HomeMy WebLinkAbout080309wHARNETT COUNTY BOARD OF COMMISSIONERS Minutes of Work Session August 3, 2009 The Harnett County Board of Commissioners met in special session on Monday, August 3, 2009, in the Commissioners Meeting Room, County Administration Building, 102 East Front Street, Lillington, North Carolina. Members present: Staff present: Timothy B. McNeill, Chairman Beatrice B. Hill, Vice - Chairman Dan B. Andrews, Commissioner Gary House, Commissioner Jim Burgin, Commissioner Scott Sauer, County Manager Wm. A. (Tony) Wilder, Assistant County Manager Dwight W. Snow, County Attorney Sylvia Blinson, Finance Officer Gina Daniel, Acting Clerk Chairman Timothy B. McNeill reconvened the Board of Commissioner's meeting at 2:45 pm. Ms. Sylvia Blinson distributed balance sheets for 110 General Fund, 580 Solid Waste Management and 531 Public Utilities. There was much discussion and clarification regarding the funds and proposed budget. Commissioners mentioned the possibility of privatizing ambulance services in the future. They discussed the state of collections for the County and the possibility of setting up group to collect money owed. Commissioner Burgin stimulated discussion regarding the requested additional attorney and engineer versus contracting out for help. Commissioner Burgin believes the county should cut the budget allotment to the Harnett Forward Together Committee (HFTC) this year as they currently show a $1.3 million balance in the bank. Commissioner Burgin requested a report of HFTC's cash and expenditures and suggested they sell some of their land. Chairman McNeill motioned for staff to develop a budget ordinance with a $.725 percent tax rate to bring back to the board on Tuesday, August 11th. Commissioner Andrews seconded the motion which passed 3 to 2. The Board recessed until on Tuesday, August 11, 2009. imothy C McNeill, Chairman el, Acting Clerk
