STROUD The Harnett County Board .of Commissioners -met in special session on Monday, April 9, 1984, in the Commissioners Room, County Office Building, Lillington, North Carolina, with the following persons present: M. H. Brock, Bill Shaw, Rudy Collins, and -Vice- Chairman Lloyd G. Stewart-presiding. Vanessa W. Young, Clerk to the Board,was also present Robert Morgan, County Attorney, and Chairman Jesse Alphin were absent. Vice - Chairman Lloyd Stewartrcalled.' the meeting to order -at 10:05 a.m. and stated that the purpose of this special, meeting was to.:hold a public hearing concerning the submission of an application fora Small Cities Community Development-- Revitili- zation Block Grant. He stated that this grant would be used to construct a water- line to the Riverside community. Vice - Chairman Lloyd G. Stewart called the public hearing to order at 10 :12 a.m. and then recognized M. H. Brock, County Manager, to explain the purpose of the meeting.; M. H. Brock, County Manager, explained that Harnett Count has; prepared a Small Cities Community Development Block Grant -- Community Revitalization Application to submit to the Division of Coxnmunity Assistance, North. Carolina Department of Natural. Resources and Community. Development for 1984 funding consideration. ._It was explained that-the application requests $750,000 of-which $600,000 will be used for community ;revitalization and $150,000 for local option activities. He stated that the Community Revitalization activities totaling $600,000 consist of the construction of a waterline to serve the Riverside Community and the Local Option activities totaling $.150,000 will be used to rehabilitate plumbing in the Riverside Community. Mr. Brock stated that the purpose of the public hearing today is:s to obtain citizens comments and input on this application prior to sub- mitting it to the Department of Natural Resources and Community Development. Mr.... Brock stated that the advertisements for this public hearing have been properly made. Mr_ Brock then- recognized -Skip Green,' the County's consultant on this project for comments. Skip Green appeared before the Board and presented a highlight of the application and what has taken place since. the last meeting.` He explained that the project calls for, the construction of waterlines to serve the Riverside Community. The major part of the waterline as indicated on the last map in the application as presented to the Board shows the -area to be served. He explained that the water -` line will connect at a point on the Cape, Fear River to the Town of Erwin water system. The line will then extend. down.. N..0 217 and then will go up SR 1779. This will be the water main for the system. The waterline will be, 12 ", downsized to 8" to cross the bridge, this is a DOT requirement. Then it will pick up to' 12 ", it will be a` 12" line going -down SR 1779 to where it intersects with SR 2021; at this intersection, the line will be downsized -to an 8" line.- There are side roads where a majority of the houses are in the Riverside Community, and these will be served by,8 ", 6" and 2" lines. Mr.- Green explained that the system has been designed to do two major things: 1) provide safe water for the people in the Riverside area, and 2` to provide. - adequate fire protection. He stated that the total cost for the proposed water system including engineering and construction is $510,000.; Of this amount, '..$465 ;000 is -being requested from the Community Development Block Grant fund. Also, in_ talking with the Public Utility Department, they can put toward this project $45,000 worth of meters and meter vaults Also, $10,000 has been put in for.acquisition and $5,000 in for There is also $60,000 put itt for the overall administration of the project. A great portion of the $60,000 will be. in legal fees.. Based on the tax information, quite a bit of research will have to be .done by the appraiser when he comes up with the appraisals in that area on the land. There will be no cost for the tap -on fees to any of the residents and the tap -on fees are included in the total cost. Mr. Green stated that this is the proposed Community Revitalization project. He explained that there is also what is called the local option funds which total $135,000. The local option funds are going to be used to- rehabilitate plumbing in `the area so that when they get the water, they will be -able to use it and dispose of it He - explained that he had an inspection of the target area performed. by the County Building Inspector and approximately 20 to 30 homes out in this community do not have any plumbing at all. Around 60 to 70 percent of the homes will have to have- plumbing - repairs done so they can actually have water. Mr. Brock thanked Skip for his explanation. He also -explained that _this applica tion will be very competitive. There is approximately $41,500,000 for the State of North Carolina and $5,000,0000 of this amount has been set aside for the disaster area where they have recently had the tornados. Mr. Brock then requested that anyone present who would like to speak pro or con to the submis- sion of this application to feel free to do so at this time. N. L. Stroud, the former minister, appeared before the Board and stated he was the minister in that area._for 14 years. From his experience,- stated that there is -a "dire need for water. When he first -moved in the community, he had a shallow well that went -dry. He had another one dug, and he could not drink the water because of the amount of iron in= it He stated that this problem prevails throughout the community., CLARENCE MCNEILL TOM LANIER C.T. CLAYTON JOE SMITH BILL SHAW PUBLIC HEARING CLOSED ADJOURNMENT Mr. McNeill appeared before the Board and explained that he is acting on behalf of the Chairman of the Riverside Community because the Chairman could not be here today. Speaking on behalf of the citizens in this community, he expressed their support in getting the County to get this water system approved for Riverside. Tom Lanier, Emergency Management Coordinator, appeared before the Board and expressed the need to get an ample water supply in the Riverside Community. Now when Erwin Fire responds to calls in that area, they have to go back to Erwin to refill. He stated that when fire is involved every minute counts be- cause it can spread so rapidly, and they desperately need water in this com- munity to fight these fires. C. T. Clayton appeared before the Board and stated that he is with Ragsdale Consultants an engineering firm in Lillington. He explained that he has com- pleted the preliminary design for this project and feels that this is the most feasible means, both from a construction cost standpoint and from a maintenance standpoint. Joe Smith, appeared before the Board and stated that he is a minister in the community and has lived there for 40 years or more. He explained that they have always had problems with the water in this community and even have had to boil their water at times before they could drink it. He stated that they cannot do any washing whatsoever because it turns the clothes. He continue to state that they have a lot of rust problems. They also have a plumber in the community who can hardly get around to keep all the houses up. He requested the Board to do what they can to get a good wholesome water in the community. Commissioner Bill Shaw stated that he wished the residents good luck in getting this grant. He explained that he has never had a water problem himself, but his son has. They could not wash clothes nor could they use their water to cook with. He stated that they have recently moved, and he stated that he believed it helped his son's wife to have a better outlook on life to be able to use the water in her own house. He explained that his daughter -in -law stated that you cannot imagine what is means to have a good supply of good wholesome water. Vice - Chairman Lloyd Stewart closed the public appeared before the Board to speak concerning for a 1984 Community Development Small Cities Community. Vice - Chairman Lloyd G.
