HomeMy WebLinkAbout05101983429 HARNETT COUNTY BOARD OF COMMISSIONERS SPECIAL MEETING, MAY 10, 1983 CALL TO ORDER PRAYER The Harnett County Board of Commissioners met in special session on Tuesday, May, 10, 1983, in the Assembly Room, County Office Building, Lillington, North Carolina, as was duly advertised. The following members were present: Lloyd G. Stewart, M. H. Brock, Bill Shaw, Rudy Collins, and Chairman Jesse Alphin presiding. Vanessa W. Young, Clerk to the Board, was also present. Chairman Jesse Alphin called the special meeting to order at 8:12 a.m. Alton Gray, Superintendent of Public Schools, led the evening prayer. RESOLUTION RE: M. H. Brock, County Manager, presented to the Board for consideration a resolution AREA III HIGH concerning the construction of the Area III High School. Following a lengthy SCHOOL discussion of this resolution, Commissioner Brock made a motion that the Board adopt the following resolution, Commissioner Collins seconded the motion and it carried with a unanimous vote: HARNETT COUNTY, NORTH CAROLINA RESOLUTION WHEREAS, it has been the long -range plans of the County to consolidate its ten high schools into three comprehensive high schools identified as Area I, Area II, and Area III High Schools; and WHEREAS, the Area I and Area II High Schools were completted and accepted in September, 1977; and WHEREAS, funds were not available to construct the Area III High School at that time; and WHEREAS, the County has been placing funds in the Capital Reserve Fund for the future construction of the Area III High School; and WHEREAS, it has been determined that on June 30, 1983, the Capital Reserve Fund will have a sum total of at least $5,300,000. NOW, THEREFORE BE IT RESOLVED THAT THE HARNETT COUNTY BOARD OF COMMISSIONERS will appropriate $1,000,000 to the Capital Reserve Fund for the F.Y. 1983 -84 and F.Y. 1984 -85 for the construction of the Area III High School contingent upon the continued appropriation of Revenue Sharing Funds to Harnett County by Congress; and Be It Further Resolved that the Harnett County Board of Commissioners do hereby authorize the Board of Education to use the Harnett County Capital Reserve Fund for the purpose of constructing the Area III school; and Further the Harnett County Board of Education is hereby authorized to complete the architectural design and plans for the Area III High School; and to let the contract for the construction of the High School. The contract shall not exceed the sum total of funds appropriated in the Capital Reserve Fund of the County for the F. Y. of the bid letting plus the funds on hand in the Capital Reserve Fund at the time of the bid letting. This the Tenth Day of May, 1983. Young, Clerk REWARD FOR SCHOOL Mr. Brock informed the Board that there has been a lot of vandalism at Western Harnett and Benhaven Schools. Someone has been shooting out the windows at both of these schools with marbles, and it would cost approximately $2,500 to replace the glass plus approximately $2,500 for the School Board personnel to do the labor. Mr. Brock continued to state that the students at Western Harnett have raised $100 and the students at Benhaven School have raised $50 as a reward to anyone who could provide information on who is responsible for the vandalism. Mr. Brock recommended that the County offer $500 as a reward. Commissioner Stewart made a motion that the Board give a reward in the amount of $500 to anyone who could provide information on who is responsible for the vandalism, and the name of the informant will be kept confidential. Commissioner Collins seconded the motion and it carried. VANDALISM ADJOURNMENT Thy meeting adjourned at 8:45 p.m. r , airman Clerk Secretary
