The Harnett County Board of Commissioners met in regular session
on Monday, December 6, 1982, in the Commissioners Room, County
Office Building, Lillington, North Carolina, with the following
members present: Lloyd G. Stewart, M. H. Brock, Bill Shaw,
Rudy Collins and Chairman Jesse Alphin presiding. Vanessa W.
Young, Clerk to the Board, and Edward H. McCormick, County
Attorney were also present.
Chairman Jesse Alphin called the meeting to order at 9:00 a.m.
County Attorney Edward H. McCormick led the morning prayer.
The minutes from the Harnett County Board of Commissioners meet-
ing of November 15, 1982, were approved as read.
Ray Stone, Assistant District Engineer with the North Carolina
Department of Transportation appeared before the Board to discuss
road matters and situations in Harnett County.
Commissioner M. H. Brock made a motion that the Board pass the
following resolution regarding their opposition to the Dorothea
Dix Hospital being closed. Commissioner Collins seconded the
motion and it carried with a unanimous vote.
RESOLUTION
WHEREAS, Dr. Sarah T. Morrow, Secretary of the North Carolina
Department of Human Resources, has announced that she is proposing
a program of transferring chronically ill patients from Dorothea
Dix Hospital and expansion of community programs to meet the needs
of the mentally ill; and
WHEREAS, The Board of Commissioners for Harnett County has
considered the announced changes and the program of Deinstitution-
alization /Inpatient Services; and
WHEREAS, adequate facilities, funds and staff are not availa-
ble in Harnett County to meet the needs of the mentally ill; and
WHEREAS, The Lee - Harnett Area Mental Health, Mental Retardation
and Substance Abuse Authority has been informed that they cannot
consider Dorothea Dix Hospital as its unit for inpatient psychiatric
services; and
WHEREAS, the Board of Commissioners for Harnett County does
not feel that the concept of Deinstitutionalization /Inpatient
Services has been adequately examined;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS FOR
HARNETT COUNTY, AS FOLLOWS:
1. That Dorothea Dix Hospital not be closed.
2. That if any further reduction of the functions of Dorothea
Dix Hospital be considered, then (a) such reductions should occur
in an orderly and considered fashion so that quality programs may
continue and patient care not suffer; (b) adequate funding by the
state on a continuing basis be in place prior to such reductions;
and (c) an adequate local facility, with staff, be provided with
State funds.
3. That the Lee - Harnett Area Mental Health, Mental Retarda-
tion and Substance Abuse Authority, be allowed to utilize Dorothea
Dix Hospital as its unit to provide psychiatric inpatient services,
as defined in the Mental Health Division Standards manual. That
should Dorothea Dix Hospital be closed or phased back with respect
to a substantial reduction in levels of service to the acutely and
chronically ill mental patients, the State Department of Mental
Health, Mental Retardation and Substance Abuse would continue to
provide current quality levels of inpatient treatment for the groups,
that, in particular those requiring emergency psychiatric treatment
receive it in an accessible site where there would be adequate
medical resources to provide for quality care. That should
Dorothea Dix be closed, perhaps a building on the present Dix Campus
might be designated and so organized as to provide this emergency
"crisis intervention" service for Lee - Harnett as well as other
areas lacking adequate resources. That these services might
deliver the needed Mental Health treatment. Further that any
restructioning of state- provided psychiatric inpatient treatment be
so designed such that a contractual arrangement between the Lee -
Harnett Mental Health, Mental Retardation and Substance Abuse
Authority would serve to fulfull the requirements for local psy-
chiatric inpatient services as defined in the Mental Health
Standards manual.

4. That the whole concept of Deinstitutionalization be
carefully reconsidered, taking into account input from the vari-
ous'affected local Human Services and Public Safety Agencies.

EDWARD H. MCCORMICK, Commissioner. Stewart moved for the adoption of the following
Resolution of Recognition for Edward H. McCormick.. Commis-
sioner Shaw seconded the motion and it carried with a unani-
mous vote.

