The Harnett County Board of Commissioners met in regular session on Monday, July 1,
1985, in the Commissioners Room, County Office Building, Lillington, North Carolina,
with the following members present: M. H. Brock, Lloyd Stewart, Bill Shaw, Rudy
Collins, and Chairman Jesse Alphin presiding. Vanessa Young, Clerk to the Board;
Bob Jones, representing the County Attorney's Office, and Kay Hawley, Recording Sec-
retary were also present.
Chairman Jesse Alphin called the meeting to order at 9:10 a.m.
Commissioner Bill Shaw led the morning prayer.
The minutes from the Harnett County Board of Commissioners meeting of June 17, 1985,
were approved as read.
Ray Stone, Highway Maintenance Engineer with the North Carolina Department of Trans-
portation, appeared before the Board to discuss road matters and situations in Harnett
County.
REPORT ON RETRO- Virginia Warren, Board of Elections Supervisor, appeared before the Board to report on
FITTING OF VOTING retrofitting of the County's voting machines. Following a discussion, the Board
MACHINES thanked Mrs. Warren for this report and informed her that they will take this matter
under advisement.
EMERGENCY VEHICLE Ervin Dobson, Director of Planning, appeared before the Board and informed them that
FOR AIRPORT he has received a 50/50 matching grant from the State Division of Aviation for the
purpose of purchasing an emergency vehicle for the Airport. Mr. Dobson reported that
he requested and received the following informal bids for the vehicle: (1) Johnny
Stephenson Ford, Inc. offered a used 1984 Ford Ranger with a V -6 engine for $8,995.00;
Barnes & Lee Chevrolet Co., Inc. offered a used 1985 Chevrolet 5 -10 Truck with a V -6
engine for $9,680; and Brock Chevrolet Co., Inc. offered a new 1985 Chevrolet 20
Series Truck with a V -8 engine for $9,857.00. Commissioner Brock, upon hearing the
results of the informal bids, excused himself from the meeting while the Board dis-
cussed this matter. He explained that the County has received a proposal from Brock
Chevrolet and that he does not have business interest in Brock Chevrolet but that he
is related to the owner. Following a discussion of the proposals and the needs of
the Airport for an emergency vehicle, it was decided that the new, heavier duty truck
would best suit the needs of the Airport. Commissioner Shaw moved that the Board
accept the bid from Brock Chevrolet. Commissioner Stewart seconded the motion and it
carried with the following vote. Ayes: Alphin, Stewart, Shaw, Collins; Noes: None;
Absent: Brock; Abstained: None

MOBILE HOME PARK
ORDINANCE
Following the action on the purchase of the emergency vehicle, Commissioner Brock
rejoined the Commissioners Meeting.
Ervin Dobson, Director of Planning, appeared before the Board and requested direction
concerning the proposed Minor Subdivision Standards which were presented to the
Board of Commissioners for their consideration at their June 3 meeting. A discussion
followed this request during which the Board stressed the need for a Mobile Home Park
Ordinance in Harnett County. Commissioner Brock made a motion that Mr. Dobson draft
a proposed Mobile Home Park Ordinance to bring before the Board at its August 5 Board
meeting. Commissioner Collins seconded the motion and it carried.
Ervin Dobson, Director of Planning, appeared before the Board, presented and explaine
each of the following subdivision plats for the Board's consideration:
J.W. KNIGHT 1. J. W. Knight Subdivision, three lots located at the intersection of Highway 27
SUBDIVISION PLAT and SR 1129.
COUNTRY AIR ESTATES2. Country Air Estates, Phase I of 86 lots, located on SR 1531.

Commissioner Stewart made a motion that the above mentioned plats be approved. Com-
missioner Shaw seconded the motion and it carried with a unanimous vote.
Chairman Alphin recognized Judge Edward H. McCormick who administered the Oath of
Office to Vanessa W. Young who was reappointed at the June 17 meeting as Finance
Officer of Harnett County and Clerk to the Board of Commissioners. Mrs. Young
ascribed to the following oath.

Chairman Jesse Alphin Welcomed Helen Crews, her faraily, friends, and .. staff to the.
Board of Commissioners meeting and.`informedthe group that this part of the Commis
sioners meeting ' has been set aside to honor Helen Crews upon her retirement. Chair
man Alphin commended Mrs. Crews on her many contributions' to the County as Director
of Social Services and thanked her for her loyalty and outstanding service to
Harnett County. He then recognized M. H. Brock, County Manager who presented a
plaque to Ars. Crews and read in full the following Resolution of Appreciation.

