The Harnett County Board of Commissioners met in regular session on Tuesday,
September 5, 1989, at 9 a.m. in the County Office Building, Lillington, North
Carolina, with the following members present: Rudy Collins, Bill Shaw, Mack
Reid Hudson, Mayo Smith, and Chairman Lloyd G. Stewart presiding. Others
present were Dallas H. Pope, County Manager; W. Glenn Johnson, County
Attorney; Vanessa W. Young, Clerk to the Board; and Kay S. Blanchard,
Recording Secretary.
Chairman Lloyd G. Stewart called the meeting to order at 9 a.m.
Commissioner Bill Shaw offered the invocation.
Commissioner Smith moved for the approval of the minutes of the regular
meeting, August 21, 1989. Commissioner Collins seconded the motion and it
passed with a unanimous vote.
Ray Stone, Highway Maintenance Engineer, North Carolina Department of
Transportation, appeared before the Board to discuss road matters and
situations in Harnett County.
Irvin Warren, President, Warren Oil Co., Inc., briefed the Board concerning
proposed FunWorld Amusement Park which would include an 18 -hole miniature golf
course, a batting cage, Grand Prix Race Track, deli, driving range, bumper
boats, toddler romp, arcade, water slides and a non - alcoholic teen club.
PUBLIC HEARING: Chairman Stewart called to order a public hearing concerning proposed
RIVERSIDE WW Riverside wastewater project.

AMENDMENT TO Commissioner Smith moved for the approval of an amendment to the Riverside
RIVERSIDE PROJECT wastewater project as explained by Mr. Clayton in his comments, and that the
Chairman of the Board be authorized to execute the Amendment Application
Summary for the project. Commissioner Hudson seconded the motion and it
passed with a unanimous vote.

SALE OF SURPLUS
PROPERTY
EMS WEEK
Jerry Blanchard, Transportation /Procurement Director, presented a resolution
declaring county property surplus for sale at public auction. Commissioner
Shaw moved for the adoption of the resolution. Commissioner Collins seconded
the motion and it passed with a unanimous vote. The resolution is copied in
full at the end of these minutes dated September 5, 1989, as document no. 2.
Dallas H. Pope, presented a Proclamation Designating Emergency Medical
Services Week. Commissioner Hudson moved for the adoption of the
proclamation. Commissioner Smith seconded the motion and it passed with a
unanimous vote. The proclamation is copied in full at the end of these
minutes dated September 5, 1989, as document no. 3.
VOLUNTEER RECOG. James Goff, Agriculture Extension Director, briefed the Board on the upcoming
PROGRAM 1989 Volunteer Recognition Program and requested funding for the program.
Commissioner Smith moved for the approval of requested funding and that a
budget amendment in the amount of $1,050.00 be prepared for consideration at
the next Board meeting. Commissioner Collins seconded the motion and it
passed with a unanimous vote.
BRIEFING RE: Jack Bryan, Social Services Director, and Ms. Lorena Moree, St. Joseph's Home
COMMUNITY Health Agency, briefed the Board on Community Alternative Program affecting
ALTERNATIVE PROG. Medicaid.
TAX ATTORNEY'S
REPORT
Dallas H. Pope, County Manager, briefed the Board concerning vacancies on the
Harnett County Planning Board and the Harnett County Board of Adjustment.
Appointments to both boards will be considered at the next Board meeting.
The Tax Attorney's report for the month of August was filed with the Board and
is copied in full at the end of these minutes dated September 5, 1989, as
document no. 4.
Reports for the month of August were filed with the Board from the following
departments: Emergency Medical Services, Tax Department, Veteran's Service,
and Sheriff's Department.

FORESTRY PROGRAM Dallas H. Pope, County Manager, presented a request for additional funding to
support the purchase of a vehicle and radio equipment during F.Y. 89 -90 for
Harnett County's Forestry Program. Commissioner Smith moved for approval of
the request. Commissioner Collins seconded the motion and it passed with a
unanimous vote.
BUDGET AMENDMENTS Dallas H. Pope, County Manager, requested the following budget amendment for
Fire Department:
Code 10 -5300 -097 Forestry Program $7,248. increase
10- 3990 -000 Fund Balance Appropriated 7,248. increase
Commissioner Shaw moved for the approval of the budget amendment.
Commissioner Smith seconded the motion and it passed with a unanimous vote.
Dallas H. Pope, County Manager, requested the following budget amendment for
the Tax Department:
Code 10- 4500 -045 Contracted Services 3,600. decrease
10- 4500 -074 Capital Outlay - Equipment 3,600. increase
Commissioner Collins moved for the approval of the budget amendment.
Commissioner Shaw seconded the motion and it passed with a unanimous vote.
Dallas H. Pope, County Manager, requested the following budget amendment for
Public Utilities, Water Department, Enterprise Fund:

EXECUTIVE SESSION Commissioner Collins made a motion that the Board go into executive session.
Commissioner Shaw seconded the motion and it passed with a unanimous vote.

