Minutes of Regular Meeting
January 16, 2001
The Harnett County Board of Commissioners met in regular session on Monday,
January 16, 2001, in the County Administration Building, 102 East Front Street,
• Lillington, North Carolina.

Chairman Byrd called the meeting to order at 7 p.m. and Commissioner Titchener led
the pledge of allegiance and prayer.
Commissioner Byrd moved to approve the agenda as published. Commissioner
McNeill seconded the motion and it passed unanimously.
Upon motion by Commissioner McNeill and seconded by Commissioner Andrews, the
Board unanimously approved the following items on the consent agenda:

Latasha Colander -Richardson
Coop. Ext. position6. Family Program Assistant position (salary grade 54) in Cooperative Extension:
full time position with benefits to perform duties outlined in the Teens as Parents
program grant awarded to Cooperative Extension in 1998. The program is in
partnership with Duke Endowment through Betsy Johnson Memorial Hospital. The
new position is grant funded and is contingent upon availability of funds.
7. Authorization for Cooperative Extension to submit an application to the Harnett
Cooperative Ext. County Partnership for Children for an Outdoor Learning Environments grant in the
application - grant amount of $137,000.00.
• Library - grants 8. Authorization for the Library to accept a North Carolina Humanities Center grant in
the amount of $1,000.00 to be used to pay the stipends of five scholars for the
reading and discussion program to be held in January -March, 2001.
Authorization for the Library to accept $3,234.45 from the State ITS (telephone
service provider) to pay for the wireless antenna that is not covered by the Gates
grant.
Video of Olympics A video was shown of the Olympic women's 4x400 relay in Sydney, Australia in which
Latasha Colander -Richardson ran in the anchor position, winning a Gold Medal for the
United States. Ms. Richardson provided comments as the video played. She and her
husband currently live in Angier. Chairman Byrd presented a resolution from the
County to Ms. Richardson.
Jeff Will, 824 Maynard Lake Road, expressed concerns with amount charged by Public
Utilities to have water turned on.
Appointments Commissioner Titchener nominated Marilyn Brewer to the Dangerous Dog Committee.
Commissioner McNeill moved to close the nominations and appoint Dr. Brewer.
Commissioner Andrews seconded the motion and it passed unanimously. Dr. Brewer is
appointed for a 3-year term which will expire 1/3/04.
• Chairman Byrd stated that the Board of Health has three vacancies.
Commissioner McNeill nominated Lester D. Chalmers. Commissioner Andrews
nominated Rosa Maria Matthews and Pat McKee. Commissioner Titchener moved to
close the nominations and appoint these three nominees. Commissioner Hill seconded
the motion and it passed unanimously. Mr. Chalmers and Ms. Matthews are appointed
for 3-year terms to expire 12/31/03. Ms. McKee will fill an unexpired term that ends
12/31/01.
Commissioner Titchener nominated Joe Tart to the Airport Committee. Chairman Byrd
nominated Carolyn Neighbors Hawley to the Nursing Home Community Advisory
Committee. Commissioner McNeill moved to close the nominations and appoint both
nominees. Commissioner Andrews seconded the vote and it passed unanimously. Mr.
Tart's 3-year term on -the Airport Committee will expire 12/31/03. Ms. Hawley's
1-year term on the Nursing Home Community Advisory Committee will expire 1 /31 /02.
Tour of Nursing Commissioner Hill presented a report on a tour of local nursing homes. She encouraged
Homes Report everyone to be more concerned and to show an interest in how the homes are
maintained and operated. She suggested that citizens express any concerns to our local
legislators. A goal of the Board of Commissioners is to visit all nursing homes and rest
homes in Harnett County this year.
•Holly Springs Neil Emory, County Manager, presented for the Board's consideration a proposed water
Water Purchase purchase contract with the Town of Holly Springs. Commissioner McNeill moved to
Contract approve the water purchase contract contingent on review and approval by the Public
Utilities attorney. Commissioner Andrews seconded the motion and it passed
unanimously.
Public hearing Chairman Byrd called to order a public hearing on a zoning change request for Danny
Danny Watkins Watkins. Lori Tomaszewski, Chief Planner, presented the zoning change request for
Zoning Chg. req. Danny Watkins, SR 1546-Langdon Rd., from RA-40 Zoning District to RA-30 Zoning
District, Grove Township, 10.0 acres. The Planning Board recommended approval.
Chairman Byrd opened the meeting for public comments. No comments were offered
and Chairman Byrd closed the public hearing. Commissioner McNeill moved to
approve the zoning change request. Commissioner Hill seconded the motion and it
passed unanimously.