RESOLUTION OF APPRECIATION
THAT, WHEREAS, Helen R. Crews has-been an employee the : Harnett County Depart-
ment of Social Services having begun work on Apri1 10, 1961., and Director of the
Department since December 13, 1971; and
WHEREAS, due . to her commitment and dedication to the quality of life for all
County citizens, the lives of the dependent adults have been enriched and
enhanced an the leastrestrictive - settingswiththehighest degree of self- suffi-
ciency; and : deprived, underprivileged children have known love andnurturance'in
permanent, - safe, and secure homes where they have been provided the opportunity to
develop to their fullest potential, enabling them; to become self - assured, responsi-
ble individuals and leaders of tomorrow, and
WHEREAS, her compassion, which knows no boundaries,:and devotion in the service
of mankind, often going beyond the call of duty, has touched every segment of soci-
ety, nch and poor alike, exalting her into a poisiton of honor, respect, and
esteem by her fellow workers and all who know her, and

WHEREAS, through her active participation in civic, religious, community and
political affairs, she has gained recognition and support for Social Services
Programs, reflecting credit on the agency and the people of Harnett County; and
WHEREAS, her personal integrity, impartial judgments, principles beyond reproach
patience and understanding of human nature, was exemplified in the daily execution
of her administrative responsibilities and decision - making and will continue to be
an inspiration to those whose lives she touched.
NOW, THEREFORE, BE IT RESOLVED THAT THE HARNETT COUNTY BOARD OF COMMISSIONERS:
1. Take this opportunity to express their appreciation on behalf of all the
citizens of Harnett County to Mrs. Crews and thank her for her valuable and immeasur-
able service to them and for her example in showing all of us that right decisions
are born of a good heart, a free spirit, and an open mind.
2. That the citizens of Harnett County and all its officials be and they are
hereby asked to honor her by emulating her dedication to truth, honesty, and humility
3. That we do hereby wish Mrs. Crews a happy and long retirement.
4. That a copy of this resolution be presented to Mrs. Crews, a copy to the
news media, and a copy spread upon the minutes of this Board.

Mr. Brock introduced Jack Bryan, the new Social Services Director, to the Board
members.
Chairman Alphin recessed the meeting at 10:22 a.m. for a small reception in honor
of Mrs. Crews.
Chairman Alphin reconvened the meeting at 10:51 a.m.
M. H. Brock, County Manager, presented for consideration the following resolution
regarding fees for Northeast Metropolitan Water District.
HARNETT COUNTY,
NORTH CAROLINA.
RESOLUTION
WHEREAS, the Northeast Metropolitan Water District Advisory Board at its meeting
of June 24, 1985, established the following schedule for municipal water rates and
residential water tap -on fees:
1. Increase the Municipal rates by five cents per one - thousand gallons of water
used making the new rate $1.01 per one - thousand gallons of water used.
2. Increase the residnetial water tap -on fee from $125 to $300, effective
November 1, 1985; and
WHEREAS, the Northeast Metropolitan Water District has requested the Board of
Commissioners to approve these revisions.
NOW, THEREFORE, BE IT RESOLVED THAT THE HARNETT COUNTY BOARD OF COMMISSIONERS
establish the municipal water rates and residental water tap -on fee as follows:
1. Increase the municipal rates to the new rate of $1.01 per one - thousand
gallons of water used.
2. Increase the residential water tap -on fee to $300, effective November 1, 1985

Commissioner Collins made a- motion that Chairman Alphin beappointedasthevoting

North Carolina Association of County Comnussioners Annual Conference and the 1985
National Association of County Commissioners Annual Conference;' Commissioner Stewart
seconded the motion and it carried with a unanimous vote.:
Chairman Jesse Alphin reported to the Board that Dr. H. D. Mabe's term on Lee- Harnett
Mental Health Board has expired. Chairman Alphin recommended that Marvin Marshall
of Dunn be appointed to fill this vacancy. Commissioner Brock `. moved that Mr.Mar-
shall be appointed to serve on the Lee-Harnett Mental Health Board. Commissioner.
Stewart seconded the motion and at carried
Commissioner Collins made a motion to appoint Melinda Van Voltenburg to Central
Carolina Technical College - Harnett County Campus Advisory Board.- Commissioner Shaw
seconded the motion and it carried with a unanimous Vote..-

activities of the Tax Supervisor's and Tax Collector's offices...

(PUBLIC HEARING M. H. Brock announced that a public hearing regarding South Central Water and Sewer
& SPECIAL MEETING District will be held July 22, 1985, at 7:00 p.m. in the Assembly Room, County
ANNOUNCED Office Building, Lillington, North Carolina. Mr. Brock also explained that the
regular mid -month meeting in July has been cancelled and a special meeting of the
Board will be held on July 22 following the public hearing on the South Central
Water and Sewer District.
ADJOURNMENT There being no further business, the Harnett County Board of Commissioners meeting
