OR JUSTIFICATIONS
The following conditions are to be rectified prior to obtaining DRB signature and are subject to change during the course of the meeting.

Denote "Fire Lane"
signs and markings on plans for the 26' access and turn around areas
After several discussions, recommend using a permanent pavement system on the turn-around
Install additional hydrant
on North side of tower adjacent to turn around
Submit construction progress timeline on different phases of project (to ensure all areas are to be adequately protected)

A hydraulic analysis/report
must be submitted to HCDPU demonstrating the water demand and availably. While current pressure and flow in the area are above the minimum State requirements, recent fire flow reports
indicate that minimum pressure and flow is not met due to the elevation of the structure and additional measure must be taken to insure that the requirements are met. The additional
corrective measures must be included on the report.
-HCDPU Utility Notes must be included on the site plan and construction drawings.
-HCDPU water and sewer details must be included
on the construction drawings.
-A gate valve should be shown at the tie in point of the proposed water main.
-A gate valve and blow off assembly must be shown at the end of the proposed
water main.
-The proposed meter vault should be adjacent to the concrete sidewalk and proposed parking lot.
-Site plans and Construction plans must not that all existing utilities must
be brought to grade and repaired if damaged during site construction.
-The proposed sanitary sewer as it is shown would be considered private.
-The proposed public utilities must have
a recorded easements plat and easement agreement executed between HCDPU and Campbell University prior to system approval.
-Utility Construction drawings must be submitted to HCDPU for
review and approval prior to permitting with NCDENR.
-Material submittals for the utilities must be approved by the EOR and HCDPU prior to construction.

The proposed water and sewer improvements for Stone Cross must be designed by a P.E., approved by HCDPU and permitted
by NCDENR before any construction may begin on the utility improvements that will serve these phases.
The proposed easements for the sanitary sewer lines that will be installed outside
the proposed street right-of-ways must be recorded with each final plat for the phases that they serve. These utility easements must be reviewed and approved by HCDPU Right-of-Way Agent
and the Harnett County Legal Department prior to recording the final plats.
The proposed water and sewer improvements for this project must be constructed in accordance Harnett County
Standard Specifications and Details. Once the proposed water and sewer improvements for this project have been designed, permitted, constructed and inspected in accordance with the
approval process, the developer and the utility contractor must jointly provide HCDPU a one (1) year warranty on all water and sewer improvements installed to serve these lots.

A FINAL copy, consisting of any corrections, etc., will be sent after
the meeting.
Upon resubmittal, additional comments/ corrections may be required.
**Please remember all applicable fee’s**
If APPROVED, your signed plat/plan may be picked up at the
Planning Department or will be mailed to you within two (2) business days.
If APPROVED WITH CONDITIONS, you must submit 5 copies of the plat/plan to the Planning Department showing that
all items listed under Short Term Conditions have been rectified. Please be aware that review will not be done while you wait, as all DRB members will have to review the plat/plan for
compliance.
If HELD, you must submit 5 copies of the plat/plan showing that all items listed under Short Term Conditions have been rectified. To attend the next DRB meeting, revised
plat/plans must be submitted by noon on Wednesday following the meeting the application was put on hold.
If DENIED, you may appeal the Board’s Decision to the Harnett County Planning
Board within 30 days or meet with Planning Staff to discuss other potential options.
