Minutes of Special Meeting
(Joint Meeting with Board of Education)
April 27, 2000
The Harnett County Board of Commissioners met in special session on Thursday,
April 27, 2000, in the Department of Social Services Building, 311 Cornelius Harnett
Boulevard, Lillington, North Carolina. The purpose was for a joint meeting with the
• Board of Education to discuss budget items and for the Commissioners to consider
matters regarding the County's Capital Improvement Plan involving water and sewer
systems.
Members present: Dan B. Andrews, Chairman
Beatrice Bailey Hill, Vice Chair
Joseph T. Bowden
Teddy J. Byrd
Walt Titchener
Staff present: Neil Emory, County Manager
Wm. A. (Tony) Wilder, Assistant County Manager
Kay S. Blanchard, Clerk to the Board
Chairman Andrews called the meeting to order at 7 p.m. and offered the invocation.
SCHOOLS Harrington Morrison, Chairman, Board of Education, called its meeting to order and
BUDGET stated that the purpose of the special joint meeting was for presentation of Harnett
County Schools' FY 2000-2001 proposed budget and review of line items in the
budget. Bob Beasley, Superintendent, Harnett County Schools, led the review of
budget items in a work session format. The Board of Education adjourned the joint
is
meeting at 8:55 p.m.
Neil Emory, County Manager, presented for the Board's consideration a resolution
regarding the further development of the County's Capital Improvement Plan to meet
W & S NEEDS the water and sewer needs of western Harnett County. Commissioner Bowden moved
OF WESTERN to adopt the resolution. Commissioner Hill seconded the motion and it passed
H.C. unanimously. (Attachment 1)
There being no further business, the Harnett County Board of Commissioners
ADJOURNMENT adjourned its special meeting, April 27, 2000 at 9 p.m.

AUTHORIZING RESOLUTION BY GOVERNING BODY OF THE APPLICANT
WHEREAS, The 1998 Critical Needs Bond Act has authorized the making of grants to units of
local government to assist in financing costs associated with the preliminary planning for water
and wastewater projects, rate studies, master plans for water and sewer systems, Capital
Improvement Plans, etc.; and •
WHEREAS, Harnett County has need to further the development of its Capital Improvement Plan
to meet the needs of western Harnett County, specifically the Johnsonville, Barbecue, and Olivia
communities; and
WHEREAS, Harnett County intends to request grant assistance from the Rural Center's Capacity
Grant Program for the project;
NOW THEREFORE BE IT RESOLVED, BY THE HARNETT COUNTY BOARD OF COUNTY
That Harnett County commits a dollar for dollar local match to Rural Center capacity grant funds
received.
That Harnett County has adopted the attached Minority Business Enterprises goal in accordance
with G.S. 143-128-c and will annually report to the Rural Center by November 30 of efforts to meet
the goal.
That Dan B. Andrews, Chairman, and successors so titled, is hereby authorized to execute and
file an application on behalf of Harnett County with the NCREDC (Rural Center) for a grant to
assist in the project described above.
That Dan B. Andrews, Chairman, and successors so titled, is hereby authorized and directed to
furnish such information as the Rural Center may request in connection with such application or
the project; to make the assurances as contained above; and to execute such other documents
as may be required in connection with the application.
That Harnett County has substantially complied or will substantially comply with all Federal, State,
and local laws, rules, regulations, and ordinances applicable to the project and to the grants
pertaining thereto.

of an application with the State of North Carolina, as regularly adopted at a legally convened
meeting of the Harnett County Board of County Commissioners duly held on the 27 '^ day of
April, 2000; and, further, that such resolution has been fully recorded in the journal of proceedings
and records in my office.
