HomeMy WebLinkAbout06241983SPECIAL MEETING, HARNETT ,COUNTY: BOARD OF-COMMISSIONERS, JUNE 24, 1983 PRAYER BASE MAPPING RESOLUTION RE: BASE MAPPING The Harnett County Board of Commissioners met in special session on Friday, June 24, 1983, in the Commissioners Room, County Office Building, Lillington, North Carolina, with the following members present: M. H. Brock, Lloyd G. Stewart, Bill Shaw, Rudy Collins, and Chairman Jesse Alphin presiding. Vanessa W. Young, Clerk to the Board, and Robert Morgan, County Attorney, were also present. Commissioner M. H. Brock led the morning prayer. Tom McDowell, President of Landmark Engineering, gave a presentation to the Board on the total base mapping project for the County and presented to the Commissioners the aerial photography contact prints. This phase of the project was approved by the Harnett County Board of Commissioners at its meeting of February 7, 1983. Connie Wester, Photogrammetric Mapping Consultant with the Land Records Management Program, presented and explained to the Board a resolution authorizing the County to make an application for state matching funds for the base mapping project. Mr. Wester emphasized that the County is not obligating any funds at this time. He continued to explain that after the County makes the application, the State will notify the County in writing of the funds available to Harnett County, and at that time the County will have to make a commitment. Mr. Wester stated that if the State; for example, should notify the County that it has appropriated a 50/50 State match in the amount of $50,000 and the County can only match $30,000, then the Board would respond back to the State and commit only the $30,000. Commis -' sioner Stewart made a motion that the Board adopt the following resolution; Commissioner Shaw seconded the motion and it carried. HARNETT COUNTY, NORTH CAROLINA. RESOLUTION BE IT RESOLVED, that on the 24th day of June, 1983, the Board of Commissioners hereby give their unanimous approval of Harnett County's application for matching funds and technical assistance under the North Carolina Land Records Management Program (LRMP), under the provisions of N.C.G.S. 102 -15 thru 17; and BE IT FURTHER RESOLVED, that: 1. The application for grant assistance for FY 1983 -84 be in the amount of 2. Harnett County has the necessary funds in its General Fund for the FY 1983 -84 to match the grant amount awarded under the LRMP and will assign said funds to this project upon notice of the award. 3. Harnett County Government shares willingness to participate in the LRMP and will comply with all applicable laws and regulations. Adopted this the 24th Day of June, 1983. Young, Clerk s/ Jesse Alphin Jesse Alphin, Chairman DECLARATION OF RESULTS Commissioner Shaw introduced the following resolution which was read declaring the ANDERSON CREEK RESCUE results of the special property tax referendum on the Anderson Creek Rescue Service District: RESOLUTION DECLARING THE RESULT OF THE SPECIAL PROPERTY TAX REFERENDUM HELD ON JUNE 21, 1983 BE IT RESOLVED by the Board of Commissioners for the County of Harnett: Section 1. The Board, having received from the Harnett County Board of Elections a certified copy of the proceedings of said Board of Elections taken on June 23, 1983, evidencing said Board's canvass of the returns of the special property tax referendum held in the Anderson Creek Rescue Service District of Harnett County on June 21, 1983, upon the question of levying annually a property tax at an effective rate not in excess of 6¢ (six cents) on the $100.00 value in 1 AUDIT CONTRACT FOR F. Y. 82 -83 said District, does hereby declare and certify the result of said referendum to be the result which is set forth in the following statement of the result of said referendum, which statement has been prepared by said Board: STATEMENT OF THE RESULT OF THE SPECIAL PROPERTY TAX REFERENDUM IN THE ANDERSON CREEK RESCUE DISTRICT HARNETT COUNTY, NORTH CAROLINA on June 21, 1983 At a special property tax referendum in the Anderson Creek Rescue Protection Service District of Harnett County on June 21, 1983, 1367 voters were registered and qualified to vote. That at said referendum there was submitted to the qualified voters of said service district the following question: "Shall Harnett County be authorized to levy annually a property tax at an effective rate not in excess of six cents ($.06) on the One Hundred Dollars ($100.00) value in the Anderson Creek Rescue District for the purpose of providing rescue service ?" At said referendum 97 votes were cast for the question, and 140 votes were cast against said question, and a majority of the qualified voters of said District who voted thereon at said