Minutes of Regular Meeting
October 15, 2001
The Harnett County Board of Commissioners met in regular session on Monday,
October 15, 2001, in the Commissioners Meeting Room, County Administration
Building, 102 East Front Street, Lillington, North Carolina.

Chairman Byrd called the meeting to order at 7:00 p.m. and Commissioner Andrews
led the pledge of allegiance and prayer.
Commissioner Titchener moved to approve the agenda as published with additions
listed below. Commissioner Andrews seconded the motion and it passed
unanimously. Add to consent agenda: two budget amendments and proclamation
regarding Weatherization Day
Add to regular agenda: presentation/request by Disabled American Veterans
Upon motion by Commissioner Hill and seconded by Commissioner McNeill, the
Board unanimously approved the following items on the consent agenda:

REDEFINING Chairman Byrd called to order a public hearing on proposals for redefining
COMMISSIONED. commissioner district boundaries and called on County Manager Neil Emory. Mr.
DISTRICT BOUND. Emory noted that the County Board must consider adoption of new districts as a result
of the new census data, which reflects tremendous population growth in the County.
Therefore, in order to comply with Federal Election Laws and an existing court order
entered into by the County in 1989, the Board of Commissioners must adopt revised
districts. In order to meet these requirements Bobby Bowers, demographer was
retained by the County to develop district alternatives. He is present to review these
with the Board and to answer any questions that might arise during the public hearing.
Bobby Bowers, demographer, presented an overview of the process and the proposed
redistricting plans.
Chairman Byrd opened the meeting for comments from the public. Comments were
received from the following citizens:
1. Roy Tew, Board of Elections member, 19 East Front Street, Lillington,
presented a resolution from the Elections Board requesting that the Board
of Commissioners and the Board of Education adopt the same proposal,
• whichever that might be, in order to maintain consistent election districts.
2. Holt Felmet, 5430 Hwy. 210 S., Lillington, presented a resolution from the
Anderson Creek Ruritan Club supporting the proposed redistricting map
which would preserve the division of Anderson Creek Township into only
two districts and opposing the other redistricting proposals which would
divide Anderson Creek Township into three voting districts.
3. Ty Cobb, Mayor of Angier, 117 Woodcroft Dr., Angier, representing the
Angier Town Board, requested that the whole town be in one district.
4. Ronny Holmes, School Board Member, 1179, Anderson Creek School
Road, Spring Lake, requested that the Anderson Creek Community be kept
as a whole.
5. Joe Langley, 298 Kirk Adams Rd., Angier, submitted an alternate plan to
the ones proposed by Mr. Bowers. Mr. Langley's plan shows no
commissioner districts and for 5 or 7 commissioners to be elected at the
same time. Each voter would vote for 1 commissioner. Under Mr.
Langley's plan it would be possible for all commissioners to live in the
same community and the election would be non -partisan.
6. Carnell Robinson, 904 North Layton Ave., Dunn, made the following
points: •
A. Supports the Board of Election's resolution to request that the
Board of Commissioners and Board of Education support the
same plan.
B. Opposes any plan that does not create a majority minority district.
C. Hopes interest is to make sure that you continue to create an
opportunity for all of the citizens in this county to serve on the
Board.
D. You may be able to create a district with a different variance.
He is not sure that Harnett County would be challenged if
you created a minority district. It is a risk you take.
E. May need to look at an alternative method of voting although he
does not endorse Mr. Langley's plan.
F. If you cannot create a majority minority district, then certainly
look at the influence of minorities in every single district and if
you can't enhance that in but in one other district, you will have
helped the situation.
7. Billy Tart, 208 Marlow Dr., Dunn, discussed constituent consistency with
Mr. Bowers. Mr. Tart represents district 2 on the Board of Education and
has a problem with all proposed district plans except Plan 1.
8. Duncan McCormick, Lillington, Board of Education Attorney, participated •
with County Attorney Dwight Snow in explaining the process to receive
final approval of new electoral district lines.
9. Hal Owen, 201 Old Coats Road, Lillington, speaking as a member of the
"all too silent" majority in Harnett County. Mr. Owen spoke in opposition
to the continued perpetuation of any majority minority district, stating that
"those districts have been determined many times to be unconstitutional
and it seems that we do have some litigation on the records, I figure
sending a clear message to you, the, I guess to the Caucasian voters in this
county that it's going to require additional litigation to change that at the
federal level. The groundwork for litigation is already underway. There
are prominent attorneys here in town that are very much adamantly
opposed to the minority district and we are real disappointed that this
Board has not taken it on to rectify this oversight or this mistake we made
in 1988 and now seems like the time to rectify that and correct this
situation before it continues on and becomes one lawsuit and another
lawsuit because that seems to be what it is going to be". He encouraged
the Commissioners to go ahead and make changes so everyone in the
County will be equally represented. Mr. Owen said that the contrived
voting district (commissioner district 1) serves no real purpose and he
thinks that even African -American voters would tell you that they've seen
no real benefits of this district. He thinks everybody would be more •
adequately represented with more open districting without race base
consideration.
There being no further comments, Chairman Byrd closed the public hearing.
Neil Emory, County Manager, presented for the Board's consideration, proposed
PROCEDURES IN THE procedures in the event County employees who are reservists are called to active
EVENT CO. EMPL. military duty as a result of the September 11, 2001 terrorist attack on the United
ARE CALLED TO States. Commissioner Titchener moved to approve the procedures contingent upon
ACTIVE RESERVIST final review by the County Attorney. Commissioner McNeill seconded the motion
DUTIES and it passed unanimously.
DONATION TO Charles Johnson, Commander of the Harnett County Chapter of DAV, requested a
DAV FOR PUR $2,500 donation from the County to assist in the purchase of a 2002 seven -passenger
CHASE OF VAN Ford van. The van will be used to transport veterans to appointments. Commissioner
Hill moved to approve the request. Commissioner McNeill seconded the motion and
it passed unanimously.
Neil Emory, County Manager, presented for the Board's consideration a request for
MID-CAROLINA Bladen County to be included in the Mid -Carolina Rural Transportation Planning
Organization. Currently, Cumberland, Harnett and Sampson Counties are members.
• Commissioner Andrews moved to allow Bladen County to join the Mid -Carolina
RPO. Commissioner McNeill seconded the motion and it passed unanimously.
FLAT BRANCH & Mr. Emory noted that at the regular meeting, September 17, 2001, the Board asked the
ANDERSON CREEK County Manager and EMS director to meet with Flat Branch and Anderson Creek
LOCATION OF Rescue Boards of Directors and bring alternatives regarding location of the quick
QRV response vehicle (QRV) serving these communities back to the Board of
Commissioners. Mr. Emory offered two options regarding the issue:
1. Ask Anderson Creek to locate its new building near the center of the district.
2. Locate QRV permanently at Flat Branch.
Departmental reports were filed with the Board from Veteran's Service, Animal
Control, Economic Development, General Services, Emergency Medical Service, and
the Sheriffs Department.

