HomeMy WebLinkAbout080111mHARNETT COUNTY BOARD OF COMMISSIONERS Minutes of Regular Meeting August 1, 2011 The Harnett County Board of Commissioners met in regular session on Monday, August 1, 2011, in the Commissioners Meeting Room, County Administration Building, 102 East Front Street, Lillington, North Carolina. Members present: Staff present: Timothy B. McNeill, Chairman Beatrice B. Hill, Vice Chairman Dan B. Andrews, Commissioner Gary House, Commissioner Jim Burgin, Commissioner Tony Wilder, Deputy County Manager Dwight Snow, Staff Attorney Sylvia Blinson, Finance Officer Margaret Regina Wheeler, Clerk to the Board Staff Absent: Scott Sauer, County Manager Chairman McNeill called the meeting to order at 9:00 am. Commissioner Andrews led the pledge of allegiance and invocation. Chairman McNeill called for additions and deletions to the published agenda. At the request of the Finance Department, Budget Amendment 14 Transnortation ($184,500) was removed from the agenda. Commissioner Burgin moved to approve the agenda as amended. Vice Chairman Hill seconded the motion which passed unanimously. Commissioner Burgin requested clarification regarding several consent agenda items. Regarding the Rural Center Job Performance Agreement requesting additional grant funds; Mrs. Phyllis Owens, Director for Harnett County Economic Development, noted the County is obligated to create any jobs Harnett Health System failed to create up to 100 jobs. Commissioner House requested the Public Utilities requests of award of the FY 2011 -12 chemical supply contracts be removal from the consent agenda and voted on separately. Commissioner Andrews moved to approve the items on the revised consent agenda. Commissioner Burgin seconded the motion and the Board unanimously approved the following items on the consent agenda: 1. Tax refunds, rebates and releases (Attachment 1) 4. Harnett County's Outstanding Levy Report by Tax Administrator Tony Wilder. The total amount of unpaid county taxes for 2010 is $1,223,166.07. Of this amount, the non -DMV (all property, except licensed motor vehicles) is $594,599.93. The DMV (licensed motor vehicles) amount is $628,566.14. 5. In accordance with NC G.S. 105- 321(b), the Harnett County Board of Commissioners authorized, empowered and commanded the Tax Administrator to collect the taxes of the 2011 -2012 tax levy. 6. Economic Development requests approval of the Rural Center Job Performance Agreement requesting additional grant funds. Harnett Health System (HHS) has committed to create 100 new jobs as a condition of the Golden Leaf grant. Currently the Rural Center participation is $800,000 based on 80 new full -time jobs. This new performance agreement reflects an increase in Rural Center grant participation at $1 Million and HHS creating 100 new full -time jobs. 7. County Engineer requests approval to award the Brightwater Science and Technology Campus Phase 1 Infrastructure Bids to The Fred Smith Company in the amount of $2,238,248.45. (Attachment 2) 8. Public Utilities requests approval of the Harnett County Water and Sewer Ordinance. (Attachment 3) 9. Cooperative Extension requests permission to accept the continuation of grant funds from the Harnett County Partnership for Children for the Parents as Teachers Program FY 2011 -2012. Cooperative Extension requests permission to submit a funding request to Harnett County Partnership for Children in the amount of $63,346 for the purpose of assisting in funding for staffing of the Child Care Resource & Referral program. 11. General Services Transportation requests permission to apply for the FY 2011 -2012 Rural Operating Assistance Program Grant. Total grant allocation is $220,004 which will be used to provide transportation services to the county's elderly and disabled, employment assistance (DSS and JobLinks) and the rural general public. Public Utilities requested the award of the FY 2011 -12 chemical supply contracts for Harnett County Department of Public Utilities. Seventeen bids were received and the department recommends awarding these supply contracts to the following chemical suppliers: Key Chemical, Tanner Industries, C &S Chemicals, Carrus Corporation, Siemens Water Technologies, Cape Fear Water Solutions, American Development Corporation, Amerochem Corporation, Polytec Inc. and Univar. (Attachment 4) Commissioner Andrews moved to approve the awards as presented. Vice Chairman Hill seconded the motion which passed four to one with Commissioner House opposing. Chairman McNeill opened the floor for informal comments by the public, allowing up to 3 minutes for each presentation. No one spoke. Commissioner Burgin moved to approve the appointments listed below. Commissioner Andrews seconded the motion which passed unanimously. ERWIN PLANNING /BOARD OF ADJUSTMENTS EXTRA TERRITORIAL JURISDICTION Mr. William H. Morris of 129 Bumpass Creek