BOARD - APPOINTMENTS
1
The Harnett County Board of Commissioners met in regular session
on Monday, February 1, 1982, in the Commissioners Room, County
Office Building, Lillington, North Carolina, with the following
members present: M. H. Brock, Lloyd G. Stewart, Bill Shaw,
and Chairman Jesse Alphin presiding. Vanessa W. Young, Clerk to
the Board, and Edward H. McCormick, County Attorney, were also
present. Commissioner Rudy Collins was absent.
Chairman Jesse Alphin called the meeting to order at 9:10 a.m.
Commissioner M. H. Brock led the morning prayer.
The minutes from the Harnett County Board of Commissioners meeting
of January 18, 1982, were approved as read.
Don Dupree, District Engineer with the North Carolina Department
of Transportation, appeared before the Board to discuss road
matters and situations in Harnett County.
Commissioner Stewart made a motion that the following persons,
representing the agencies indicated, be appointed to serve on the
Harnett County Transportation Advisory Board; Commissioner Brock
seconded the motion and it carried:

BUDGET AMENDMENT Margaret Randall, Harnett County Librarian, appeared before the
Board and requested the following budget amendments:

Mrs. Randall explained that in the Short Session of the State
Legislature, it allocated a 10% inflationary State Aid per
capita for the Libraries, Harnett County received as its share,
$2,992.
Commissioner Stewart made a motion that the afore - described budget
amendment be approved. Commissioner Shaw seconded the motion and
it carried unanimously.
PERSONNEL COMMIT- Lloyd G. Stewart, Chairman of the Harnett County Personnel Committ
TEE, ALFREDGILBERT reported to the Board that the Harnett County Personnel Committee
had a hearing on January 26, 1982, concerning Mr. Alfred Gilbert's
appeal. Mr. Stewart explained that the Committee felt, after
reviewing the evidence presented at the hearing, that Mrs. Crews
did consider Mr. Alfred Gilbert for the vacant position of
eligibility specialist; therefore, it was the Committee's recom-
mendation to the Board to uphold and reinforce the decision of
Mrs. Crews. Commissioner Stewart made a motion that the Board of
Commissioners accept the recommendation of the Personnel Committee.
Commissioner Shaw seconded the motion and it carried.
SOCIAL SERVICES Mrs. Crews, Director of the Harnett County Department of Social
REPORT Services, appeared before the Commissioners and stated that her
primary purpose for coming before the Board today was to inform
them of the expected overage that would probably occur in the Social
Services Budget this fiscal year. Mrs. Crews explained that the
County has already spent 56.96% of its allocation for A.F.D.C.;
60.44% of its allocation for A. A. & A. D.; 54.18% of its
allocation for Medicaid; and 60.53% of its allocation for
county initiated checks. Mrs. Crews explained that if the County
continued to expend these budgets at the same rate, the total
overage for these line items at the end of this fiscal year would
be $105,131. This does not allow for any increased rate of usage
of these programs. Mrs. Crews explained that she does not know
of any way to cut back the expenditures in these programs because
they are controlled by federal regulations. Following a discussion
period of these budgets, the Board asked Mrs. Crews to reappraise
her department to see if there is any way to cut back these
expenditures.

before the Board and presented the following report:

Mr. Cameron stated that for every dollar the County spends for this program, it .
gets three times that back. Mr. Cameron continued to explain that if the
County could provide another person to work with the Child Support Program, the
only cost would be his salary and a few supplies. This extra person could
help with the backlog of cases which would mean additional revenues to the
County.
EXPENDITURE REPORT The expenditure report for the month of January, 1982, was filed with the.
Board.

Thomas Allen, Tax Collector, appeared before the Board and reported on the
activities of his department for the month of January and his plans for
February.

Thomas Allen, Tax Collector, reported that in accordance with
Section 105 -369 of the North Carolina General Statutes, that
as of the close of business, January 31, 1982, the unpaid taxes
for the current fiscal year that constitute liens on real property
in Harnett County amounts to $909,255.08.
Upon motion of Commissioner Brock, seconded by Commissioner Stewar
the Board adopted the following resolution: Be it resolved,
that pursuant to the authority vested in this Board by Section
105 -369 of the General Statutes of North Carolina, W. Thomas Allen,
Tax Collector, is hereby ordered to advertise for sale according
to law and to seel all liens for 1981 taxes then existing on
real property at the courthouse door on May 3, 1982, beginning
at 10 a.m.
Larry Knott, Operations Officer with the Harnett County Sheriff's
Department, appeared before the Board and reported on the activiti
of the Sheriff's department for the month of January, 1982.
Commissioner Stewart made a motion that the fee charged for the
cost of processing a pistol permit application and the issuance
of the pistol permit be raised from $2.00 to $5.00, effective
immediately, Commissioner Shaw seconded the motion and it carried.
Thomas Allen, Tax Supervisor, appeared before the Board and
presented the following tax refunds:
1. Coats Distributors, Inc., P. 0. Box 1241, Dunn, NC 28334,
in the amount of $121.06, Averasboro Township, for the years
1979 and 1980, 1976 Ford Van and Inventory listed in Harnett
County and should have been listed in Cleveland County.
2. Oscar N. & Jean Harris, Box 582, Dunn, NC 28334, in the
amount of $526, Averasboro Township, for the years of 1980
and 1981, error in the value of the house. Mr. Allen explaine
that the house had been recorded as complete, but it was
unfinished during the years, 1980 and 1981.
3. William & Faye Davis, 209 Fourth Street, Erwin, NC 28339, in
the amount of $22.69, for the year 1981, Duke Township, late
list penalty charged in error.
4. Stanley T. Walker & Shelby B., Rt. One, Linden, NC 28356,
in the amount of $24.94, Stewarts Creek Township, lot valued
$2,159 listed in error to Stanley Walker. Wrong lot was
transferred from Hughley Spruill.
Commissioner Stewart made a motion that the afore - described
refunds be approved. Commissioner Brock seconded the motion and
it carried.
