Minutes of Regular Meeting
June 7, 2010
The Harnett County Board of Commissioners met in regular session on Monday, June 7, 2010, in
the Commissioners Meeting Room, County Administrative Building, 102 East Front Street,
Lillington, North Carolina.

Chairman McNeill called the meeting to order at 9:00 am. Commissioner House led the pledge
of allegiance and invocation.
Chairman McNeill called for additions and deletions to the published agenda. Chairman
McNeill added approval of a resolution recognizing Eagle Scout Jeroen Wesley Stone to the
agenda. Commissioner Burgin asked to remove the following items from the consent agenda for
discussion purposes:
Parks and Recreation Department requests approval to Change Order #03 for the
multi - purpose building being constructed by Player, Inc. at Barbecue Creek Park as
part of the PARTF grant improvements. Total costs for change order #3 is $4,232.62.
Public Utilities request for award of a construction contract in the amount of
$843,729 to Blackmon Contracting, Inc from Smithfield. This contract is for the
installation of the wastewater force main to serve the new Boone Trail Elementary
School.
Commissioner Burgin moved to approve the agenda as amended. Vice Chairman Hill seconded
the motion which passed unanimously.
Commissioner House moved to approve the items on the consent agenda. Commissioner
Andrews seconded the motion and the Board unanimously approved the following items on the

Mental Health $180,000 increase

The Budget amendment is to increase Fund Balance Appropriated to budget the transfer
of funds to the Good Hope Mental Health Project. These funds will be used upfront the
design and plan study of the facility and will produce the documents and plans necessary
to bid the project. It is anticipated that these funds will be reimbursed once grant funding
is secured.

4. Resolution to cancel July 6, 2010 Regular Meeting (Attachment 3)
5. The Harnett County Juvenile Crime Prevention Council requested permission to
accept funds from the NC Department of Juvenile Justice and Delinquency
Prevention in the amount of $235,828 with a 10% local match of $46,608. 2010-
2011 JCPC Funded Programs include Harnett County Restitution and Community
Service, ReEntry Healthy Choices, Psychological Services, Hillcrest Youth Shelter,
Dunn Police Athletic League — Helping Educate Youth and JCPC Administration.
6. Parks and Recreation Department requested acceptance of the Federal Financial
Assistance Award of Recovery Act Domestic Grant 09- DG- 082544419 -038 to DENR
under the American Recovery and Re- investment Act of 2009 and the Cooperative
Forestry Assistance Act. The NC Division of Forest Resources (NCDFR)
recommends the burning of 100 -150 acres in the park and a permanent firebreak
around the high density subdivisions (Woodshire and Forest Oaks) on the south side
of the park. The fire break will need to be 100 -150 feet wide. In April 1983 the
entire property burned in a wildfire. Since 2007, four fires have occurred on the
property. This grant is not a matching share grant between NCDFR and the County.
The cost to conduct the work is paid 100% by NCDFR. The County is required sign
a "Forestation Contract Agreement" before work can begin at Anderson Creek Park.
Also included is a contract with NCDFR to perform 30 -40 acres of prescribed
burning throughout Anderson Creek for FY 2010 -2011.
7. Social Services requested approval of the lease agreement for the Child Support
Office located at Dearbrook Park, 317 Jackson Blvd, Erwin, NC

11. Human Resources, on behalf of Public Buildings, requested to fill a Maintenance
Worker (ground crew) position that was vacated and frozen for six months as of
November 1, 2009 due to an employee who elected retirement under the Early
Retirement Incentive Program.
12. Harnett County Library requested authorization to accept the award of the We the
People "A More Perfect Union" Bookshelf. The award is a collection of 17 books
and bonus materials of 2 books and 1 DVD for kindergarten through grade 12. There
is no money involved in this grant program.
13. The Sheriff's Office requested acceptance of a grant from the Office of Justice
Program under the FY 2010 Edward Byrne Memorial Justice Assistance Grant
Program. This grant is for $30,599 with a 10% match. The funds will be used to
purchase Mobile CAD Software and Mapping Software for patrol deputies. The
software will enable deputies to respond to calls and to complete other tasks more
efficiently.
14. The Sheriffs Office requested approval to accept equipment from the NC Governor's
Highway Safety Program Grant. This grant was awarded to fund equipment for Law
Enforcement agencies to use in their Highway Safety Programs. The equipment for
the Harnett County Sheriff's Office consist of ten (10) Pentax PocketJet Thermal
image printers each with a car adapter, a l Oft USB cable and one box of rolled paper.
The value of each printer package is approximately $334.00.
15. Planning Services Department requested approval of a contract to perform inspection
services for the Town of Angier. The contract term is for 3 years and compensation
is 75% of the cost of the actual permit not to exceed $20,000 per year. The
agreement will be identical to the inspection agreement the department currently has
with the Town of Erwin.
16. Emergency Services requested authorization to accept award administered by N.C.
Department of Crime Control and Public Safety Division of Emergency Management
in the amount of $31,893.70. This is a federal grant administered by the State that is
available to local governments to assist in the cost of developing and maintaining a
comprehensive emergency management program. Of this amount $15,975 is to be
used solely to enhance our emergency management capabilities. These are funds that
are received annually and are included as part of operating budget.
17. Emergency Services requested authorization to submit an application for the FEMA
Assistance to Firefighters Grant Program. EMS is requesting a grant for $125,000 to
replace an aging ambulance. This grant will be a reimbursable grant and requires a

