A RESOLUTION AMENDING THE HARNETT COUNTY SUBDIVISION
REGULATIONS TEXT
WHEREAS, the Board of Commissioners of Harnett County adopted the Harnett County
Subdivision Regulations on April 7, 1977 for the purpose of promoting the health, safety,
and general welfare of the county residents; and
WHEREAS, this ordinance was adopted under authority granted by the General
Assembly of the State of North Carolina, particularly G.S. 153A -330; and
WHEREAS, the Subdivision Regulations contains provisions for amending said
ordinance and those provisions have been followed; and
WHEREAS, the Harnett County Planning Board has reviewed the amendment to Article
V Sections 5.2.1, 5.2.5 and 5.2. 10 of the Subdivision Regulations and recommends the
adoption of the following amendment.
NOW, THEREFORE BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF
HARNETT COUNTY, NORTH CAROLINA that Article V Sections 5.2.1, 5.2.5 and
5.2. 10 of the Subdivision Regulations shall be amended as follows;
Delete the following text from Article V Section 5.2.1 "Type of Streets Required ":
A maximum of two (2) entrances per major subdivision are allowed unless
additional entrances are approved by the Harnett County Planning Board. The
Planning Board may grant additional entrances through the granting of a variance
meeting the requirements set forth in Article VII Section 7.1 of this Ordinance.
No variance shall be granted which conflicts with any other local, state or federal
statutes, Ordinances or regulations.
Delete the following text from Article V Section 5.2.5 "Access to Adjacent
Properties:"
Where, in the opinion of the Planning Board, it is necessary to provide for access
to an adjoining property, proposed streets shall be extended by dedication to the
boundary of such property and a temporary turn around provided.
Add the following text to Article V Section 5.2.5 "Access to Adjacent Properties ":
Where. upon the recommendation of the Development Review Board, it is
desirable to provide for street access to adjoining property, proposed streets shall
be extended, dedicated and where appropriate, constructed to the boundary of
such property. It is the intention of this section to promote the orderly
development of a local street system that provides interconnection between
developed or developing properties.
'Stub streets' shall be required where all of the following are met:
Where the zoning and /or land use on the adjoining property are compatible with
the proposed subdivision
I. Where there are no natural or man -made barriers that make the street
extension impractical
2. Where the street extension will result in desirable traffic Flows and
patterns and where inappropriate levels of through traffic are avoided
3. Where the street extension will promote the overall orderly development
of the area
All stub streets shall be designed and where required to be built, constructed in
accordance with the appropriate standards as delineated in these subdivision
regulations.
Add the following text to Article V Section 5.2 "Streets ":
5.2. 10 Subdivision Entrances
All developments of more than two - hundred (200) residential units or additions to
existing developments that increase the total number of residential units to two -
hundred (200) or more shall provide vehicular access to at least two public streets
unless the Planning Board determined that topography, natural features, or the
pattern of existing adjacent development makes such provision impractical.

Planning Board may grant additional entrances through the granting of a waiver
meeting the requirements set forth in Article VII Section 7.1 of this Ordinance.
Duly adopted this 19'h day of February, Two - Thousand and Seven and effective upon
adoption.
