SHORT TERM CONDITIONS, COMMENTS, OR JUSTIFICATIONS The following conditions are to be rectified prior to obtaining DRB signature and are subject to change during the course of the meeting. Fire Marshal (910)893-7580: Hold: • Distance between hydrants is over 1,000 feet. The statement must include pre-development and post development discharges for the 10 year and 25 tear storms. Included with this submittal, one copy for Amanda to review. Included with this submittal, one copy for Amanda to review. 2. Drainage areas for the downstream drainage structures, Included with this submittal, one copy for Amanda to review. Identify the point at which the drainage area of the development becomes less than 10% of the total watershed. Included with this submittal, one copy for Amanda to review. All negative impacts of existing improvements and development shall be identified, if there are no negative impacts, the analysis shall specifically state and demonstrate that there are no adverse impacts in the increase in site runoff. Included with this submittal, one copy for Amanda to review. All Long Range issues will be addressed in the Construction Plan Submittal. Respons-FinalFoxRunPhase4DecisionPacket 11/5/2012 3 LONG RANGE CONDITIONS The following conditions must be satisfied • Must meet all requirements set forth by NC DENR. Contact at (910)433-3300. Public Utilities (910)893-7575: • The proposed water lines that will serve the Fox Run Phase 4 subdivision must be permitted with NCDENR, installed, inspected, tested and approved by Harnett County Department of Public Utilities (HCDPU) and NCDENR before the developer can record the final plat. • Sheet 4 of the proposed preliminary plat/plan depicts a proposed fire hydrant at the corner between Lot # 38 and Lot # 40. That fire hydrant was installed with Phase 3. • An additional fire hydrant was noted to be installed in the undeveloped section of Fox Run subdivision. There is no water service approved beyond Lot # 38. The developer appears to have previously installed some water lines in Phase 4 when Phase 3 was developed nearly 10 years ago. The water main and associated fire hydrant must be permitted with NCDENR, inspected, tested and certified before the final plat can be approved for Phase 4. If the water main and appurtenances cannot past inspection and testing then it must be removed and replaced with materials that are satisfactory to meet HCDPU current standards and specifications. • The final plat and the As-Built Record Drawings must match each other. The As-Built Record Drawings and PE certifications must be submitted to HCDPU for review before the final plat can be recorded. • The Developer must provide HCDPU a Cost Statement indicating the cost to install the water lines (materials and labor) that will serve the lots in Rangers Cove subdivision. • The developer and the utility contractor must provide HCDPU with a one (1) year warranty on the water and sanitary sewer system improvements installed to serve the lots in the Fox Run Phase 4 subdivision. For the construction phase drawings, the following must be submitted: :Engineering • A copy of the erosion control plan submitted to the appropriate authority, if such a plan is required, • Erosion control measures and details • Detailed topographic information. A minimum 2 foot contours is required. Vertical datum provided. • Storm sewer profiles or design tables indicating the top of structure, invert elevations, and pipe slope. • All proposed stormwater management facilities. • Construction details for improvements. • Drainage easements • Utility easements : Respons-FinalFoxRunPhase4DecisionPacket 11/5/2012 4 : Development Review Board Chairman A FINAL copy, consisting of any corrections, etc., will be sent after the meeting. Upon resubmittal, additional comments/ corrections may be required. **Please remember all applicable fee’s** • If APPROVED, your signed plat/plan may be picked up at the Planning Department or will be mailed to you within two (2) business days. • If APPROVED WITH CONDITIONS, you must submit 5 copies of the plat/plan to the Planning Department showing that all items listed under Short Term Conditions have been rectified. Please be aware that review will not be done while you wait, as all DRB members will have to review the plat/plan for compliance. • If HELD, you must submit 5 copies of the plat/plan showing that all items listed under Short Term Conditions have been rectified. To attend the next DRB meeting, revised plat/plans must be submitted by noon on Wednesday following the meeting the application was put on hold. • If DENIED, you may appeal the Board’s Decision to the Harnett County Planning Board within 30 days or meet with Planning Staff to discuss other potential options.
