HARNETT COUNTY BOARD of COMMISSIONERS MEETING, JULY 6, 1982
CALL TO ORDER
PRAYER
MINUTES APPROVED
The Harnett County Board of Commissioners met in regular
session on Tuesday, July 6, 1982, in the Commissioners Room,
County Office Building, Lillington, North Carolina, with the
following members present: Lloyd G. Stewart, M. H. Brock, Bill
Shaw, Rudy Collins, and Chairman Jesse Alphin presiding.
Vanessa W. Young, Clerk to the Board, was also present.
Edward 11. McCormick, County Attorney, was absent.
Chairman Jesse Alphin called the meeting to order at 9:30 a.m.
Commissioner Bill Shaw led the morning prayer.
The minutes from the. Harnett County Board of Commissioners
meeting of June 21, 1982, were approved as read.
DOT Ray Stone with the North Carolina Department of Transportation
appeared before the Board to discuss road matters and situatiorE
in Harnett County.
RUDY COLLINS APPOINTED Commissioner Brock made a motion that Commissioner Rudy Collins
VOTING DELEGATE - be appointed as voting delegate, and Commissioner Jesse Alphin
NCACC appointed as alternate voting delegate for the 1982 Annual
North Carolina Association of County Commissioners Conference.'
Commissioner Stewart seconded the motion and it carried.
M. H. BROCK APPOINTED ` Commissioner Shaw made a motion that Commissioner Brock be
VOTING DELEGATE - appointed as voting delegate and Commissioner Alphin be appoint
NACO ed as alternate voting delegate for the 1982 Annual National`
Association of County Commissioners Conference. Commissioner
Stewart seconded the motion and it, carried.

APPOINTED AS TAX
COLLECTOR
Commissioner Collins made a motion that Vanessa W. Young be
appointed as Finance Officer for Harnett County and Clerk to
the Board for one year. Commissioner Shaw seconded the motion
and it carried. Mrs. Young ascribed to the following oath:

I, Vanessa W. Young, do solemnly swear (or affirm) that 1 will support
and maintain the Constitution and laws of the United States, and the
Constitution and laws of North Carolina not inconsistent therewith, and

Officer and Clerk to the Board of Harnett County, North Carolina, and that
I will not allow my actions as Finance Office and Clerk to the Board to
be influenced by personal or political friendships or obligations, so help
me, God.
Commissioner Shaw moved for the

AMBULANCE SERVICE
ADJOURNMENT
Marshall Woodall presented to the Board for consideration a
resolution selecting Moore, Gardner & Associates, Inc., as the .
consulting engineering film for the Buies Creek-Coats Water and
Sewer District. Following a discussion of this matter, it was
the decision of the'Board to accept the resolution for study.
Chairman Jesse Alphin welcomed Edna Butts, her family, and friends
to this portion of the Harnett County Board of Commissioners meet -
ing which was set aside to honor the retirement of Mrs. Butts.
M. H. Brock, County Manager, presented an inscribed plaque to
Mrs. Butts which expressed the County's appreciation to her for
her twenty years of faithful and loyal service to the County.
Mrs. Butts:Started -to work as Tax Clerk in the Harnett County
Tax Collector's office on August 20, 1962, and worked diligently
in this office until retiring on June 30, 1982. The Board of
Commissioners thanked Edna Butts for the many fine contributions
she 'has made toward the betterment of the Tax Collector's office
during her tenure and wished her a long and happy retirement.'
Chairman Jesse Alphin recessed the meeting to have a reception
honoring Mrs. Edna Butts on her retirement.

10:50 a.m.
Thomas Allen, Tax Collector,
reported on the activities o
1982, and his plans for July
appeared before the Board and
f his department for the, month of June
Thomas Allen, Tax Supervisor, requested a tax refund to N. V.
Keith, Johnsonville Township, in the amount of'$98.70`for the
year 1981. Mr. Keith's accountant paid taxes in this amount on
44 acres of land, which Mr. Keith states that he cannot locate
and 'feels' that he should not have to pay taxes on it. Following
a discussion of this matter, the Board' - requested, Marshall Woodall,
Tax Attorney, to investigate this request.
Larry Knott, Operations Officer with the Harnett County Sheriff's
Department, appeared before the Board and presented a report on
the activities of this department.
Dan Gardner, Captain with the Ambulance Service, presented his
annual report on the operations of this department.
There being no further business, the Harnett County Board of
Commissioner meeting of July 6, 1982, duly adjourned at 11:51`a.m.
