CALL TO ORDER
PRAYER
CORRECTION TO MINUTES
The Harnett County Board of Commissioners met in regular session on
Monday, February 21, 1983, in the Commissioners Room, County Office Building
Lillington, North Carolina, with the following members present: M. H.
Brock, Lloyd G. Stewart, Bill Shaw, Rudy Collins, and Chairman Jesse Alphin
presiding. Vanessa W. Young, Clerk to the Board, and Robert Morgan, County
Attorney, were also present.
Chairman Jesse Alphin called the meeting to order at 7:30 p.m.
Commissioner Bill Shaw led the evening prayer.
The minutes from the Harnett County Board of Commissioners meeting of Febru-
ary 7, 1983, were approved with the following correction: Thomas Allen,
Tax Supervisor, requested two refunds to Leland & Irene Matthews. One for
$4.41 and one for $20.19. The Board approved both but only the one for
$4.41 was recorded in the Minute Book. Commissioner Collins made a motion
that the minutes be corrected to reflect the refund to Leland & Irene
Matthews, Rt. 2, Box 116, Linden, NC 283356, in the amount of $20.19 was
approved. Commissioner Stewart seconded the motion and it carried.
PROCLAMATION- -RSVP Avis Hall, Director of RSVP in Harnett County presented the following
DAY proclamation for the Board's consideration:

RESCUE SERVICE REPORT
HARNETT COUNTY,
NORTH CAROLINA.
PROCLAMATION
WHEREAS, Harnett County will be observing the Tenth Anniversary of
the Retired Senior Volunteer Program; and
WHEREAS, over 700 senior citizens have served as volunteers within
these ten years; and
WHEREAS, there are over 325 RSVP volunteers currently enrolled in the
Program; and
WHEREAS, the effective and efficient delivery of services by many
agencies and institutions in the County is dependent upon their volunteer
aid; and
WHEREAS, the RSVP volunteers are giving their time, talents, experience
and energies to accomplish these ends; and
WHEREAS, all citizens of the county are deeply appreciative of the
services these volunteers provide;
Therefore, as an expression of their appreciation, the Harnett County
Board of Commissioners hereby proclaim Friday, March 4th as:
HARNETT COUNTY RSVP DAY
and commend this observance to its citizens.

Commissioner Collins made a motion that the foregoing proclamation
be approved, Commissioner Stewart seconded the motion and it carried.
Bucky Barber presented to the Board the report on the Anderson Creek Rescue
Service District. Commissioner Shaw made a motion that the Board accept
this report and moved for the adoption of the following resolution calling
fora public hearing; Commissioner Collins seconded the motion and it
carried:
RESOLUTION AUTHORIZING PUBLIC HEARING ON CREATION OF ANDERSON CREEK
RESCUE DISTRICT
Resolved that the report on the Anderson Creek Rescue Service District
be filed with the Clerk to the Board this date and that a public hearing
be and the same is hereby set for March 24, 1983, at 8 P.M. at the
Anderson Creek Fire Station on S.R. 1121 in the Anderson Creek Community;
and that notice of said hearing be sent to each owner of property in the
proposed district as shown by County tax records as of January 1, 1983,
at least four (4) weeks prior to the hearing by the tax supervisory;
that notice of the hearing be published in the Harnett County News at least
once not less than one week prior to the hearing; further that the Clerk
to the Board obtain an Affidavit of Publication from the editor of
said paper and that the tax supervisor certify to the Board of County
Commissioners of Harnett County on or before said hearing that this

Take notice that a public hearing will be held on the 24th day of March; 1983,
at 8 o'clock P.M: at the Anderson Creek Fire Station on State Road No 1121 in
the Anderson Creek Community, for the purpose of hearing matters relevant to the -
creation of a rescue service district.

attached or appended to this Notice.

The boundaries of the proposed Anderson Creek Rescue Service 'District encom
pass the entire Anderson Creek Township.
A report entitled; "Report; The Anderson Creek Rescue Service District
was filed with.the Board of- Commissioners of Harnett County, on the 21st day of
February, 1983, and is available for public inspection at the Office of the
Clerk to the Board of Commissioners.

A request was filed with the Board from-R.-A. Gray, Superintendent -of Harnett
County Schools, asking that MacMillan . and MadMillan,Architects, be paid $9,000
partial payment for the working drawing phase for the Area 111 school and that
this payment come -out of the Capital Reserve Fund. Commissioner Brock made a
motion that the Finance Officer be and she is hereby authorized to pay this invoice
and that these funds in the amount of $9,000 are to be transferred from the
Capital Reserve Fund to the General Fund and payment will be made from the
General Fund.' Commissioner Shaw seconded the motion and it carried.
Commissioner Collins made a- motion that Robert Surles, Rt.-One, Angier, be appointee
to serve on the - 'Development Commission to fill the vacancy created by the resigna-
tion of D. W. Denning, Jr.; Commissioner Brock seconded the motion and it carried."
The Board received a letter of resignation from`''. Douglas "Moore from the
Development Commission. Commissioner Brock made a motion that the Board accept
Mr. Moore's resignation with regret. Commissioner Collins' seconded the motion
and it carried.
Commissioner Brock made a motion that Joseph.`M. Giles, Jr., 702 East "H" Street,
Erwin, NC be appointed to the Development Commission to fill the vacancy created
the resignation of Mr. Moore. Commissioner Collins seconded the motion and it.

Commissioner Collins made a motion that Dr. Bruce Blackmon be appointed to the
Buies Creek- Coats Advisory Board to fill the vacancy created by the resignation
Robert King Commissioner Shaw seconded the "motion and'.it carried.

LANCE FEES alternatives for the collection.of these fees. Commissioner Shaw made a motion"
to appoint Commissioner Rudy Collins; M. H. Brock, County Manager; Dan Gardner,
Captain of the Ambulance Service; and Vanessa Young, Finance Officer, to study
these suggestions and bring their recommendation concerning this matter back to
the Board. Commissioner Stewart seconded -the motion and it carried.
ADJOURNMENT
Ther being no further business, the Harnett County Board of Commissioners mee
