HomeMy WebLinkAbout03201989306 PUBLIC HEARING'CONCERNING ZONING DISTRICT CHANGE APPLICATION, MARCH 20, 1989 The Harnett County Board of Commissioners met on Monday, March 20, 1989 at 7:00 p.m. in the County Administration Building at 102 East Front Street in Lillington, North Carolina. Members present were Mr. Lloyd Stewart, Chairman, Mr. Bill Shaw, Vice Chairman, Mr. Rudy Collins, :_,. and Mr. Mayo Smith. Also present were Mr. Dallas Pope, County Manager, Carla Stephens, Planning Supervisor, and several citizens of the county representing the Zoning Change applications. CALL TO ORDER Mr. Stewart called the meeting to order and Mayo Smith gave the invocation. County Manager, Dallas Pope "discussed the purpose and procedure of each hearing. and Carla Stephens presented the DENNIS TURLINGTON facts of the Dennis Pope Turlington Zoning Change request. Mr. Turlington was requesting a zoning change from an RA -30 to an RA- 20M Zoning District. Mr. Turlington spoke first requesting that the application be tabled until the next meeting because his attorney, Ed Bain, could not be present. Mr. W. A. Surles spoke in favor of the Dennis Pope Turlington zoning change request. Several citizens spoke requesting that the commissioners deny the zoning change request. Young, Cler to the,oard 307\ PUBLIC HEARING CONCERNING PROPOSED ZONING ORDINANCE CHANGE, MARCH 20, 1989 On March 20, 1989, the Harnett County Board of Commissioners held a public hearing concerning an amendment to the Harnett County Zoning Ordinance in association with existing septic tanks. The public hearing was held in the County Office Building, Lillington, North Carolina, with the following members present: Rudy Collins, Bill Shaw, Mack Reid Hudson, Mayo Smith, and Chairman Lloyd G. Stewart presiding. Others present were Dallas H. Pope, County Manager; W. Glenn Johnson, County Attorney; Vanessa W. Young, Clerk to the Board; and Kay S. Blanchard, Recording Secretary. CALL TO ORDER Chairman Stewart called the public hearing to order at 7:15 p.m. OPENED FOR COMMENTS Carla Stephens, Planning Supervisor, presented proposed change to the Harnett County Zoning Ordinance. Chairman Stewart opened the meeting for public comments. No comments were offered. Young, Clerk RESOLUTION ESTABLISHING THE DUNN- AVERASBORO EMERGENCY AMBULANCE AND RESCUE SERVICE DISTRICT HAT WHEREAS, a report concerning a proposed emergency a u- lance :nd rescue service district for the area therein described was fil • with the Harnett County Board of Commissioners o the 23rd day f January, 1989; and WHEREAT the Town of Dunn, North Carolina, has co ented to be a part of =uch district by resolution duly adopted and WHEREAS, a eferendum was conducted on Decemb- 15, 1988, at which the establi -hment of such district and the evying of an annual property to at an effective rate of not n excess of Five Cents ($.05) on the •ne Hundred Dollars ($100) aluation in the proposed Dunn- Averasb,•ro Emergency Ambulance :nd Rescue Service District was approved; .nd WHEREAS, the Harnett County Board o Commissioners conducted a public hearing on the 20• day of Feb uary, 1989, at 7:00 p.m. in the Commissioners' Room, .arnett C. my Office Building, 102 East Front Street, Lillington North Carolina, after the giving of notice as required by law; . d WHEREAS, at said public he ng support for the establish- ment of said district was demo tr- ed and no opposition thereto was presented; and WHEREAS, the Harnett •ounty Board •f Commissioners has fully considered the views of .•1 of those who appeared at said public hearing and the results .f said referendu , together with the content of the above r- ferenced report fil on January 23, 1989; THEREFORE, the :oard of Commissioners of arnett County finds and conclud that: 1. There 's a demonstrable need for the pro ding of emer- gency ambulan.- and rescue service in the area of .rnett County described in the report to the Harnett County Board .f Commission- ers dated =nuary 23, 1989. 2. It is impossible or impracticable to provide emergency ambula e and rescue service on a county -wide basis. 3. It is economically feasible to provide the propose se vices in the subject district without unreasonable or burd me annual tax levies. 4. There is a demonstrable demand for the proposed services by persons residing in the proposed district. i and
