HomeMy WebLinkAbout021412ssmHARNETT COUNTY BOARD OF COMMISSIONERS Minutes of Special Session February 14, 2012 The Harnett County Board of Commissioners met in special session on Tuesday, February 14, 2012, in the Commissioners Meeting Room, County Administration Building, 102 East Front Street, Lillington, North Carolina. Members present: Staff present: Timothy B. McNeill, Chairman Beatrice B. Hill, Vice Chairman Dan B. Andrews, Commissioner Gary House, Commissioner Jim Burgin, Commissioner Scott Sauer, County Manager Tony Wilder, Deputy County Manager Dwight Snow, County Attorney Sylvia Blinson, Finance Officer Margaret Regina Wheeler, Clerk to the Board Chairman McNeill called the meeting to order at 9:00 am and led the pledge of allegiance and invocation. David Young, Lester Morales and Michael Brown, representatives of Healthstat, Inc., presented Healthstat's plan for administering a proposed employee health clinic for Harnett County. Gary Pope, Director of Emergency Services, presented the concept of merging the Summerville and Bunnlevel Fire Departments. Mr. Pope discussed the following list regarding the proposed merger: Action Items for the SummervilleBunnlevel Merger: Meet G.S. 153A -304 Consolidation of Service Districts: 1. File report in Clerks office two weeks prior to Public Hearing 2. File Notice of Public Hearing at least one week prior to hearing 3. Mail out Notice of Public Hearing at least four weeks prior to Public Hearing 4. Public Hearing & Board consideration to consolidate Service Districts 5. Board of Commissioners vote on Service Districts 6. Department of Insurance: 1. Present current Insurance Districts to Board of Commissioners to be merged 2. Board of Commissioners vote on new Insurance District 3. Present resolution or minutes of meeting to Department of Insurance 4. Present G.I.S. shape file or new district to Department of Insurance 5. Present copy of merged charter to Department of Insurance 6. Perform 9/E Inspection on merged fire departments 7. Insurance District consolidation takes effect on July 1, 2012 Jimmy Riddle, Harnett County Fire Marshal, discussed the following: Approximately 2800 letters to be mailed out at $1700 New consolidated Insurance District takes on 7/9E rating (around June 1s) New consolidate District will be re -rated within 12 months Mr. Pope recognized Summerville Fire Department members present as Leo McDonald, Chief Melvin Yow, Keith Raynor, Robert West and Jackson Byrd with Bunnlevel Fire Department. Mr. McDonald reported, and Mr. Byrd concurred, there had been good cooperation between Summerville and Bunnlevel Fire Department members as they explored new ways to serve their citizens. They believe consolidation and combining of their resources will increase efficiency and effectiveness. Mr. McDonald also reported that their attorney had already completed the legal work necessary for this merger which includes an article of merger, new constitution and bylaws. He also noted the new Board of Directors would consist of 11 members with combined standard operation guidelines. Mr. McDonald announced the new legal documents had been approved by all parties. The tax rate for the new department will be .08 cents. It was the consensus of the Board for the two fire departments to move forward with the merger. Amanda Bader, County Engineer, informed the Board that the county had been awarded $200,000 of legislative contingency funding by NC DOT at their February 2, 2012 meeting. These funds were requested for Crested Iris Drive which Mrs. Bader is in the process of working through the agreement with NC DOT. February 14, 2012 Special Session Meeting Minutes Harnett County Board of Commissioners Page 2 of 4 Mrs. Blinson presented the Finance Officer's Report which included the following as of January 31, 2012: - BALANCE SHEET — GENERAL FUND - BALANCE SHEET — PROPRIETARY FUNDS - FINANCIAL SUMMARY REPORT — General Fund - FINANCIAL SUMMARY REPORT — Public Utilities Fund - FINANCIAL SUMMARY REPORT — Solid Waste Fund Mrs. Blinson also noted sales tax was a little ahead of schedule and distributed a copy of Harnett County Sales Tax Analysis by Article. Mr. Sauer announced he had recently visited with Pat Cameron and representatives of Good Hope as he toured the construction site of the new Good Hope Psychiatric Hospital. He believes commissioners will be able to tour the facility soon. Mr. Sauer said the facility has been completely renovated and would be first class. He noted representatives from Good Hope would be submitting a budget for FY 2012 -2013 soon as the County previously committed to the USDA and Good Hope to assist with start-up expenses and the operational gap between revenues and original expenses. Good Hope representatives hope to have a ground breaking ceremony in August 2012. Commissioner Burgin requested staff start planning how to document and track savings in transportation monies for the county once this facility opens. Mr. Sauer reminded the group of their upcoming planning session scheduled for 9:00 am on Thursday, February 23, 2012 at Raven Rock State Park. It was the consensus of the Board to present a resolution for consideration at their next meeting to reschedule their March 5, 2012, Regular Meeting until Tuesday, March 6, 2012 at 9:00 am due to a conflict for the Chairman. Mr. Sauer reminded the group of the upcoming Local Government Association meeting at 6:30 pm on March 5, 2012 at Heath's Steak House. Commissioners and staff reviewed the draft agenda for the upcoming February 20, 2012, Regular Meeting of the Harnett County Board of Commissioners. Commissioner House asked for clarification regarding Economic Development's request for approval of resolution supporting the City of Dunn's application for an Agrarian Zone in Census Tracts 701 and 702. Commissioner Andrews mentioned the Caterpillar Company was looking for a new location and suggested the land across from Lafayette School as an option. Commissioner Burgin suggested the County contact the Caterpillar Company and encourage them to come to Harnett County. February 14, 2012 Special Session Meeting Minutes Harnett County Board of Commissioners Page 3 of 4 Commissioner Burgin reported that he had been contacted by Mr. David Levinson's attorney who is requesting a meeting with commissioners and representatives of Harnett County Public Utilities. Commissioner Burgin also asked if the county had received a USDA grant for a library in Anderson Creek. Mr. Sauer assured commissioners the Rotary Club would not be charged to use the Commons Area Meeting room for their upcoming Cornelius Harnett Ball. Commissioner Burgin moved that the Board go in to closed session to discuss matters relating to the location of an industry or other business in Harnett County. This motion is made pursuant to N.C. General Statute Section 143- 318.11(a)(4). Commissioner Andrews seconded the motion which passed unanimously. Vice Chain Ian Hill moved that the Board come out of closed session.