regular session on this the 6th day of December, 1982 does hereby
recognize
EDWARD H.'M000RMICK'
Edward H. McCormick,'Attorney and Counsellor at Law, after,
many years of dedicated service in the role of County Attorney
to the officials and people of Harnett County, has declined to
be considered for reappointment to that position.' -'The Commis-
sioners sincerely regret hisCdecision.
Mr. McCornick was appointed County Attorney by the Board of.
County Commissioners' on the 7th day of September, 1970 and has
been regularly reappointed; by the Board biennially. since. He
has; served -.a total of twelve years as the County Attorney.
He has been an admired and respected attorney in. this County
for`many years, and in addition to the duties of his law prac-
tice;has given of his time and efforts to many public endeavors,
including service as Mayor of the Town of:Lillington, and as
Chairman of the Democratie Party He has been a leader 111 Barbe-
cue Presbyterian Church, his home church` through -the years.
During his tenure as County Attorney he has ably and well
assisted'. the-County Government in assuming the greater, responsi-
bilities imposed upon it by the North Carolina General Assembly.
He has served as counsellor` and legal adviser to the public
officials of Harnett County, including but not limited to, the
Sheriff, the Clerk of Superior Court, the Register of Deeds,
the Health Department and the Department of Social Services.
During the time in which Mr. McCormick served as legal
adviser to the County, two new multi- million dollar schools were
completed." His efforts in coordinating the financing and con-
struction of these schools -with the Harnett County Board of
Education were exemplary.
The Harnett County Northeast Metropolitan Water System was
initiated and constructed during his tenure of service.. This
project, being one of the first 111 North Carolina, required
extraordinary legal services involving the financing of the pro-
ject _throughloans,federal,:state and county participation.
The Harnett County Airport' has been completed during the
tenure of service of Mr_'McCormickas County` Attorney._Again
he high caliber of legal services were exemplary.
Through his years as counsellor and legal adviser to the
Board of County Commissioners and public officials of this
County Mr. McCormick exemplified' the highest ethics and standards
of the legal profession and- his;calm and deliberate demeanor
has been of great-assistance and =assurance to the Board.
NOW, THEREFORE, the Harnett County Board of County Com-
missionersdoes hereby resolve that the sincere appreciation
of -the public officials and people of Harnett County be and it
is hereby publicly expressed to Edward H. McCormick for his
years of loyal and dedicated service to the public -good, and
does- further extend to him its highest commendation for a job
well done.

Commissioner Stewart moved for the adoption of the following
Resolution of Recognition for Paul B. Drew. Commissioner Shaw
seconded the motion and it carried with a unanimous vote.
THAT, WHEREAS, PAUL B. DREW was born in Cedartown, Georgia
and moved to Stedman, North Carolina at a very early age; and
WHEREAS, he attended school in Stedman and at the University
of North Carolina; and
WHEREAS, he graduated from the Gupton -Jones School of Mor-
tuary Science in Nashville, Tennessee and has been a licensed
Embalmer and Funeral Director since 1946; and
WHEREAS, he has been a partner in the firm of Skinner & Drew
Funeral Home since 1957; and
WHEREAS, he was appointed Assistant Coroner by the late Bob
Pate in 1956 and served as Assistant Coroner until 1963; and
WHEREAS, Paul B. Drew was elected Coroner in 1966, succeeding
W. A. (Bill) Warren who had been appointed to fill out the unex-
pired term of Bob Pate who died in 1963; and
WHEREAS, Paul B. Drew ran for and was elected Coroner for three
(3) more terms and served as Coroner until the Legislature abolished
the office effective at the end of his term expiring in December,
1982; and
WHEREAS, the office of Coroner was brought to this Country
from England and made a part of our system of local government;
that the "Coroner's inquest" with jury was a judicial proceeding
to determine the causes and circumstances of deaths and the Coroner,
when and if called upon, was empowered to serve process upon the
Sheriff; and
WHEREAS, the primary functions formerly performed by the
Coroner and Jury are now performed by Medical Examiners who deter-
mine the cause of death, Investigators in the Sheriff's Depart-
ment who investigate murders as well as other crimes, and by
District Court Judges who conduct probable cause hearings to
determine whether there is sufficient evidence to hold a person
charged with murder; and
WHEREAS, Paul B. Drew is among the very select few who have
held Coroner Inquests and performed the other duties of Coroner;
and
WHEREAS, he was held in high esteem among members of the
legal community for his fair and impartial investigatory pro-
cedure, technique and forensic ability.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS
OF HARNETT COUNTY, NORTH CAROLINA as follows:
1. That Paul B. Drew be and he is hereby recognized for
his outstanding service as Coroner of Harnett County from 1966
until 1982 and for the high standards which he brought to that
high and honorable office.
2. That this resolution be forwarded to the presiding
official at the "swearing in" ceremonies scheduled for noon
December 6, 1982 at the Superior Courtroom in Lillington,
North Carolina for presentation to Paul B. Drew.
3. That copies of this resolution be sent to the media.

Commissioner Collins made a motion that the Board accept with
regrets the resignation of Joe Currin from the Harnett Indus-
trial Facilities and Pollution Control Financing Authority.
Commissioner Shaw seconded the motion and it carried.
Margaret Randall, County Librarian, appeared before the Board
and stated that the Library would be receiving $2,992. in State
Aid more than was budgeted for the 1982 -83 fiscal year. She
requested a budget increase in that same amount so she can
reclassify a part -time secretary to full -time. Commissioner
Brock moved that the Board table this matter. This would enable
the Board to study this further. Commissioner Collins seconded
the motion and it carried.
SHERIFF'S DEPARTMENT
REPORT Bill Strickland, Chief Detective with the Harnett County
Sheriff's Department appeared before the Board and presented
a report on the operations of the _Sheriff's Department for
the month of November.
THOMAS ALLEN, TAX
COLLECTOR
Thomas Allen, Tax Collector appeared before the Board and
reported on the activities of his department for the month
of November and his plans for December.
Thomas Allen, Tax Supervisor, appeared before the Board and
requested that: the following tax refunds be approved. Com-
missioner Collins made a_ motion that the refunds be granted
upon recommendation of the Tax Supervisor. Commissioner
Shaw seconded the motion and it carried.
1.
Refund to James F. McArtan, Jr., Route 2, Linden,
NC 28356. Deferred tax value charged erroneously
on 5' acres sold to Filmore & EmmageneBroome. The
value should have been $1,162, and was charged as
$1,842. Amount of refund is $19 -.93.
2 Refund. to Sherwood W. Gregory, Box 12, Buies Creek,
NC 27506 on 11.91 acres listed as $10,390 and
should have been listed as $7,840. Amount of refund
is $25:25
3 _ Refund to John Deere, Leasing Co. for year 1982.
Equipment leased to Lee Farms was listed in Harnett
County in error. Equipment is located in Sampson
County. Amount of refund is $168.70.

