Minutes of Regular Meeting
November 6, 2000
The Harnett County Board of Commissioners met in regular session on Monday,
November 6, 2000, in the County Administration Building, 102 East Front Street,
Lillington, North Carolina.
Members present: Beatrice Bailey Hill, Vice Chairman
Joseph T. Bowden
Teddy J. Byrd
Walt Titchener
Chairman Dan B. Andrews was absent.
Staff present: Neil Emory, County Manager

Vice Chairman Hill called the meeting to order at 9 a.m. and Commissioner Byrd led
the pledge of allegiance and prayer.
Commissioner Titchener moved to approve the agenda as published. Commissioner
Byrd seconded the motion and it passed unanimously.
Upon motion by Commissioner Titchener and seconded by Commissioner Bowden,
the Board unanimously approved the following items on the consent agenda:

Informal comments were presented by Wilton Lee, 132 Rosebud Street, Spring Lake,
who voiced concerns regarding the need for cleanup of a house and lot in his
neighborhood.
Habitat House Commissioner Hill reported that the 7t' house has been dedicated by Harnett County
Habitat for Humanity.
Appointments Commissioner Bowden moved for the appointments listed below. Commissioner
Titchener seconded the motion and it passed unanimously.
Southeastern Economic Development Commission
Dan B. Andrews reappointed for a 4-year term to expire 12/01/04
Harnett County One -On -One Advisory Board
Members appointed for a 1-year term to expire 11 /30/01

FY 1999-2000 Eddie Burke, CPA, Cherry, Bekaert & Holland, LLP, presented the Harnett County
Audit FY 1999-2000 Audit Report.
Craig A. Marks presented a proposal for use of the Dunn -Erwin Railroad and asked
Dunn -Erwin RR the Board to rescind its support for Rails -to -Trails. Commissioner Byrd moved to
adopt a resolution requesting that the efforts of the Rails -to -Trails program to remove
the existing rails be suspended until the proposed plan to reactivate the line may be
evaluated. Commissioner Bowden seconded the motion and it passed 3 to 1 with
Commissioner Titchener casting the dissenting vote. (Attachment 5)
Neil Emory, County Manager, reported on the following matters:
1. Runway work has begun at the Airport.
2. The County has recommended to the Department of Transportation, the
replacement of Black River bridge on SR 1780.
3. County representatives met with the Agri -business Council to discuss
agriculture and the proposed Intensive Livestock Ordinance. The Health
Board will hold a public hearing November 161h on the proposed ordinance.

Closed Sess. Commissioner Bowden moved that the Board go into closed session for the following
purposes:
1) To discuss maters relating to the location or expansion of industries
or other businesses in Harnett County; and
2) To consider and give instructions to the County Attorney
concerning the handling or settlement of a claim.
This motion is made pursuant to N.C. General Statute Section 143-318.11(a)(4)&(3).
Commissioner Byrd seconded the motion and it passed unanimously.

There being no further business, Commissioner Byrd moved for adjournment.

RESOLUTION
WHEREAS, the Harnett County Board of Commissioners has determined that the
preservation of the existing rail corridor between Dunn and Erwin is in the best interest of
the County; and
WHEREAS, the protection of this corridor will be of tremendous economic
benefit to the communities involved; and
WHEREAS, the Board of Commissioners has in the past expressed its tentative
support of the efforts of the Rails -to -Trails program to preserve this corridor; and
WHEREAS, it is the Board's understanding that efforts to receive grant funds for
this project this year were unsuccessful; and
WHEREAS, the Board has now been made aware that an effort is underway to
establish an active rail line along the corridor.
NOW, THEREFORE, BE IT RESOLVED that in light of the current
circumstances the Board of Commissioners would request that efforts to remove the
existing rails be suspended until such time that the proposed plan to reactivate the line
may be evaluated.
Duly adopted this 6th day of November, 2000. •