WW SYSTEM
Commissioner Collins made a motion that the Board come out of executive
session. Commissioner Hudson seconded the motion and it passed with a
unanimous vote.
John M. Phelps, II, Public Utilities Attorney, briefed the Board concerning
the proposed Cape Fear Regional Wastewater System. Commissioner Smith made a
motion to authorize Black & Veatch, Inc. to prepare the required 201 Amendment
with respect to the Cape Fear Regional Wastewater System, and direct the
appropriate representatives of the County to continue negotiations with the
Towns of Lillington and Angier regarding such system. Commissioner Shaw
seconded the motion and it passed with a unanimous vote.
AIRPORT POWER- Dallas H. Pope, County Manager, briefed the Board on close out of the Airport
LINE PROJECT Powerline Relocation project and requested approval of an engineering service
agreement with Talbert and Bright in the amount not to exceed $2,600 be
approved for the Powerline Relocation project close out work.
Commissioner Collins moved for the approval of the agreement with Talbert and
Bright. Commissioner Hudson seconded the motion and it passed with a

Frank Lewis, Mayor of Lillington, briefed the Board on the transfer of water
from. the Cape Fear River Basin into the Neuse River Basin by the Towns of Cary
and Apex and requested the Board to adopt a resolution opposing this
inter -basin transfer of water. Commissioner Hudson moved that the County
Attorney prepare a resolution opposing the inter -basin transfer of water out
of the Cape Fear River Basin and that the appropriate officials execute said
resolution. Commissioner Collins seconded the motion and it passed with a
unanimous vote.
There being no further business, the Harnett County Board of Commissioners
regular meeting of September 5, 1989, duly adjourned at 1:15 p.m.

Mr. Chairman, Commissioners, Mr. Pope and Fe].low Citizens:
The purpose of this meeting is to hear citizen comments in
association with the proposed Riverside wastewater project.
In 1985 Harnett County received a $658,400 Small Cities Community
Development Block Grant, project # 85 -C -7040. This grant
included C -1 project activities to extend waterlines to the Town
of Erwin to serve the Riverside community. It also included L -1
project activities to rehabilitate the plumbing of houses to be
served by waterline extensions. The construction of originally
proposed C -1 and L -1 project activities are 100% complete. Cost
underruns have occurred on the construction of waterline
extensions, acquisitions and partial housing rehabilitation
(plumbing) which allowed additional community needs to be
addressed.
In 1987 after public meetings with Harnett County Citizens
Advisory Committee and Riverside community citizens, it was
determined that the area's highest community priority would be
the construction of a wastewater collection system. Since that
time, Harnett County has applied for and received $50,700 in
state clean water bond grant funds to be used by the project, and
community citizens have pledged $59,100 toward meeting initial
costs. Since the last project amendment was approved effective
November 3, 1987, Harnett County has also applied for and
received a grant from the Environmental Protection Agency in the
amount of $1,388,000.
The County has also obtained approximately $370,000 in grant
funds from the Farmers Home Administration and approximately
$190,000 loan from the Farmers Home Administration. These
additional funds have now allowed the County to include in
addition to the Riverside community also the community of
Bunnlevel and the area between the two communities. The County
has also been able to work out an agreement with Erwin Mills,
Inc. for treatment of the wastewater from this community,
therefore, eliminating the need for a package treatment plant.
The Riverside community project elements now include the
construction of 13,400 linear feet of 4" diameter grade sewer
line, 23,000 linear feet of 2 1/2" to 8" force main, 145 house
connections with interceptor tanks and 3 sewage pumping stations.
The C -1 project boundary will remain the same. It is necessary
for us to obtain a new amendment for the project since with the
additional available funds we will be able to serve the entire
Riverside community and also eliminate the package treatment
plant.

PROCLAMATION
TO DESIGNATE THE WEEK OF SEPTEMBER 17 -23, 1989, AS
"EMERGENCY MEDICAL SERVICES WEEK"
WHEREAS, the members of emergency medical services teams devote their
lives to saving the lives of others; and
WHEREAS, emergency medical services teams consist of emergency
physicians, nurses, emergency medical technicians, paramedics, educators, and
administrators; and
WHEREAS, the people of Harnett County benefit daily from the knowledge
and skill of these trained individuals; and
WHEREAS, advances in emergency medical care increase the number of lives
saved every year; and
WHEREAS, the professional organizations of providers of emergency medical
services promote research to improve emergency medical care; and
WHEREAS, the members of emergency medical services teams work together to
improve and adapt their skills as new methods of emergency treatment are
developed; and
WHEREAS, the designation of Emergency Medical Services Week will serve to
educate the people of Harnett County about accident prevention and what to do
when confronted with a medical emergency; and
WHEREAS, it is appropriate to recognize the value and the accomplishments
of emergency medical services teams by designating Emergency Medical Services
Week.
NOW, THEREFORE, BE IT RESOLVED BY THE 'HARNETT COUNTY BOARD OF
COMMISSIONERS in recognition of this event, do hereby proclaim the week of
September 17 -23, 1989, as
"PHERGENCY MEDICAL SERVICES MEEK"
and encourage the community to observe this week with appropriate programs,
ceremonies and activities.
