Minutes of Regular Meeting
October 1, 2001
The Harnett County Board of Commissioners met in regular session on Monday,
October 1, 2001, in the Commissioners Meeting Room, County Administration
Building, 102 East Front Street, Lillington, North Carolina.

Vice Chairman Hill called the meeting to order at 9:00 a.m. and Commissioner
McNeill led the pledge of allegiance and prayer.
Commissioner Andrews moved to approve the agenda as published with two additions
to the consent agenda: budget amendments and resolution recognizing Gen. Shelton.
Commissioner McNeill seconded the motion and it passed unanimously.
Upon motion by Commissioner McNeill and seconded by Commissioner Titchener,

PUBLIC HEARING 7. Public hearing scheduled for 7:00 p.m., October 15, 2001 to permit the Board to

LEASE of PARKING 8. Lease agreement with Edgar R. Bain for parking area near the Courthouse at the
SPACES corner of Front Street and Main Street. The rent of 20 paved parking spaces is
$245.00 a month for a period of 12 months beginning July 2001 and ending on
June 30, 2002.
GEN . HUGH 9. Resolution recognizing General Hugh Shelton (Attachment 4)

In the informal comments period, Ester Terry, Dunn, asked the Board to reconsider the
offer to her family for property located near the airport.
Vice Chairman Hill read and presented a resolution from the Board to Mr. Leonard

Jackson Hatton, General Manager, Charter Communications, presented an update on

cablevision service in Harnett County.
UPDATE
SW W & S DIST.
Vice Chairman Hill called to order a meeting of the Board sitting in its capacity as the
PUBLIC HEARING
governing body of Southwest Water and Sewer District of Harnett County for the
purpose of a public hearing. Steve Ward, Assistant Director, Public Utilities, stated
that the hearing will address the proposed state clean water bond loan of $1,000,000
for the Southwest Regional Transmission Phase III capital project. The project
consists of the continuation of a twenty -inch water interconnection with Moore
�qqC)
County. The purpose of the public hearing is to obtain comments from anyone
wishing to express their views regarding the matter. Vice Chairman Hill opened the
meeting for public comments. No comments were offered. Vice Chairman Hill
closed the public hearing and adjourned the Southwest Water and Sewer District
portion of the meeting.
Vice Chairman Hill called the regular meeting back to order and called on Neil
Emory, County Manager for reports. Departmental reports were filed with the Board
• from the Health Department, Animal Control, General Services, Emergency Medical
Service, and the Sheriff's Department. Mr. Emory reported that the methane gas
extraction project at the Dunn -Erwin Landfill is under construction.
There being no further business, Commissioner McNeill moved for adjournment.
Commissioner Andrews seconded the motion and it passed unanimously. The Harnett
County Board of Commissioners regular meeting, October 1, 2001 duly adjourned at
9:30 a.m.

RESOLUTION
General Henry "Hugh" Shelton
WHEREAS, General Henry "Hugh" Shelton has over the past thirty eight years of
military service distinguished himself as a national leader and as a friend of Harnett County
during his service at Fort Bragg; and
WHEREAS, during his career General Shelton served his nation in a variety of capacities
including Chairman of the Joint Chiefs, Commanding General of the XVIII Airborne Corps and
Fort Bragg, and Commander of the 82rid Airborne Division at Fort Bragg; and
WHEREAS, during his service at Fort Bragg, General Shelton helped build a strong
relationship between Harnett County and the U. S. Army which carries over to today and
continues to benefit the citizens of our County on a daily basis; and
WHEREAS, during his service as Chairman of the Joint Chiefs, General Shelton
displayed exemplary leadership in insuring the readiness of our fighting men and women.
NOW, THEREFORE, BE IT RESOLVED that the Harnett County Board of
Commissioners does hereby recognize and honor General Henry "Hugh" Shelton for his service
to our nation and for his friendship with the people of Harnett County.
Duly adopted this 1st day of October, 2001.