10% county match. The primary goal of the Assistance to Firefighters Grant (AFG)
Program is to meet the firefighting and emergency response needs of fire departments
and nonaffiliated emergency medical services organizations. Since 2001, AFG has
helped firefighters and other first responders to obtain critically needed equipment,
protective gear, emergency vehicles, training, and other resources needed to protect
the public and emergency personnel from fire and related hazards. The National
Preparedness Directorate of the Federal Emergency Management Agency administers
the grants in cooperation with the US Fire Administration.
18. Designation of Commissioner Dan Andrews as voting delegate for upcoming 2010
NACo Conference in Reno, NV
19. The Legal Department requested adoption of the resolution authorizing Timothy B.
McNeill, Chairman of the Harnett County Board of Commissioners, to enter into the
Grant Agreement for State Aid to Airports between the NC Department of
Transportation and Harnett County in an amount up to $105,930 for reimbursement
of funds expended in the runway extension project at the Harnett County Jetport
(Project #36244.35.5.1).
20. The Legal Department, 011 behalf of Public Buildings, requested that the floor care
services contract for July 1, 2010 — June 30, 2013 be awarded to RTP Building
Maintenance Company, Inc. (RTP) and that the County Manager be authorized to
execute all necessary documents. The County received seven bids of which RTP
were the lowest bidders. (Attachment 7) RTP currently provides cleaning services
to the County and Public Buildings has been satisfied with their cleaning
performance, and believes that RTP will continue to provide the same level of
services for the floor care contract. Public Buildings also checked references for RTP
and all responses were positive.
21. The Legal Department, on behalf of Public Buildings, requested that the pest and fire
ant control for July 1, 2010 — June 30, 2013 be awarded to Holloman Exterminators,
Inc. and that the County Manager be authorized to execute all necessary documents.
The County received four bids of which Holloman Exterminators, Inc. were the
lowest bidders. (Attachment 8) Holloman Exterminators currently provides the pest
control to the County and Public Buildings has been satisfied with its performance.
Public Buildings also checked references for Holloman Exterminators and all
responses were positive.
22. The Legal Department, on behalf of Public Buildings, requests that the HVAC
services contract for July 1, 2010 — June 30, 2013 be awarded to Johnson Controls
and that the County Manager be authorized to execute all necessary documents. The
County received three bids ad based upon the superior prior service experience with
Johnson Controls, Inc. and reference checks conducted upon the vendors, Public
Buildings recommended that the HVAC services contract be awarded to Johnson
Controls, Inc. (Attachment 9)