Road, Dunn, (nominated by Commissioner House) was appointed to represent the Erwin Planning/Board of Adjustments Extra Territorial Area for a term of three years ending July 7, 2014. GOOD HOPE MENTAL HEALTH SERVICES BOARD Ms. Sherrie Byrd was appointed (nominated by Commissioner Andrews) to serve as a member of the Good Hope Mental Health Services Board on behalf of the Board of Health. Ms. Melody McGee was appointed (nominated by Commissioner Andrews) to serve as a member of the Good Hope Mental Health Services Board on behalf of the Social Services Board. MID - CAROLINA AGING ADVISORY COMMITTEE Lillie Mae Bailey was appointed (nominated by Commissioner Andrews) to serve on this committee for a term of three years expiring July 31, 2014. August 1, 2011 Regular Meeting Minutes Harnett County Board of Commissioners Page 3 of 5 RESEARCH TRIANGLE REGIONAL PARTNERSHIP Mr. Frankie Lewis was appointed (nominated by Commissioner Andrews) to serve on this Board for a teem of two years expiring June 30, 2013. TRIANGLE WORK FORCE DEVELOPMENT BOARD Mrs. Beth Blinson (nominated by Commissioner Andrews) was appointed to serve on this board to complete Mrs. Angie Stewart's teiiu on this Board which will expire January 31. 2013. There was no need for closed session. Chairman McNeill called for any new business. Commissioner Burgin, who also serves on the Good Hope Board, reported that Good Hope had been working with Rex Hospital and FirstHealth of the Carolinas to build a surgery center on Hwy 421 near Erwin using the Certificate of Need (CON) obtained by Good Hope in 2001. Commissioner Burgin said the center would employ 35 to 40 people and generate $3 million to $5 million dollars. Commissioner Burgin moved that the Board send a letter of support endorsing this proposed project. Commissioner House seconded the motion. Commissioner Burgin asked that the Board move quickly on this issue and noted Rex is prepared to put funding together for this project. Commissioner Andrews moved to table the issue so the Board could receive more information. Vice Chairman Hill seconded the motion which passed unanimously. Commissioner Burgin moved that the county take bids from local auctioneers to auction off all surplus property owned by the county. Commissioner House seconded the motion and questioned if the Old Boone Trial School would be included. Commissioner Andrews moved to table the motion until commissioners received and reviewed a list of county surplus property. Commissioner House seconded the motion which passed unanimously. Commissioner Burgin moved that the commissioners perform Mr. Sauer's performance review during their August 30, 2011 scheduled special session. The motion was seconded by Commissioner House and passed unanimously. Commissioner Burgin moved that the Board request the county manager to perform department heads review by September 27, 2011. The motion was seconded by Commissioner House and passed unanimously. The Board heard from Tyron Fisher, Director of Harnett County Cooperative Extension, regarding the closing of Townsend Farms. At this time, nineteen Harnett County broiler farms will lose their poultry contracts. Mr. Fisher said farmers had no indication the plant would close but have now been contacted and informed the flocks in their barns would be their last. Mr. Dan Campeau, Area Specialized Poultry Agent for the NC Cooperative Extension Service, will join commissioners at their next work session with more information. August 1, 2011 Regular Meeting Minutes Harnett County Board of Commissioners Page 4 of 5 Mr. Pat Cameron, who serves on the Good Hope Board of Directors, updated the board regarding the Good Hope inpatient psychiatric facility. He reported they had opened bids on the project the previous week and hoped to decide on a contract soon. He also announced an upcoming auction at the hospital to clean out the building for renovations. Loftee Smith, PE WITHERS & RAVENEL, INC. l 11 Z luaaigaBlIy Attachment 3 RESOLUTION AMENDING ORDINANCE REGULATING USE OF WATER AND SEWER FACILITIES OPERATED BY THE COUNTY OF HARNETT WHEREAS, the Board of Commissioners of the County of Harnett has previously adopted that certain Ordinance entitled, "Ordinance Regulating the Use of Water and Sewer Facilities Operated by the County of Harnett Fixing Rents, Rates, Fees, and Other Charges and Providing for Collection of Same;" and WHEREAS, the said Ordinance applies to all water distribution and waste water collection systems owned and/or operated by the Harnett County Department of Public Utilities to include specifically all County water and sewer districts; AND WHEREAS, the Board of Commissioners desires to amend the aforementioned Ordinance by amending and/or adding to Sections relating to "Authority ", "Definitions ", "Procedures ", "Classification, Rates, Fees and Charges" and "Water and Sewer Extension in New Developments ".
