RESOLUTION CONCERNING HOMEOWNER
INSURANCE RATE INCREASE IN HARNETT COUNTY
THAT WHEREAS the Harnett County Board of Commissioners have
become aware through the media that the homeowners of our County
could experience a twenty two (22) percent increase in homeowners
insurance premiums if approved by the North Carolina Department of
Insurance; and
WHEREAS, this will be a tremendous financial burden upon our
citizens whom enjoy the American Dream of owning a home; and
WHEREAS, Harnett County has established a Fire Marshals Office
for the purpose of enforcement and investigation; and
WHEREAS, Harnett County has invested millions of dollars in
fire protection, education, and inspections; and
WHEREAS, this investment was in large part based upon state
mandates and directives which implied that such investments would
restrain insurance costs and save consumer dollars; and
WHEREAS, a natural disaster is no more prevalent to Harnett
County than any other County in the State of North Carolina; and
WHEREAS, no person or machine can predict the true nature of
the weather with regards to predetermined disasters and their
damage.
NOW, THEREFORE, BE IT RESOLVED, that the Harnett County Board
of Commissioners strongly oppose the proposed rate increase of 22%
for Harnett County that has been requested by the insurance
companies.

I have been informed that the insurance industry proposes to raise the territory
"base rate" for Harnett County (territory x/35) from a current rate of $291 to a
rate of $355, an increase of 22 percent. I am writing to express my concern and
opposition to an increase in the "base rate" of the magnitude of 22 percent.
I understand that Harnett County is in a territory which includes many counties.
However, I am familiar with the steps taken in both Lillington and Harnett County
in the area of fire protection. Harnett County has established a Fire Marshall's
Office for the purpose of instruction, inspection, investigation and enforcement
of fire codes. Additionally, the Town of Lillington has recently employed a full
time, paid professional fireman. The Lillington Fire Department has put in many
long hours of training which resulted in a reduction of the Town's ISO rating
from 8 to 5 within the past year. The County and the municipalities within the
County are working to establish an enhanced 911 system in order to improve
emergency services within the County which should result in better response time
by the various fire departments. Furthermore, Harnett County has a county -wide
water system which provides ready access to water to combat fires in rural areas
as well as the municipalities.
The Town of Lillington also employs 8 full time police officers. In this town
of 1,500 citizens the police department provides around the clock police
protection, with at least 2 police officers patrolling and on duty at any hour
of the day or night. The Town also has within its limits the Harnett County
Sheriff's Department and the North Carolina Highway Patrol. In short, the Town
is relatively crime free.
As a native of Harnett County, I can assure you that this county is a nice place
to live. However, Harnett County is not a wealthy county. I am afraid that a
22 percent increase in the "base rate" for homeowners insurance would make
housing unaffordable for many of our citizens. In addition, such an increase
would wipe out any benefit as a result of the reduction of the Town's ISO rating.
I regret that I have not been able to review in full the application of the

insurance companies in order to respond point by point to their stated reasons
for requesting such a significant increase. However, I do not believe that such
an increase is warranted, especially due to the fact that, in Harnett County and
in Lillington, our elected officials and employees of our local governments have
been working diligently to improve fire protection and the ability of law
enforcement and emergency services to protect the lives and property of our
citizens. All of these efforts benefit the insurance industry by decreasing the
number and amount of claims.
As President of the Lillington Chamber of Commerce, and on behalf of our members
and the citizens of our town, I request that the proposal by the insurance
industry to increase the "base rate" by 22 percent be denied. Please let me know
if I can provide you any further information to assist you in this matter. Thank

I am sorry that I was unable to get the chamber's letter of opposition to the purpose
homeowners resolution of a 22% insurance increase in your hands before the Thursday meeting in
Raleigh. However, I did manage to send a letter directly to Commissioner Long on this issue.
Ms. Williams, of the Dunn Chamber informed me about midday on Wednesday, October
13, 1993, of the importance of our support. She said that she thought that the meeting was on
Friday or Monday. She later called back and stated that the meeting would be the next day
(Thursday) instead. This was too short of notice for me to get our letter of support to your office.
We, at the Coats Area Chamber of Commerce always want to be involved in all issues
concerning Harnett County communities and the citizens. We appreciate the County Manager's
office, and the efforts they are making to help stop this unjustified homeowners insurance rate
increase.

The Coats Area Chamber of Commerce, its officers, Executive Board of Directors and the
chamber membership do hereby notify you that we are in opposition of the purposed resolution for
the twenty -two percent (22 %) increase of the homeowners insurance rate for Harnett County.
The purposed increase would pose a hardship on area homeowners; especially the elderly
homeowners on a fixed income. These are our retired senior citizen who have worked hard for
many years for their homes. Also, the many younger homeowners with growing families in the
county must be considered.
The Coats area fire -chief has worked for and achieved the ISO rating of a three (3) for
the Coats Community. Thus making the twenty two percent (22 %) increase unjustified.