23. The Legal Department, on behalf of Public Buildings, requests that the landscaping
services contract for July 1, 2010 — June 30, 2013 be awarded to Davenport and that
the County Manager be authorized to execute all necessary documents. The County
received seven quotes of which Davenport Landscaping, Inc. were the lowest bidder.
(Attachment 10) Public Buildings checked references for Davenport and all
responses were positive.
24. The Legal Department, on behalf of Public Buildings, requests that the cleaning
services contract for July 1, 2010 — June 30, 2013 be awarded to RTP Building
Maintenance Company, Inc. (RTP) and that the County Manager be authorized to
execute all necessary documents. The County received eight bids of which RTP were
the lowest bidder. (Attachment 11) RTP currently provides cleaning services to the
County and Public Buildings has been satisfied with its perfoiniance. Public
Buildings also checked references for RTP and all responses were positive.
25. The Legal Department, on behalf of Public Buildings, requests that the elevator
maintenance contract for July 1, 2010 — June 30, 2013 be awarded to ThyssenKrupp
Elevator Company (ThyssenKrupp) and that the County Manager be authorized to
execute all necessary documents. The County received five bids of which
ThyssenKrupp was the lowest bidder (Attachment 12). ThyssenKrupp currently
provides elevator maintenance services to the County and Public Buildings has been
satisfied with its performance. Public Buildings also checked references for
ThyssenKrupp and all responses were positive.
26. The Legal Department, on behalf of Public Buildings, requests that the fire
extinguisher maintenance contract for July 1, 2010 — June 30, 2013 be awarded to
Cease Fire and that the County Manager be authorized to execute all necessary
documents. The County received four bids of which Cease Fire were the lowest
bidder. (Attachment 13) Cease Fire currently provides fire extinguisher
maintenance to the County and Public Buildings has been satisfied with its
performance. Public Buildings also checked references for Cease Fire and all
responses were positive.
27. The Legal Department, on behalf of Public Buildings, requests that the generator
preventive maintenance contract for July 1, 2010 — June 30, 2013 be awarded to
Ezzelland Electric Components, Inc. (Ezzell) and that the County Manager be
authorized to execute all necessary documents. The County received five bids of
which Ezzelland were the lowest bidder. (Attachment 14) Ezzell currently provides
preventive maintenance for the County for a portion of its generators and Public
Building has been satisfied with its performance. Public Buildings also checked
references for Ezzell and all responses were positive.
28. The Legal Department, on behalf of Public Buildings, requests that the fire alarm
inspection and monitoring contract for July 1, 2010 — June 30, 2013 be awarded to
Gill Security Systems, Inc. (Gill) and that the County Manager be authorized to

execute all necessary documents. No bids were received. Gill provided a quote after
being contacted to determine if it would be interested in providing the fire alai iii
inspection and monitoring service to the County.
29. The Legal Department, on behalf of Public Buildings, requests that the fire sprinkler
inspection contract for July 1, 2010 — June 30, 2013 be awarded to Carolina Fire
Prevention and that the County Manager be authorized to execute all necessary
documents. No bids were received. Carolina Fire Prevention previously inspected
the fire sprinkler system at the Courthouse Complex and provided a quote after being
contacted to determine if it would be interested in providing the sprinkler inspection
service to the County.
Chairman McNeill opened the floor for informal comments by the public, allowing 3 minutes for
each presentation up to 30 minutes. Hearing no comments, Chairman McNeill closed the public
comment period.
Commissioner Burgin moved to approve the appointments listed below. Commissioner Andrews
seconded the motion and it passed unanimously.

Brent Royal (nominated by Commissioner Andrews) reappointed for a term of three years
John E. Parker (nominated by Commissioner Andrews) reappointed for a term of three years
Harnett County Board of Adjustments
Donald Harrop (nominated by Commissioner Burgin) reappointed as an alternate member for a
teliu of three years.
Harnett County Board of Health
Dr. Christopher Stewart (nominated by Commissioner Andrews) reappointed for a term of three
years.
Harnett County Cemetery Board of Trustees
Jennifer S. Harrop (nominated by Chairman McNeill) was appointed to serve.
Research Triangle Regional Partnership
Steven P. Wicker (nominated by Commissioner Andrews) reappointed for a term of two years.
Sandhills Mental Health Board
Commissioner House requested the Board to accept Gerelene Goodman's resignation.
Pat Cameron (nominated by Commissioner House) was appointed to serve.
Social Services Board
David Stewart (nominated by Commissioner Andrews) reappointed for a term of three years.

