Capital Area Metropolitan Planning Organization STP -DA Bicycle /Pedestrian /Transit
Project Grant - Alice Powell Trail
BE IT ORDAINED by the Board of Commissioners of the County of Harnett, North
Carolina, that pursuant to Section 13.2 of Chapter 159 of the General Statues of North
Carolina, the following capital project ordinance is hereby adopted:
Section I: The County of Harnett desires to undertake a pedestrian oriented project
within Harnett County. The project is to be located at the campus of Harnett
Central Middle and High Schools and Neill's Creek Park; and is intended to
serve as a safe mode of pedestrian transportation throughout the campus.
The cost for the project will be funded through the Capital Area Metropolitan
Planning Organization (CAMPO) STP -DA funds. There is a required local
match of $13,263.00 by Harnett County.
Section II: The officers of this unit are hereby directed to proceed with the capital project
within the terms of the grant documents, loan documents, and the budget
contained herein.
Section III: The following amounts are hereby appropriated for this project:
Total cost of project, including planning and construction $66,313.00
Section IV: It is estimated that the following revenues will be available for the startup of
this project:
Capital Area Metropolitan Planning Organization STP -DA $53,050.00
General Fund 13,263.00
Total $66,313.00
Section V: The Finance Officer is hereby directed to maintain within the Capital Project
Fund sufficient specific detailed accounting records to satisfy the requirements of
the grantor agency, the grant agreements, and federal regulations.
Section VI: Funds may be advanced from the General Fund for the purpose of making
payments as due. Reimbursement request should be made to the grantor in an
orderly and timely manner.
Section VII: The Finance Officer is directed to report, on a quarterly basis, on the financial
status of each project element in Section 3 and on the total grant revenues
received or claimed.
Section Vlll: The Budget Officer is directed to include a detailed analysis of past and future
costs and revenues on this capital project in every budget submission made to
this Board.
Section IX: Copies of this capital project ordinance shall be furnished to the Clerk to the
Governing Board, and to the Budget Officer and the Finance Officer for direction
in carrying out this project.
