Minutes of Regular Meeting
April 4, 2011
The Harnett County Board of Commissioners met in regular session on Monday, April 4, 2011,
in the Commissioners Meeting Room, County Administration Building, 102 East Front Street,
Lillington, North Carolina.

Chairman McNeill called the meeting to order at 9:00 a.m. Commissioner House led the pledge
and invocation.
Chairman McNeill called for additions and deletions to the published agenda. Commissioner
Hill moved to approve the agenda as published. Commissioner Andrews seconded the motion
which passed unanimously.
Commissioner Burgin had questions regarding Public Utilities budget amendments 258, 259, 260
and 261. The budget amendments move funds to pay interest during construction. Mr. Sauer
noted it was standard practice with USDA loans to pay the interest first. Commissioner Burgin
also requested clarification regarding budget amendment 286 totaling $45,000 for professional
services. This budget amendment moves funds needed to complete the fiscal year for the County
Attorney, trustee and audit fees as a large portion of the funds allocated were spent for arbitrage
rebate services and costs associated with the refinancing of the Angier Elementary and COPS
issuance.
Commissioner Burgin mentioned having read an article recently where a municipality turned
over some recordings between the county manager and elected official to their Sheriff's Office
for review instead of paying someone to do this.
Commissioner Andrews moved to approve the following items on the consent agenda.

3. Tax refunds and rebates (Attachment 1)

4. The Finance Officer requested approval of Resolution Establishment and Maintenance of
the Airport Capital Reserve Fund (Attachment 2)
5. Planning Department requested permission to apply for NC DOA State Aid to Airports
grant for the amount of $400,000 requiring a $44,000 match. The grant is part of the $3.4
million overlay project to repave and rehabilitate runways and aprons.
6. Emergency Services, on behalf of Spout Springs Emergency Services, requested
permission to purchase a 2011 Ford Expedition to use as their station vehicle. It would
replace the 1999 Chevy Tahoe that has approximately 200,000 miles and is not very
reliable. They will use $30,000 received from the sale of Engine 141 to make this
purchase with any additional cost coming from their savings account.
7. Emergency Services requested approval of an application and to receive funds for the
FY2009 Carryover ASPR Grant — Pass Thru administered through the WakeMed Health
and Hospitals CAPRAC (Capital Regional Advisory Committee) in the amount of
$4,500. These funds will be used to purchase equipment and supplies for our SMAT
(State Medical Assistance Team) III Team. The project will fund equipment, supplies,
unifoiiiis, etc as needed to increase the readiness of State Medical Assistance Teams
(SMAT) in the amounts of $4,500 per SMAT III Team. This grant will be a
reimbursable grant with no county matching funds required.
8. Harnett County Cooperative Extension requested permission to submit requests for grant
funding from the Division of Child Development through Child Care Networks, Inc. for
personnel and operating expenses needed for continue the operation of the Harnett
County Child Care Resources and Referral Program for Harnett County children and
families as well as child care facilities and their staff. This grant does not require
matching cash funds.
9. Harnett County Cooperative Extension requested permission to submit requests for grant
funding for Parents As Teachers' grant program, Quality Enhancement grant program
and Raising a Reader grant program from the Harnett County Partnership for Children for
the 2011 -2012 fiscal year. No matching cash funds required.
Chairman McNeill opened the floor for info,. nal comments by the public, allowing up to 3
minutes for each presentation up to 30 minutes.
- Dal Snipes, 905 West Pope Street in Dunn, shared concerns that those in the county that can
provide insurance services were not given an opportunity to do so.