Steve Ward, Interim Director for Public Utilities, presented discussion of bids and contract
awards for the East Central Water Improvements Project. Public Utilities requested to award
construction contracts in association with the East Central Water Improvements Project to
Temple Grading and Construction, Caldwell Tanks, Inc., and Wm. J. Keller & Sons in the
aggregate amount of $4,287,081. (Attachment 15) This project is being funded by $4,454,119
Drinking Water State Revolving Fund Loan. The Local Government Commission approved the
loan May 4, 2010 allowing us to award the contracts at this time.
Commissioner Burgin verified the cost of design and engineering is approximately 12 percent of
the total project cost. Commissioner Burgin moved to approve the contract awards as presented.
Commissioner Andrews seconded the motion which passed unanimously.
Mr. Ward requested award of a construction contract in the amount of $843,729 to Blackmon
Contracting, Inc from Smithfield for the installation of the wastewater force main to serve the
new Boone Trail Elementary School. (Attachment 16) The funds are budgeted in the capital
project ordinance. Mr. Ward reported the project would hopefully be complete by Christmas
2010 but they would pump and haul until then.
Commissioner Andrews moved to approve the award the construction contract to Blackmon
Contracting, Inc in the amount of $843,729. Vice Chairman Hill seconded the motion which
passed unanimously.
Mr. Carl Davis, Interim Director of Parks and Recreation requested approval to Change Order
#03 for the multi - purpose building being constructed by Player, Inc. at Barbecue Creek Park as
part of the PARTF grant improvements. The total costs for change order #3 is $4,232.62.
Commissioner Andrews moved to approve the change order as presented. Commissioner Burgin
seconded the motion which passed unanimously.
Mr. Sauer presented the following reports:

It was the consensus of the Board to cancel previously scheduled work sessions for the months of
June and July. In lieu of work sessions during those two months, all agreed to expand the June
21, 2010 and July, 19, 2010 Board meetings if needed. Commissioner Burgin announced that he
would not be able to attend the July 19, 2010 regular board meeting.
Vice Chairman Hill moved that he Board go into closed session for the purposes of (a) to discuss
certain personnel matters; (b) to accept information from and to consider and give instruction to
the legal staff concerning the handling of a claim; (c) to instruct the county staff on the position
to be taken on behalf of the county in negotiating certain leases. This motion was made pursuant
to N.C. General Statute Section 143- 318.11(a)(6) &(3) &(5). Commissioner Andrews seconded
the motion which passed unanimously.

Vice Chairman Hill moved to adjourn the meeting. The motion was seconded by Commissioner
Andrews and the meeting was adjourned at 10:36 am.

Attachment 1
GOOD HOPE MENTAL HEALTH RENOVATION
PROJECT ORDINANCE
BE IT ORDAINED by the Board of Commissioners of Harnett County, North Carolina, sitting as the
governing board for Harnett County.
Section 1. This project will consist of the renovation of the Good Hope Hospital into a 16 bed
mental health facility. The County will upfront the design and planning study of the
facility. This study will produce the documents and plans necessary to bid the project
and it is anticipated that these funds will be reimbursed once grant funding is secured.
Section 2. This portion of the project will be funded with local funds.
Section 3. The following amounts are hereby appropriated for this project:
Architectural/Technical
$ 180,000
Section 4. The following revenues are anticipated to be available to complete this project:
Interfund Transfer — General Fund $ 180,000
Section 5. The Finance Officer is hereby directed to maintain within the Good Hope Mental Health
Renovation Project, sufficient specific detailed accounting records.
Section 6. Funds may be advanced from the General Fund for the purpose of making payments as
due.
Section 7. The Finance Officer is directed to report, on a quarterly basis, on the financial status of
each project element in Section 3.
Section 8. The Budget Officer is directed to include a detailed analysis of past and future costs and
revenues on this capital project in every budget submission made to this Board.
Section 9. Copies of this capital project ordinance shall be furnished to the Clerk to the Governing
Board, and to the Budget Officer and the Finance Officer for direction in carrying out this
project.

A RESOLUTION TO CANCEL THE
JULY 6, 2010 REGULAR MORNING MEETING OF THE
HARNETT COUNTY BOARD OF COMMISSIONERS
THAT WHEREAS, the Harnett County Board of Commissioners adopted on September
19, 1994 certain Rules of Procedure by which the Board would conduct its meetings; and
WHEREAS, Rule 6 of the Rules of Procedure concerning "Regular and Special
Meetings" states that the Board may cancel the place or time of a particular regular meeting by
resolution: that the Board has determined that it will not meet at its regular scheduled morning
meeting on Tuesday, July 6, 2010.
NOW, THEREFOR, BE IT RESOLVED, by the Board of Commissioners of Harnett
County that its regular meeting schedule for Tuesday, July 6, 2010 at 9:00 a.m. is hereby
canceled; that this Resolution shall be filed with the Clerk to the Board, posed at the regular
meeting place and forwarded to all parties on the County's Sunshine List.
Adopted by the Harnett County Board of Commissioners in regular session, this 7th day