referendum having voted against the approval of said question, said question was thereby disapproved. Board of Commissioners for the County of Harnett, North Carolina Section 2. The Clerk shall file a copy of the foregoing statement of the result of said referendum in his office, shall insert such statement in the minutes of the Board and shall publish such statement once in the Harnett County News. A statement in substantially the following form shall be published with the foregoing statement: Any action or proceeding challenging the regularity or validity of the bond referendum must be begun within 30 days after June 29, 1983. Board of Commissioners for the County of Harnett, North Carolina Section 3. This shall take effect upon its passage. Upon motion of Commissioner Shaw, seconded by Commissioner Collins, the foregoing resolution entitled: "RESOLUTION DECLARING THE RESULT OF THE SPECIAL PROPERTY TAX REFERENDUM HELD ON JUNE 21, 1983" was passed by the following vote: Ayes: Commissioners Shaw, Brock, Stewart, Collins, and Alphin. Noes: None. Abstained: None. Absent: None. Oscar N. Harris presented the following proposal to the Board to provide auditing services to the County of Harnett for the fiscal year 1982 -83: Audit of Harnett County Audit of N.E. Metropolitan Water District Fiscal and Compliance Audit of Juvenile Justice and Delinquency Prevention Act Grant Funds $ 9,100.00 3,197.50' 700.00 $ 12,997.50 In the event that additional time is required to examine the transactions of the new Buies Creek -Coats Wastewater District, we will appraise you of the added time needed. This work would be billed at our standard rates. Our proposed charges shall not exceed $12,997.50 except for unforeseen cir- cumstances which require additional work and for which you would be appraised prior to providing said services. Our rates are as follows: Senior Accountant - CPA Managing Partner $ 45.00 per hour Senior Accountant - CPA Partner 40.00 per hour Junior.Accountant - CPA Junior Accountant Secretarial Services, (typing. report), $27.50 per hour 17.50 per hour 15.00 per hour -. Commissioner Shaw made a motion that the Board, accept the foregoing proposal and award the contract to provide auditing services to the County for the F.Y. 1982-83 to Oscar. Harris -&T Associates; . Commissioner Stewart seconded -the .motion and it:. carried. RESIGNATION OF WALTER WEEKS FROM TRANS. ADV. BOARD APPOINTMENT OF PHYLLIS CLAYTON Walter Weeks submitted his resignation from the Transportation Advisory Board to the Commissioners for their consideration. 'Commissioner Brock made a motion that the Board accept Walter Weeks resignation and moved for the appointment of Phyllis Clayton, Director of Harnett Production to fill this vacancy;.., Commissioner Stewart seconded the motion and it carried. RESOLUTION RE: LEASE Commissioner Collins made a motion that the Board adopt the following resolution OF HANGAR SITES -AT concerning the Lease of Hangar Sites at the Airport; Commissioner Stewart AIRPORT' seconded the motion and it carried: HARNETT'COUNTY, NORTH CAROLINA. RESOLUTION WHEREAS, Keith Finch, C. E. Roberts, and Donald Moore appeared before the Board of Equalization and Review and brought to the attention of the Board that each of them is being assessed property taxes on the value of the buildings located at the Airport on property leased by them from the County: and WHEREAS, after consideration the Board found that the buildings, even though constructed by the Lessee actually belong to the County and cannot be removed by the Lessee. NOW, THEREFORE, BE IT RESOLVED BY -THE HARNETT COUNTY BOARD OF COMMISSIONERS that it is hereby ordered that the buildings be- deducted from the property values of each of the Lessees; and BE IT FURTHER RESOLVED that Section 19 of the "Standard Form for the Lease of Hangar' Sites at the Harnett County Airport'! adopted by the Harnett County Board of Commissioners on September 21, 1981, be interpreted.so that the leasehold interest shall not include the value of the buildings.` Upon motion of Commissioner Collins, seconded by Commissioner Stewart, the foregoing resolution was duly adopted on "this the Twenty - third. HARENTT COUNTY BOARD OF COMMISSIONERS' s/, Jesse -Alphin Jesse Alphin, Chairman ATTEST: ANDERSON CREEK LANDFILL ADJOURNMENT, Commissioner Shaw informed the -Board that he had contacted Mr. Young Concerning the purchase of his land adjoining the Anderson Creek Landfill. Mr. Shaw stated that Mr. Young made an offer to sell to the County these two acres of land at a total cost of $5,000. Following a discussion of this matter, it was the decision of the Board not to purchase this land at this time The Board felt that this price was too high.