Commissioner Andrews moved to approve the appointment listed below. Vice Chailinan Hill
seconded the motion and it passed unanimously.
Southeastern Economic Development Commission
Abe Elmore (nominated by Commissioner Andrews) was reappointed for a term of four
years which will expire April 30, 2015.
Mrs. Cindy Casler, Director of Work Force Development with Central Carolina Community
College, delivered an update on the Triangle South Workforce Development Board. Mrs. Calser
distributed to the commissioners handouts as well as bags of new marketing material for Triangle
South Workforce Development Board. Mrs. Casler also reported they are proud to co- sponsor
the NC Foreclosure Prevention Fund Program to help eligible individuals who have lost their job
to save their homes.
Ms. Casler announced Triangle South had invested over $90,000 in the JobLink Center at
Harnett County Central Carolina Community College and will hold a grand opening ceremony
soon. She also they had spent $60,000 at the Shawtown Adult Education Center. She said video
conferencing equipment was recently obtained for $35,000 partially funded through grants.
Russell Ingram, Youth Director, discussed the youth programs saying Harnett County is carrying
the bulk of the youth program. Mr. Ingram said Charlotte Leach and her staff do great work.
Rosalind Cross, Adult Services Coordinator, discussed the adult programs and referenced the
distributed spreadsheet "Exited Participants with Credentials — WIA Adult, Dislocated Workers
and Youth (as of March 2011) ". Chairman McNeill commended the group on the work they are
doing and said they are a shining example in their partnership with the community college.
Commissioner Burgin requested clarification of the spreadsheet and the actual number of those
who have gotten out and actually retained employment for more than one year. Mrs. Casler
noted there is a follow up period to find out if the participant is still working at the same place as
when they exited the program. Commissioner Burgin the costs per participant. Mrs. Casler
responded the cost was around $3,700 per participant but depends on a number of things
including educational level when entering and the type of training received.
Samantha Ficzko, Planner II, gave a project briefing presentation of the Southwest Area Study
sponsored by Capital Area Metropolitan Organization and NC DOT. The project process is 18
month using an integrated approach that considers land use, development, environment, and
transportation simultaneously. The approximately 230 square mile study area generally includes
the southwestern portion of Wake County and northern portion of Harnett County including the
Towns of Angier, Apex, Fuquay - Varina, and Holly Springs. The expected result is a unified
vision for transportation with recommendation for all travel modes that will ultimately be
reflected in future plans including an area wide Comprehensive Transportation Plan and urban
area Long Range Transportation Plan.

Ms. Ficzko encouraged commissioners to attend the upcoming Leadership Symposium on
Wednesday, April 13, 2011, from 1:00 pm — 5:00 pm at the Fuquay -Varina Community Center.
The intent of the symposium is to create a forum where community leaders can participate in
discussions organized around Planning Themes that will ultimately lead to the creation of Study
Obj ectives.
Mr. Ralph Thurman, Transit Service Manager, petitioned the board for a required public hearing
regarding the proposed Harnett County Community Transportation Program Application to be
submitted to the NC DOT.
Mr. Thurman noted the Community Transportation Program provides assistance to coordinate
existing transportation programs operating in Harnett County as well as provides transportation
options and services for the communities within this service area. These services are currently
provided using demand- response and subscription routes. Services are rendered by center - aisle,
lift - equipped, minivans, and light transit vehicles. The total estimated amount requested for the
period July 1, 2011 through June 30, 2012, is as follows:

Chaiiuian McNeill called to order a public hearing on the matter and opened the meeting for
comments from the public. Seeing no one move, Chairman McNeill closed the public hearing.
There was no other action needed by board at this time.
Mr. Sauer reminded the Board of their upcoming special session schedule for 8:00 am on
Monday, April 11, 2011. This meeting was rescheduled from Tuesday, April 12, 2011. The
board will meet jointly with Board of Education and hear a report from NCSU Professor Jeff
Tsai.
Mr. Sauer requested that the Board sit in special session at 4:00 pm on Monday, April 18, 2011,
prior to their regular schedule meeting at 7:00 pm, to hear a presentation by our broker of health
insurance proposals received. Mr. Sauer also noted the upcoming scheduled April 26, 2012
special session. Lastly, he invited commissioners to attend the NCACC District Meeting on
April 20, 2011, at the Cumberland County Crown Coliseum starting at 6:00 pm.
Commissioner House moved that the board go into closed session to discuss certain personnel
matters. This motion is made pursuant to N.C. General Statute Section 143- 318.11(a)(6). The
motion was seconded by Commissioner Andrews and passed unanimously.
Vice Chairman Hill moved that the board come out of closed session. Commissioner Andrews
seconded the motion which passed unanimously

