Byrd, Chairman Beatrice Bailey Hill, Vice Chairman Dan B. Andrews Walt Titchener Tim McNeill Staff present: Neil Emory, County Manager Staff present for Saturday only: Wm. A. Wilder, Assistant County Manager Kay S. Blanchard, Clerk to the Board Rodney Tart, Public Utilities Director Steve Ward, Assistant Public Utilities Director Jerry Hartgrove, Economic Development Director Wayne Raynor, Health Director George Jackson, Planning Director Lori Tomaszewski, Chief Planner Paula Stewart, MIS Director Gary Pope, Emergency Management Director Charles Barefoot, Emergency Medical Service Director • Guests attending Saturday: Bob Leak, Leak -Goforth Company, professional economic development consulting firm Johnson Tilghman, Chairman, Economic Development Commission Dr. Marvin Joyner, President, Central Carolina Community College Hiram Marziano, Marziano & Minier Engineers Chairman Byrd called the meeting to order Saturday at 9 a.m. and Commissioner Andrews led the invocation. Primary focus of the retreat was economic development. A presentation by Bob Leak, professional consultant, addressed Harnett County's strengths and weaknesses from an economic development perspective. Mr. Leak made marketing recommendations as well as suggested possible industrial park locations in -the County. Jerry Hartgrove, Economic Development Director, Johnson Tilghman, Chairman, Economic Development Board and Dr. Marvin Joyner, President, Central Carolina Community College, provided comments in addition to Mr. Leak's presentation. Other presentations and discussions noted how various organizations relate and can • assist in recruiting and supporting economic development in the County. Rodney Tart, Public Utilities Director, Steve Ward, Assistant Public Utilities Director, and Hiram Marziano, Engineer, gave an overview of current and proposed Public Utilities projects including Regional Sewer Facility, Wake County Water Transmission, and others. Wayne Raynor, Health Director, reviewed a draft Intensive Livestock Operation Ordinance with the Board. George Jackson, Planning Director, and Lori Tomaszewski, Chief Planner, discussed land use and reviewed proposed Zoning Ordinance amendments and proposed Subdivision Regulations amendments. Paula Stewart, MIS (Management Information Systems) Director, discussed how technology can work to recruit economic development. Gary Pope, Emergency Management Director, discussed emergency communications • in the County. Charles Barefoot, Emergency Medical Service Director, discussed current transport charges and proposals for fee increases. Following presentations, the Board discussed county goals for the upcoming year. The Harnett County Board of Commissioners Retreat, duly adjourned at noon on Sunday, January 28, 2001. Kay S.
