HARNETT COUNTY BOARD OF COMMISSIONERS

7:00 p.m.
The Harnett County Board of Commissioners met on Tuesday,
January 17, 1989 at 7:00 p.m, in the County Office Building at
102 East Front Street in Lillington, North Carolina.
Members present were Mr. Lloyd Stewart, Chairman, Mr. Bill Shaw,
Vice Chairman, Mr. Rudy Collins, Mr. Mack Reid Hudson, and Mr.
Mayo Smith, Also present were Mr. Dallas Pope, County Manager,
Carla Stephens, Planning Supervisor, Greg Wilder, Planner,
Emily Pennington, Recording Secretary, Christian Batten,; intern
for the Planning Section, and several citizens of the county
representing the Zoning Change applications.
Mr. Stewart called the meeting to order and Rudy Collins gave
the invocation. Mr. Stewart explained the purpose and procedure
of each hearing. The following Zoning Change applications were
considered and all applicants and witnesses were sworn in before
each public hearing:
ZONING CHANGE REQUESTS:
BAREFOOT, JIMMY W. 1. Barefoot, Jimmy W., From Commercial Zoning District to
RA -20 Zoning District, Averasboro Township, S.R. 1841
- Mr. Stewart called the Barefoot hearing to order and
Carla Stephens discussed the facts of the application.
Jimmy Barefoot represented the application. No one spoke in
opposition. The board voted to approve the application.
Mr. Stewart closed the Barefoot public hearing.
3ENNETT,.HERMIE_& 2 Bennett, Hermie and Phyllis, From RA -30 Zoning District to
?HYLLIS RA -20 Zoning District, Grove Township, S.R. 2007 Mr.
Stewart called the Bennett hearing to order and Carla
Stephens discussed the facts of the application. Mr. & Mrs.
Bennett represented the application. No one spoke in
opposition. The board voted to approve the application.
Mr. Stewart closed the Bennett public hearing.
3REEDLOVE, GUY, V. 3. Breedlove, Guy V., From RA -40 Zoning District to RA -20
Zoning District, Grove Township, U.S. 421 7 Mr. Stewart
called the Breedlove hearing to order and Carla Stephens
discussed the facts of the application. Mr. Guy Breedlove
and Mr. David Tadlock represented the application. No one
spoke in opposition. The board felt that the request was
not in conformance with the surrounding land uses and voted
to deny the application in accordance with Article VII,
Section 4.0 of the Harnett County Zoning Ordinance.
Mr. Stewart closed the Breedlove public hearing.
Owen, Raymond A. & Sandra F., From RA -30 Zoning District to
Industrial Zoning District, Black River Township, NC 210 -
Mr. Stewart called the Owen hearing to order and Carla
Stephens .discussed the facts of the application. Mr. Owen
represented the application. No one spoke in opposition.
The board voted to approve the application.
Mr. Stewart closed the Owen public hearing.

5. Turlington, Dennis Pope, From RA -30 Zoning District to RA -20
Zoning District, Grove Township, S.R. 2005 - Mr. Stewart
called the Turlington hearing to order and Carla Stephens
discussed the facts of the application. Mr. Turlington
represented the application. Several property owners in the
area opposed the request. Following is a list of those
citizens:
NOTE:
Judy Turlington, an adjoining property owner, presented
the board with a petition of property owners opposing
the zoning change application.
John Williams, a property owner who lives within 500
feet of the applicant, opposed the zoning change.
Charles Ogburn, an adjacent property owner, felt the
zoning change would decrease the value of the property
in the area.
Mr. Turlington presented the board with pictures of
manufactured homes in the area and felt that they
substantiated his request for the zoning change. He also
felt that he was told not to attend the Planning Board
meeting and was not satisfied with their recommendation that
the Board of Commissioners deny the request.
The board decided to table the Turlington application and
return it to the Planning Board for further consideration.
Mr. Stewart' closed the Turlington public hearing.
The County Commissioners voted on each zoning change
request during their regular scheduled meeting and not
during the public hearing.
There being no further business, the public hearings were
adjourned .t 8:05 p.m.