Chairman Byrd called to order a public hearing on a zoning change request for Connie
Connie Mack Johnson Zoning Mack Johnson. Lori Tomaszewski, Chief Planner, presented the zoning change request
Change Request for Connie Mack Johnson, SR 1006-Old Stage Rd., & Hwy. 27, from RA-30 Zoning
District to Commercial Zoning District, Grove Township, 9.37 acres. The Planning
Board recommended approval. Chairman Byrd opened the meeting for public
comments. Comments were presented by the citizens listed below.
1. Lynn Buzzard, 1516 Keith Hill Rd., spoke against changing the zoning. Mr.
Buzzard owns residential property adjacent to this tract. Mr. Buzzard •
contended that the general area was exclusively a residential community and
that changing the 9.37 acre tract to commercial would in effect be spot
zoning. Mr. Buzzard stated that he had heard that Mr. Johnson planned to
put a mini storage warehouse facility on this property and he felt that such a
use would detract from the residential area and would in fact invite a domino
effect for commercialization of other properties in this residential
community. Mr. Buzzard also stated that he felt that a change of zoning for
this area would be contrary to the comprehensive plan since the
Commissioners had obviously zoned the entire area as RA-30.
2. Don Bennett, 1818 Hwy. 27 East, adjacent landowner, asked general
questions regarding the proposed change in that he did not know what Mr.
Johnson planned to use the property for. Mr. Bennett stated that he would be
opposed to a variety or a convenience store being placed on this tract and he
was advised by the Board that a re -zoning to the commercial classification
could include such commercial use. Mr. Bennett went on to state that the
intersection in the vicinity of this property location was already a dangerous
intersection and he felt that commercial use in the area would only increase
traffic and make a bad situation worse.
3. Connie Mack Johnson, applicant, stated that he felt the re -zoning request
was good for the county in that re -zoning to commercial would help increase •
the tax base for the County. In answer to Mr. Bennett's questions, Mr.
Johnson stated that it was his plan to put a mini storage building facility on
this property. He went on to state that due to the lay of the land and the
CP&L right-of-way that he felt that the only good use for this property
would be for commercial purposes. He further stated that he had been
working on this project for almost a year, that he felt this project was best for
the community, and that it would back off of the road frontage and would
not be a bad appearance for the residential area.
There being no further comments, Chairman Byrd closed the public hearing.
Commissioner McNeill questioned whether the Planning Board or the Planning
Department was considering adding certain uses to residential zoned areas such as for
mini storage buildings. He further stated that there has been discussion of this in the
past and there are not enough commercial zoned areas in Harnett County for such
facilities. Mr. McNeill had spoken about this at past meetings wanting this change,
especially for his district area. Lori Tomaszewski responded that the Planning
Department and Planning Board were investigating the possibility of adding mini
storage building facilities as a conditional use for zoned areas such as RA-30. Several
Board members commented that they felt the Planning Department and Planning Board
should proceed as soon as possible with a study and a possible recommendation to the
Board of Commissioners concerning a modification in the zoning ordinance text that
would allow mini storage buildings as a conditional use for residential zoned area such •
as RA-30.
County Attorney Dwight Snow stated to the Board that if any action was taken on the
zoning change request by Mr. Johnson that the Board should consider the four criteria
which would need to be met regarding spot zoning before approving the zoning change
request. These are the same criteria which had been previously given to the Board by
the Planning Department. After further discussion, Commissioner Titchener moved that
no action be taken at this time and that the matter be sent back to the Planning Board for
further study and consideration in light of any recommendation which would add the
mini storage building facility as a conditional use in certain residential zoned areas.
Commissioner Hill seconded the motion and it passed unanimously.

