1-- $51,770; Total Bid -- $238,470. HVAC -- Mechanical Associates, Cary, North Carolina; Base Bid -- $74,940; Alternate 1-- $91,800; Total Bid -- $166,740.
