CABLING SYSTEM AT THE TRANSPORATION BUILDING
WHEREAS, Harnett County IT has advertised notice of waiver of the formal bid process by
legal notice in The Daily Record on 1/25/2010 in accordance with G.S. 143 - 129(8) for the
purchase of a structured cabling system; and
WHEREAS, a formal bid was awarded by Harnett County on 10/5/2009 in accordance with G.S.
143- 129;and
WHEREAS, Xodus Information Systems, Inc., offers the County the same price as offered for
the Old Law Enforcement Center renovation.
NOW, THEREFORE, BE IT RESOLVED by the Harnett County Board of Commissioners that
they implement the waiver of formal bid process in accordance with G.S. 143 - 129(8) and accept
the offer by Xodus Information Systems, Inc. in the amount of $4,154.00.

HARNETT COUNTY BOARD OF COMMISSIONERS
SUBJECT: Waiver of Competitive Bidding
REQUESTED BY: Paula K. Stewart, IT Director
REQUEST:
We are requesting that the Board consider a waiver of competitive bidding under G. S. 143-
129(8) at its regular meeting on February 15, 2010 for a structured cabling system for the
new Transportation Building at 250 Alexander Drive in Lillington. This bid procedure is
known as "piggy backing" and the advantage of using this method is a known price and a
shorter delivery time than what we would expect with the formal bid process. The seller,
Xodus Information Systems, has agreed to extend to Harnett County the same or more
favorable prices and terms as set forth in its contact with Harnett County on 10/5/2009 for the
Old Law Enforcement Center renovation. I feel this is in the best interest of Harnett County
due to time limitations and satisfactory performance by Xodus. The notice ran in the Daily
Record on 1/25/10.