FY 2002-2004 Wm. A. (Tony) Wilder, Assistant County Manager, presented the proposed
Airport TIP Transportation Improvement Program for FY 2002-2004 for the Airport.
Commissioner Titchener moved to authorize submittal of the TIP to the State to be
considered for funding. Commissioner McNeill seconded the motion and it passed
unanimously.
Request to add Neil Emory, County Manager, presented a request from residents of Whiffen Road for
Whf f en Road to assistance to have the road added to the state system. Commissioner McNeill moved
State System for the staff to contact the Department of Transportation regarding the status of Whiffen
• Road in relation to the state system. Commissioner Andrews seconded the motion and
it passed unanimously.
Departmental reports were filed with the Board from General Services, Veterans
Affairs, Fire Marshal and Emergency Management, Emergency Medical Service, and
the Sheriff's Department.
DSS Authorized to Neil Emory, County Manager, presented a request from the Department of Social
Accept Gift of Services for authorization to accept a gift of a washing machine for the children's
Washing Machine services program. Commissioner Titchener moved to approve the request.
Commissioner seconded the motion and it passed unanimously.
Rails to Trails Mr. Emory reported that a grant in the amount of $5,000 from the North Carolina
Division of Parks & Recreation has been awarded for the Rails to Trails project.
Town of Erwin Mr. Emory noted that the Town of Erwin has requested that the County waive the
Request to have landfill tipping fee for an Erwin resident for the disposal of debris from a burned house.
Landfill Tipping The Board instructed the County Manager to notify the town that the County is willing
Fee Waived to waive one-half of the tipping fees if the Town of Erwin is willing to use a portion of
its existing solid waste credit to off -set the remaining balance.

Commissioner Titchener moved that the Board go into closed session for the following
purpose:
To consider and discuss a personnel matter.
This motion is made pursuant to N.C. Gen. Statute Section 143-318.11(a)(6).
Commissioner Hill seconded the motion and it passed unanimously.
Commissioner McNeill moved for the Board to come out of closed session.
Commissioner Hill seconded the motion and it passed unanimously.
There being no further business, Commissioner McNeill moved for adjournment.

County Board of Commissioners regular meeting January 16, 2001, duly adjourned at

RESOLUTION
Whereas, The Daily Record has served the communities of Harnett County for
over fifty years; and
Whereas, a community newspaper plays an important part in insuring that there
exists an informed citizenry; and
Whereas, this service takes the form of public information as well as the
responsibility of reporting on the issues of the day in communities; and
Whereas, The Daily Record has long served our County with distinction in this
regard.
Now, Therefore, Be It Resolved that the Harnett County Board of Commissioners
does hereby recognize and congratulate The Daily Record on this its fiftieth anniversary
and does hereby extend its thanks and appreciation to Mr. Hoover Adams and his family
for their commitment and service to our County over the past half century.
Duly adopted this 16th day of January, 2001.

Whereas, the Olympic Games serve as the ultimate athletic competition and
brings together the greatest athletes from around the world; and
Whereas, to excel at the Games is the ultimate in athletic achievement; and
Whereas, Harnett County resident Latasha Colander -Richardson participated in
the recent Games in Sydney, Australia; and
Whereas, she won a Gold Medal as a member of the United States 4X400 Relay
Team.
Now, Therefore, the Harnett County Board of Commissioners does hereby
recognize and congratulate Ms. Richardson for her accomplishment and does hereby
commend and honor her for the manner in which she represented our Nation and our
County during the Olympic Games.
Duly adopted this 16`h day of January, 2001.
