Withers & Ravenel provides the following responses to second round submittal comments:
Fire Marshall
• The proposed hydrant needs to be relocated as to provide access to within 400' of the
farthest portion of the building along an approved apparatus access route.
The fire hydrant has been re- located interior to the site.
Planning Department
• Subdivide property
• Update PIN & DB info when new plat is recorded
• Remove pg 2 zoning table
• Add township to cover page (Barbecue)
Township added to Cover Page.
• Add note that states "This development is within the five mile Military Corridor Overlay Zone,
and may be subject to military training activities."

• Add note that states "Buffalo Lake Rd is on Harnett County's Thoroughfare Plan ".

• Note who will be responsible for maintenance of the parking areas, drive aisles, landscape
buffering, BMP.

• Parking areas with 30 or more spaces shall be separated from the building by a 5' landscaped
strip or perimeter planter boxes.
There are no parking areas adjacent to the building with more than 30 spaces.
• All parking spaces shall be w /in 50' of a tree trunk.
We have eliminated one parking space and incorporated a landscape island and one tree to address
this comment.
• Show easement for BMP; this easement should be on recorded plat that separates this lot.
The BMP Easement is now shown. This easement will be recorded by others as it is off of Lot 5.
• Exterior wall mounted lighting shall comply with Article VII, Sect 7.0, pg 163 of the UDO.
We have included a Lighting Plan with this submittal.

All mechanical areas located on, beside, or adjacent to any building or developments shall be
screened from the views of streets and adjacent property.
• Any parking spaces over the allowed 110% threshold shall be impervious pavers.
We have incorporated 12 pervious parking spaces to the plan.
• List days & hours of operation.
Added to the Site Plan.
• Is an NCDOT driveway permit required? If so, certification from NCDOT that all driveway
permits have received approval should be submitted.
We have contacted NCDOT a couple of times asking about this and have gotten no reply. We do not
believe that one is required. We have included a three party encroachment for the utility taps within
the NCDOT right of way.
• FYI the sign(s) require another permit & review; wall sign dimensions are a 1:1 ratio ... the
total sq ft of sign shall not exceed the linear ft of the wall it is to be mounted on, ground signs
should have a max sign area no greater than 150 sq ft, max sign height = 15', if on poles all

poles/ support shall be encased w/ a min width if % the width of the sign, installed at least

Public Utilities
Capacity Fees must be paid before HCDPU will activate services.
• The water and sewer usage calculations should follow NCDENR DWQ 2T Rules NCDENR PWS
15A 18C Rules. These usages should be added to the site plan.

• Note should be added to the site plan for a licensed utility contractor to install the services
for water and sewer.

• "Notes Keyed to plan" A and C should be switched considering the plan callouts.
Key notes have been switched to correspond to the plan.
• "Utility notes" Note 4 should be revised to plastic meter boxes with cast iron lids. Note 5
should be revised so that the sewer service installed in the right of way material in Schedule
40 PVC.

• Romac Stainless Steel tapping sleeve and valve must be added to the fire hydrant installation
labels.

• The existing sanitary sewer easements cannot be encroached on with parking lot.

We understand that the County will not be responsible for damage to the parking lot should
maintenance be required of the sewer line in the easement.
• Water and sewer crossings must have minimum separations called out. 24inches is minimum
separation according to HCDPU Specifications.
We have indicated this on the plans.
• A NCDOT three party encroachment agreement must be obtained to install utilities within
NCDOT right of way.
The three party encroachment is included with this submittal.
• The back water valve on the sewer service must be installed after the cleanout at the right of
way line.
The backwater valve has been relocated.
• HCDPU utility notes must be included on the site plan.
We have added the HCDPU notes.
• NC -one Call must be added to the site plan cover sheet.
Dial 811 logo is on the Cover sheet.
• The sanitary sewer service cleanout must be installed at the easement line for the existing
system.
We have added a cleanout at the easement line.
• The service material on the public side should be SDR 35 PVC.
The plans now indicate SDR 35 inside the easement.
• Water and sewer daily usages must be included on the plan.
Usages have been added to the Utility Plan.

• HCDPU maintenance ends at the easement line and do not continue on the private property.
• Water and sewer capacity fees must be paid prior to services being activated on the
property.

• HCDPU approved backflow prevention devices must be labeled on the water service lines.
The backflow device is labeled.
• Utility construction plans must be submitted to HCDPU for review and approval.

• Submittals of material must be submitted to HCDPU prior to construction approval.
A note stating this has been added to the Utility Plan.
• HCDPU details must be included in the site plan.
We have revised the details to include Harnett County details.
Environmental Health
• Provide stormwater narrative and stormwater permit package to submittal to the state.
A narrative prepared by Chandler Engineering is included with this submittal.
• Per our predevelopment conference, stormwater infiltration basin shall accommodate the
100 -year storm.

Public Utilities
• The developer and the utility contractor must jointly provide HCDPU a one (1) year warranty
on all water and sewer improvements installed to serve these lots.