Chairman McNeill called for any new business. Commissioner Burgin moved to hire Kelly
Johnson on part-time bases to fill an administrative position in the Sheriffs Office. The motion
was second by Commissioner Andrews and passed 4 to 1.
Commissioner Burgin asked if we were appealing the ruling of the Board of Adjustment hearing
regarding Drake's Landing. Jennifer Slusser, Staff Attorney, clarified that Kent Jeffries is
appealing the determination of the Zoning Administrator. She responded that attorneys, on
behalf of the Planning Depai lment, filed a motion to dismiss the appeal. Commissioner Burgin
asked who actually requested the appeal. Mr. Sauer stated it is standard practice and our role to
uphold and defend our Zoning Administrator and that was what they were attempting to do. He
noted the same was done recently in the Woodshire case.
Commissioner Burgin said it seems like we are doing something we should not be doing because
it affects a commissioner. Commissioner Burgin said Attorney Snow had provided him
information upon his request which Commissioner Burgin said included the statement "attorneys
cannot be in involved in something that affects an individual commissioner or any investigation
for anything else ". Commissioner Burgin reminded the group that Dwight Snow nor Jennifer
Slusser could be involved in the Public Utilities interviews as he requested due to "personal
interest ". Mr. Sauer stressed again staff's intent to defend the position of the Zoning
Administrator as there has been no change in the county position relative to the Zoning
Administrator's interpretation.
Commissioner Burgin asked if any progress had been made on the 12 vehicle and the insurance.
He said he thought it would easy to look at the vehicles and verify when they were on the
insurance policy and when they were taken off. Mrs. Blinson said they received a list of vehicles
to be surplused following his request and only one had insurance coverage which has since been
removed by Risk Management. Commissioner Burgin requested the dates the other vehicles
were removed from coverage.
Chairman McNeill moved to leave the vehicle policy in Public Utilities as is. Commissioner
Andrews seconded the motion. Commissioner Burgin said he believes it is necessary for on -call
staff to drive their vehicles home but not over 30 staff each night. He said staff told him they
usually go to the shop before going out on a call anyway because the majority of the time they do
not have the equipment or tools needed on their trucks. The motion passed 3 to 2.
Commissioner Burgin requested the last 12 months of call -out for Public Utilities.
Commissioner Burgin moved to put the meeting recordings on the county website after the
minutes are approved. Commissioner House seconded the motion. The motion passed with four
in favor.
Commissioner Burgin asked Mrs. Blinson if the Finance Office was scanning checks in yet.
Mrs. Blinson said there were not but the IT Department was working with Laserfiche and
departments as we can afford it. Commissioner Burgin said he believes this is one of the most
important things and asked that IT move this to the top of their list. Mrs. Blinson said they do
scan and retrieve EMS billing.

Commissioner Burgin said he reviewed the Trident report on claims. He believes any employee
involved in a driving claim should be removed from the vehicle for a period of time and
required to take a safe - driving course. He requested staff develop a plan regarding this. He said
he didn't think the report was bad with the exception of vehicle accidents.
Commissioner Andrews moved to adjourn the meeting at 10:16 am. Vice Chailinan Hill
seconded the motion and the meeting was adjourned.

NORTH CAROLINA
RESOLUTION
ESTABLISHMENT AND MAINTENANCE
OF THE
AIRPORT CAPITAL RESERVE FUND
www.harnett.org
WHEREAS, there is a need in the County of Harnett, North Carolina to maintain and improve the
Harnett Regional Jetport; and
WHEREAS, the County must bear the 10% of the cost of renovation /construction at the Harnett
Regional Jetport.
NOW, THEREFORE, BE IT RESOLVED BY THE GOVERNING BOARD THAT:
Section 1. The Governing Board hereby creates a Capital Reserve Fund for the purpose of
setting aside the local match required.
Section 2 . This fund will remain operational for a period not to exceed 10 years (beginning July
1, 2010 and ending June 30, 2020) or until a cumulative sum not to exceed eight hundred
thousand dollars ($800,000) has been received.
Section 3. The Board will appropriate or transfer from the General Fund Contingency the
required local match of grant #36237.25.12.2 (Airport Overlay and Apron Rehab) which will be
started in Fiscal Year 2011— 2012.
Section 4. The Board will appropriate or transfer an amount of no less than $26,667 each year
from other funds to this fund.
Section 5. This resolution shall become effective upon its adoption.
