Home My WebLink About2011/10/03 RESOLUTION ADOPTING NEW ELECTION DISTRICT BOUNDARIESHarnett C O U N T Y NORTH CAROLINA www.harnett.org HARNETT COUNTY BOARD OF COMMISSIONERS October 3, 2011 RESOLUTION ADOPTING NEW ELECTION DISTRICT BOUNDARIES WHEREAS, the Harnett County Board of Commissioners includes five members elected from districts; and WHEREAS, the five election districts are subject to the constitutional and statutory requirement of one - person /one -vote; and WHEREAS, the Board of Commissioners has recently received and reviewed the population of the districts as determined by the 2010 federal census; and WHEREAS, the Board of Commissioners has determined that the population of the districts is out of balance and that the boundaries of the districts need to be altered to provide equal representation; and WHEREAS, the Board of Commissioners is authorized and required by North Carolina General Statutes § 153A -22 to revise its district boundaries to correct population imbalances shown by a federal census; and WHEREAS, on September 14, 2011, the Board of Commissioners held a public hearing to review and consider proposed alternative plans, including Alternative Plan 2a; and WHEREAS, on October 3, 2011, the Board of Commissioners, meeting in public session, considered and approved the redistricting plan labeled Alternative Plan 2a as the Board's final redistricting plan; and strong roots • new growth WHEREAS, the redistricting plan considered by the Board of Commissioners and presented in public session would satisfy the requirements of one - person /one -vote; and WHEREAS, the new district boundaries are subject to preclearance by the United States Department of Justice under Section 5 of the federal Voting Rights Act; NOW, THEREFORE, BE IT RESOLVED by the Harnett County Board of Commissioners as follows: 1. The boundaries of the five districts for election of the Harnett County Board of Commissioners are altered to follow the lines depicted on the attached map entitled Alternative Plan 2a. 2. The attached map has been prepared from United States Census Bureau maps and the boundaries have been drawn to follow census block lines. A list of the census blocks in each district is attached for reference and to resolve any issue that might arise concerning the boundaries of the districts. 3. The new district boundaries shall be used for the next election of Board members and for each subsequent election until the boundaries are altered according to law. 4. A copy of this resolution and the map showing the district boundaries shall be retained in the office of the Clerk to the Board. 5. The new district boundaries shall be submitted to the United States Department of Justice for preclearance under Section 5 of the federal Voting Rights Act, and the new boundaries shall take effect upon such preclearance. www.harnemorg 6. Within ten days of preclearance by the Department of Justice, as required by General Statutes §153A- 22(f), a certified copy of this resolution shall be provided to the Secretary of State, the Harnett County Register of Deeds, and the Harnett County Board of Elections. In addition, maps and information about the new district boundaries shall be provided to the Harnett County Board of Elections with the request that the board notify residents of Harnett County of changes in the districts in which they vote.
