HomeMy WebLinkAboutHomeland Security Project Ordinance 04/02/12Emergency Management PROJECT ORDINANCE Domestic Preparedness Region 6, 2011 Department of Homeland Security Grant Program Be it ordained by the Board of Commissioners of Harnett County that, pursuant to Section 13.2 of chapter 159 of the General Statutes of North Carolina, the following grant project ordinance is hereby adopted: Section 1. The project authorized is the Department of Homeland Security Grant Program described in the grant agreement between this unit and the North Carolina Department of Crime Control and Public Safety. This project is more familiarly known as the 2011 DPR 6 Generator Switch/Message Board Project. The project objective is to establish primary sheltering points and or critical infrastructure sites in each county with pre-wired quick disconnect transfer switches and multiple 100 kw mobile generator package throughout the region. Our multiyear goal is to ensure that all critical facilities within the DPR are outfitted with switches and to have a large enough inventory of portable generators strategically placed throughout the DPR to support critical facilities during an event. The second portion of the project is to provide automated message display boards strategically placed throughout the DPR for use in locally declared emergencies, North Carolina State Declarations and national significant events, the Message Boards will be an invaluable capability to inform citizens and evacuees. Section 2. The officers of this unit are hereby directed to proceed with the grant project within the terms of the grant document(s), the rules and regulations of the Department of Homeland Security/North Carolina Department of Crime Control and Public Safety Grant program and the budget contained herein. Section 3. The following amounts are appropriated for the project: Capital Outlay $254,624.00 Section 4. The following revenues are anticipated to be available to complete this project: DHLS Grant 2011 -SS -00119 $254,624.00 Section 5. The finance officer is hereby directed to maintain within the Grant Project fund sufficient detailed accounting records to provide the accounting to the grantor agency required by the grant agreement(s) and federal and state regulations. Section 6. Funds may be advanced from the General Funds for the purpose of making payments as due. Reimbursement requests should he made to the grantor agency in an orderly and timely manner. Section 7. The finance officer is directed to report quarterly on the financial status of each project element in Section 4 and on the total grant revenues received or claimed. Section 8. The budget officer is directed to include a detailed analysis of past and future costs and revenues on this grant project in every budget submission made to this board. Section 9. Copies of this grant project ordinance shall be made available to the budget officer and finance officer for direction in carrying out this project.