A copy of the Ambulance Service Report for the period ending
November 30, 1982 was filed with the Board.
M. H. Brock, County Manager, filed a copy of the expenditure
report for the month ending November 30, 1982 with the Board.
Commissioner Brock made a motion that the mid -month meeting
for December be cancelled; and if something should develop
where the Commissioners need to meet, that a special meeting
will be called. Commissioner Collins seconded the motion
and it carried.
The regular meeting of the Harnett County Board of Commissioners
duly adjourned at 10:55 a.m.
Vanessa W. Young, Clerk to the Board, called the Harnett County
Board of Commissioners meeting to order at 1:30 p.m. for the
purpose of reorganizing the Board. Mrs. Young asked that the
business be carried on and opened the floor to nominations for
Chairman of the Board. Commissioner Stewart moved the nomina-
tion of Jesse Alphin to serve as Chairman. Commissioner
Collins seconded the nomination of Jesse Alphin to serve as
Chairman and moved for nominations for Chairman to be closed,
and each Commissioner - -Lloyd G. Stewart, M. H. Brock, Bill
Shaw and Rudy Collins - -voted affirmatively for the appointment
of Jesse Alphin to serve as Chairman of the Harnett County
Board of Commissioners. Vanessa Young officially declared
Jesse Alphin as the Chairman of the Harnett County Board of
Commissioners.
With Chairman Jesse Alphin presiding, he opened the floor to
nominations for Vice- Chairman of the Harnett County Board of
Commissioners. Commissioner Collins moved for the nomination
of Lloyd G. Stewart to serve as Vice - Chairman of the Board.
Commissioner Shaw seconded the nomination of Lloyd G. Stewart
to serve as Vice Chairman and moved for the nominations for
Vice - Chairman be closed, and each Commissioner - -M.H. Brock,
Bill Shaw, Rudy Collins and Jesse Alphin, voted affirmatively
for the appointment of Lloyd G. Stewart to serve as Vice-
Chairman. Chairman Jesse Alphin officially declared Lloyd G.
Stewart to be Vice - Chairman of the Harnett County Board of
Commissioners.
Commissioner Stewart made a motion that Robert Morgan be appointed
to serve at the pleasure of the Board as County Attorney.
Commissioner Shaw seconded the motion and it carried unani-
mously.
Commissioner Stewart made .a motion that E. Marshall Woodall
be appointed to serve at the pleasure of the Board as Tax
Attorney and Attorney for Department of Social Services.
Commissioner Brock seconded the motion and it carried unani-
mously.
Commissioner Collins made a motion that Jean Irvin be appointed
to serve at the pleasure of the Board as Veteran's Officer.
Commissioner Shaw seconded the motion and it carried unanimously.
Commissioner Shaw made a motion that the following persons be
appointed for one year to serve in the capacity indicated and
to delete • appointments to Cape Fear Criminal Justice Board and
Comprehensive Health. Planning Board. Commissioner Collins
seconded the motion and it carried.

Commissioner Collins made 'a motion to accept the resignation
of Connie Wood from the Mental Health Board and moved to
appoint Dr. Harry Larche to serve in that capacity. Commis-
sioner Stewart seconded the motion and it carried.
Commissioner'' Collins made a =motion to accept the resignation
of Jack Marley from the Industrial Training Center Committee
and moved to appoint Arlie D. Arnold to serve in that capa-
city. Commissioner Shaw seconded the motion and it carried.
Commissioner Brock made a motion that the following be appoint-

Commissioner Stewart made a.motion -that the Board set the tax
listing dates for 1983 as follows: January 3 through February
4, 1983, list in the fields;-February 8 through March 2,
1983, list in the Tax Supervisor's Office; and April 15,
1983, be set as the deadline for persons who had requested
in writing (10 days prior :to March 2) an extension of time
to list taxes and who had _been granted this extension of
time by the Tax Supervisor. Commissioner Shaw seconded
the motion and it- carried.
ADJOURNMENT There being -no further business the Harnett County Board of
Commissioners duly adjourned at 2:45 p.m.
