AFTERNOON SESSION, HARNETT COUNTY BOARD OF COMMISSIONERS MEETING, DECEMBER 3, 1984

The Harnett County Board of Commissioners met in regular session in the Commission-
ers Room, County Office Building, Lillington, North Carolina, for the afternoon
meeting with the following members present: M. H. Brock, Lloyd G. Stewart,
Bill Shaw, Rudy Collins, and Chairman Jesse Alphin presiding. Vanessa W. Young,
Clerk to the Board; Robert Morgan, County Attorney; and Hollie J. Wade,
Recording Secretary, were also present.
CALL TO ORDER Vanessa W. Young, Clerk to the Board, called the Harnett County Board of
BROCK, STEWART, Commissioners meeting to order at 2:00 p.m. Mrs. Young congratulated
AND SHAW REELECTED Commissioner Brock, Stewart and Shaw upon their reelection as County Commissioners.
Mrs. Young stated that the purpose of the meeting was for the reorganization of
the Board.

REAPPOINTED
Mrs. Young asked that business be carried on and opened the floor to nominations
for Chairman of the Board. Commissioner Stewart made a motion that Jesse Alphin
be nominated as Chairman; Commissioner Brock seconded the motion that Jesse
Alphin be nominated as Chairman. Commissioner Collins made a motion that
nominated for Chairman be closed and that Jesse Alphin be elected as Chairman
by acclamation; Commissioner Brock seconded the motion and it passed with a
unanimous vote. Mrs. Young officially declared Jesse Alphin as the Chairman
of the Harnett County Board of Commissioners. Mrs. Young and the Board congratu-
lated Mr. Alphin on his reappointment as Chairman.
With Chairman Alphin presiding, he opened the floor to nominations for Vice -
Chairman of the Harnett County Board of Commissioners. Commissioner Collins
made a motion that Lloyd G. Stewart be nominated as vice chairman; Commissioner
Shaw seconded the motion that Mr. Stewart be nominated as vice chairman. Commis-
sioner Brock made a motion that nominations for vice - chairman be closed and that
Mr. Stewart be elected by acclamation as vice - chairman of the Harnett County
Board of Commissioners; Commissioner Shaw seconded the motion and it carried with
a unanimous vote. The Board congratulated Commissioner Stewart on being elected
as vice - chairman.
Commissioner Stewart made a motion that Robert Morgan be reappointed as County
Attorney. Commissioner Shaw seconded the motion and it carried with a unanimous
vote.
TAX ATTORNEY Commissioner Collins made a motion that E. Marshall Woodall be reappointed as
WOODALL REAPPOINTED Tax Attorney; Commissioner Shaw seconded the motion and it carried with a unanimous.
vote.
VETERANS OFFICER Commissioner Collins made a motion that Jean Irvin be reappointed as Veterans
IRVIN REAPPOINTED Service Officer; Commissioner Stewart seconded the motion and it carried with
a unanimous vote.

Commissioner Collins made a motion that the Commissioners be appointed as
follows to serve on various Boards and Committees in the County or representing
the County; Commissioner Shaw seconded the motion and it carried with a unanimous
vote:

Public Health Board - -Lloyd G. Stewart
Library Board - -Rudy Collins
Production Enterprise Board - -Jesse Alphin
Buildings & Grounds Committee - -Bill Shaw

Law Enforcement Committee- -Rudy Collins

PERSONNEL COMMITTEE Commissioner Shaw made a motion that Lloyd G. Stewart, M. H. Brock, Rudy Collins,
Lewis Rosser, Fred Freeman, Pat McKee, and Helen Crews be appointed to serve
on the Personnel Committee; Commissioner Brock seconded the motion and it
carried with a unanimous vote.

Commissioner Collins made a motion that the following persons be appointed to
serve in the Agricultural Extension Office for two years; Commissioner Shaw
seconded the motion and it carried with a unanimous vote:

Thomas Allen, Tax Supervisor, requested that the tax listing dates for
1985 be set as follows: January 2 through February 8 list in the field;
February 11 through March 4 list in the Tax Supervisor's Office; and April 15
be set as the deadline for persons who had requested prior to March 4
an extension of time. Commissioner Brock made a motion that the listing
dates as presented by Mr. Allen be approved and that Mr. Allen, Tax
Supervisor, be authorized to grant an extension of time through April 15
to persons who request prior to March 4 an extension; Commissioner Shaw
seconded the motion and it carried with a unanimous vote.
Commissioner Brock made a motion that the mid -month meeting in December
be cancelled because of all the activities that are planned for the
Commissioners in this month; and if something should develop where the Commis-
sioners need to meet, a special meeting can be called; Commissioner Stewart
seconded the motion and it carried with a unanimous vote.
There being no further business, the Harnett County Board of Commissioners
meeting of Monday afternoon duly adjourned at 2:25 p.m.