Make a Difference Day
WHEREAS, the foundation of a humane and just society is the citizens'
willingness to work together for the common good; and
WHEREAS, Harnett County's many volunteers of all ages are a tremendous
treasure; and
• WHEREAS, it is the duty of all citizens to search for opportunities to make a
difference in the lives of those around us and to dedicate time and resources to the
improvement of our communities; and
WHEREAS, the mission of the Harnett Food Pantry is to eliminate hunger in
Harnett County; and
WHEREAS, the Volunteer Center of Harnett County has accepted the challenge
of Volunteer Centers of North Carolina to support Make a Difference Day and Read and
Feed North Carolina.
NOW, THEREFORE, the Harnett County Board of Commissioners do hereby
proclaim Saturday, October 27, 2001, Make a Difference Day in Harnett County and
encourages our fellow citizens to observe this day by joining friends, fellow employees,

Weatherization Day
WHEREAS, Harnett County has long recognized the plight of low-income families and individuals in
meeting their home energy needs; and
WHEREAS, low income households spend a disproportionate percentage of their annual incomes on home
energy bills; and
WHEREAS, The United States Department of Energy developed the Weatherization Assistance Program in
1976 as the federal government's cost effective, permanent solution for reducing the heavy energy burden on low-
income Americans; and
WHEREAS, this Program not only saves energy through advanced technologies to improve the energy
affordability for low-income, but also saves lives and improves the health and safety of families by identifying
carbon monoxide hazards, poor indoor air quality, mold, and other health threats; and
WHEREAS, the Weatherization Assistance Program keeps jobs and dollars in local communities by
operating through a network of well trained program providers serving every community in the State;
NOW, THEREFORE, BE IT RESOLVED that the Harnett County Board of Commissioners does hereby
proclaim October 30, 2001 as
Weatherization Day
in Harnett County and encourages state and local Weatherization professionals to deliver cost-effective, advanced
technologies, to increase energy savings in each home served, to leverage state, local and private resources to make
each federal dollar work harder, and to heighten the awareness of energy efficiency in communities throughout the
state.
