Minutes of Reconvened Meeting
October 18, 2001
The Harnett County Board of Commissioners met in a reconvened session on
Thursday, October 18, 2001, in the Commissioners Meeting Room, County. •
Administration Building, 102 East Front Street, Lillington, North Carolina.
Members present: Teddy J. Byrd, Chairman
Beatrice Bailey Hill, Vice Chairman
Dan B. Andrews
Walt Titchener
Tim McNeill
Staff present: Neil Emory, County Manager
Wm. A. (Tony) Wilder, Assistant County Manager
Dwight W. Snow, County Attorney
Kay S. Blanchard, Clerk to the Board
At 4:00 p.m. Chairman Byrd reconvened a meeting that recessed October 15, 2001, to
further discuss proposals for redefining commissioner electoral district boundaries. A
public hearing regarding the matter was held October 15, 2001.
County Manager Emory and County Attorney Snow briefed the Board that the
Commissioners need to choose a specific plan from the four proposed district
boundaries map alternatives. The Board of Education will also choose a specific plan,
and the attorneys for both boards will develop a resolution as instructed by the two
Boards to be filed with the Justice Department for consideration and final approval. •
After discussion, Commissioner McNeill made a motion that the Board endorse
Alternate 4 Plan. Commissioner Andrews seconded the motion and it passed
unanimously.
There being no further business, Commissioner Hill moved to recess until Friday,
October 19, 2001, at 1:00 p.m. for a joint meeting with the Board of Education.
Commissioner McNeill seconded the motion and it passed unanimously. The Harnett
County Board of Commissioners' reconvened meeting October 18, 2001, recessed at
4:30 p.m.
