Capital Area Metropolitan Planning Organization STP -DA Bicycle /Pedestrian /Transit
Project Grant
BE IT ORDAINED by the Board of Commissioners of Harnett County, North Carolina; sitting as
the governing board for Harnett County.
Section I: The County of Harnett desires to undertake a pedestrian oriented project within
Harnett County. The project is to be located at the campus of Harnett Central
Middle and High Schools and Neill's Creek Park; and is intended to serve as a safe
mode of pedestrian transportation throughout the campus. The cost for the project
will be funded through the Capital Area Metropolitan Planning Organization
(CAMPO) STP -DA funds. The required local match of $13,263.00 will be provided
by Harnett County.
Section II: The following amounts are hereby appropriated for this project:
Total cost of project, including planning and construction $66,313.00
Section III: It is estimated that the following revenues will be available for the startup of this
project:
Capital Area Metropolitan Planning Organization STP -DA $53,050.00
General Fund Inter -Fund Transfer Allocation from 13.263.00
FY 2011 Budget
$66,313.00

Bicycle/Pedestrian/Transit Projects Grant

REQUEST:
Request acceptance of the attached Capital Area Metropolitan Planning Organization
( CAMPO) STP -DA Bicycle /Pedestrian/Transit Projects Grant Project Ordinance. Attached
grant application and material, as approved by CAMPO. The Board considered and approved
a request to apply for the grant on March 1, 2010.
Harnett County Planning Department, in conjunction with Harnett County Parks &
Recreation Department, proposes to undertake development and installation of a pedestrian
trail system located at Harnett Central Middle & High Schools and Neill's Creek Park. This
program will be funded through the CAMPO project monies. This program will involve the
use of $66,313.00; $53,050.00 of which will be reimbursed through STP -DA funds. The
remaining non - reimbursed funds are a required 20 percent (20 %) local match.
This project consists of a pedestrian trail system aimed at providing a safe connection
between the two (2) school sites and the park through the entire campus at Harnett Central for
use of students and student athletes.
COUNTY MANAGER'S RECOMMENDATION:
