Front Street, Lillington, NC 27546 Phone: (910) 893-7525 Fax: (910) 893-2793 Development Name: WEST LANDING@THE SUMMIT FORMERLY THE SUMMIT PHASE 4 Development Type:  Date: MARCH 13, 2013 The above referenced application  SHORT TERM CONDITIONS, COMMENTS, OR JUSTIFICATIONS The following conditions are to be rectified prior to obtaining DRB signature and are subject to change during the course of the meeting. : : The hydrant locations on the preliminary plans submitted in 2010 differ than actual field placement. The inter-hydrant distance from Boulder Drive/Cooper Loop to Cooper Loop/Timberline Drive is in excess of 1,200 feet. And additional hydrant shall be installed to comply with the ordinance.  : : VICINITY MAP: Tingen Rd should be Tingen Rd SR1120 should be SR1117  : : We do not have an approved preliminary for this project Lot 176 has to have the full lot frontage paved at full width and be shown to met minimum lot frontage Take off lot numbers for 177 & 183 and label as “Non Buildable Open Space” Show existing/proposed utilities Note that street lights are spaced no more than 300’ apart and that fire hydrants are spaced no more than 500’ apart Install street lights Remove “Planning Director” signature block Note # of total lots Add “utility access” after Public St on all roads Plat needs a storm water statement Note where the homeowners documents are recorded at with book and page  : : Final cost statement must be provided and include water main diameter and lengths installed. Final inspection by HCDPU and EOR must be completed and accepted by HCDPU. NCDENR PWS final approval must be issued. Utility must be included in the ROW discription. Water mains and associated valves, etc. must be included on the final plat. Final asbuilts including water service locations must be submitted to HCDPU.   : : Final cost statement must be provided and include water main diameter and lengths installed. Final inspection by HCDPU and EOR must be completed and accepted by HCDPU. NCDENR PWS final approval must be issued. Utility must be included in the ROW discription. Final asbuilts including water service locations must be submitted to HCDPU.  : : Provide final soils report for proposed lots  Engineering (910)893-7555 : Submit as-built drawings for stormwater. Electronic pdf is preferred. The open channel between Copper Loop and Boulder Drive does not appear to be constructed according to plan. Provide as-built of channel. Show that the inlet top is at correct elevation. Confirm drainage easement meets requirement of UDO with respect to width. Submit infiltration basin certification demonstrating that basin was constructed in accordance with original plans and confirm 100-yr discharge.   LONG RANGE CONDITIONS The following conditions must be satisfied Must meet all requirements set forth by NC DENR. The developer and the utility contractor must jointly provide HCDPU a one (1) year warranty on the water system improvements that will serve the lots in the Summit subdivison. The one (1) year warranty period shall begin once the final approval letter has been issued by the North Carolina Department of Environment and Natural Resources, Division of Environmental Health - Public Water Supply Section (NCDENR,DEH-PWSS).  : Ensure all State & Federal permits have been obtained before construction.  :   :   :     Development Review Board Chairman   A FINAL copy, consisting of any corrections, etc., will be sent after the meeting. Upon resubmittal, additional comments/ corrections may be required. **Please remember all applicable fee’s** If APPROVED, your signed plat/plan may be picked up at the Planning Department or will be mailed to you within two (2) business days. If APPROVED WITH CONDITIONS, you must submit 5 copies of the plat/plan to the Planning Department showing that all items listed under Short Term Conditions have been rectified. Please be aware that review will not be done while you wait, as all DRB members will have to review the plat/plan for compliance. If HELD, you must submit 5 copies of the plat/plan showing that all items listed under Short Term Conditions have been rectified. To attend the next DRB meeting, revised plat/plans must be submitted by noon on Wednesday following the meeting the application was put on hold. If DENIED, you may appeal the Board’s Decision to the Harnett County Planning Board within 30 days or meet with Planning Staff to discuss other potential options.
