RESOLUTION
HARNETT COUNTY EMERGENCY MEDICAL SERVICES
I
THAT WHEREAS, the policy procedures for the Harnett County
Emergency
Medical Serviced Department requites updating due to changes that have
occurred affecting Emergency Medical Services requirements; and
- WHEREAS, Policy procedures have been developed and require
implementation
by the Harnett Ccunty�Emergency Medical Services Department in order to ensure
proper dnd dtandardized eervicea are being provided; and
WHEREAS, immediate Implementation of policies for the Harnett County
Emergency Medlcdl Services Department is required.
- NOM, THEREFORE, BE IT RESOLVED that the Harnett County Board of
Commissioners hereby adapts the Harnett County Emergency Medical Services

office functions without hesitation. Every effort should be made not to
abuse your sick leave. Always give the office manager as much notice as
possible when requesting annual or petty leave, and also sick leave (if
it is determined in advance that it is necessary for you to take sick
leave.)
PUNCIDALITY
It is important that staff members be prompt when arriving for work
in the mornings and after lunch. If you see that you are going to be
late arriving at the office, always call your supervisor and advise
what time you expect to be in.
OONFIDENIIALITY
A secretary must prove himself or herself to be the type of person an
employer can trust with any type of confidential matters. A secretary
- and employer cannot have a good working relationship . if the employer
feels he or she cannot relate any type of confidential information,

Make it a daily habit to work in a cooperative spirit rather than being

SUBJECT: Outside Employment

2.1 Permission to engage in gainful outside employment or self -
employment must be requested in writing and approved by the
employee's department head and the County Manager.
2.2 The telephone or EMS equipment will not be used for business
related interest while the employee is on duty with Harnett
County EMS.

2:1 Personal appearance is important when contacting members of the
public under patient care situations and for safety factors dealing
with unruly patients. The following guidelines will be mandatory
for Harnett County EMS personnel:
A. Hair Cuts - All personnel shall keep their hair neat and
vell groomed at all times. No male personnel shall allow
his hair to touch or cone over his shirt collar. No female
personnel shall allow her hair below the shoulder.
B. Sideburns - Male personnel may have sideburns as long as
they do not grow below the lobe of the ear and are no more
than two (2) inches in width at the bottom edge of the
sideburn.
C theyadoanot come bbeelownthe corners of thecmouth and do not
extend over or cover the top lip. All mustaches will be
neat and well groomed and there will be NO handlebar mustaches.
D. Beard & Goatee - No personnel will be allowed to wear a

line of the shirt button.
D. Patches - Personnel will wear two patches on their uniforms.
1. The North Carolina Emergency Medical Technician (FMT)
patch will be worn on the right shoulder and will be
sewn or placed one (1) inch below the shoulder seem.
2. The Harnett County Dnergency Medical Services (RIS)
patch will be worn on the left shoulder and will be
sewn one (1) inch below the shohlder seam.
3. Additional patches will be approved and provided by
the State Office of EMS.
E. EMS Caps - Ceps may be worn whenever jumpsuits are worn.
2.4 All uniforms will be clean and pressed.
2.5 The following items will be provided by each employee and will meet
the described specifications:
A. Jumpsuits - Personnel jumpsuits shall be light blue in color
and all most be the same. Jumpsuits shall be worn between
9:00 p.m. and 6:50 a.m.
B. Socks - Personnel will furnish their own socks. Socks worn
while on duty will be dark blue or white.

1i Purpose: To insuie that proper disciplinary action is taken when an employee
fails to meet Harnett EMS Standards, Department Policy, and the
Personnel ordinance for the County of Harnett.
2. Policy:
2.1 The shift supervisor has the authority to send off duty any employee
who has acted or is acting in a detrimental manner towards his or her
supervisor(s) of Harnett County EMS.
2.2 When a supervisor takes the above action, he or she will summit a
written report, signed by that employee, immediately through proper
channels.
2.3 A follow -up investigation will be conducted by the Asst. Director
and Director with further action being made in accordance with the
County Personnel Ordinance.

SUBINCr: - Visitors at EMS Station
1, Purpose: To establish guidelines in regards in visitors at EMS Stations.
2: Policy:
2.1 Prolonged visits by anyone . at an EMS Station are prohibited.
2.2 Visitation after 10:00 p.m. is not allowed at any EMS Station
without prior permission of the Shift Supervisor.
2.3 No visitors are allowed in the sleeping quarters of the ENS
Station.

established by the County Personnel Ordinance are net.

SUBIECf: Daily Station Clean -Up
1. se: To establish guidelines to insure that each EMS Station is properly
. tleaned each day. _
2. Policy:
2.1 The EMS workday will begin promptly at 7:00 a.m. and end the next
morning at 7:00 a.m. or as soon thereafter as possible. Personnel
may relieve a member of the off -going shift between the hours of
.6:30 - 7:00 a.m. if approved in advance.
2.2 The first daily responsibility will be to check and supply each
trait. This responsibility should start promptly at 7:00 a.m. and
the driver should determine if the unit can be safely operated and
the Attendant should check the equipment according to the standard
checklist.
2.3 Each of the following areas should be cleaned daily:
A. Bathrooms
a. Floors swept and mopped
b. Comrades cleaned and scrubbed
c. laboratories cleaned and scrubbed
d. Windows and mirrors cleaned
A. Shelves and walls dusted

b. Remain within their respective service area.
2.6 Two Ambulance units from Station will not clear for meals at the same
time away from the station. If one unit is being dispatched he is '
on a call, the second unit will remain At the station until the other
unit is cleared for service (10 -8).
2.7 Wake -up time at all EP14 Stations will be no later than 6:30 a.m.

. 1. Purpose: To establish special cleaning assignments to insure each FMS station
is properly cleaned.

C. Monthly
1. First Monday of each month - clean battery post
and terminals.
D. Tri- annually
1. The following schedule will be used for waxing ambulances
and window cleaning at all stations:
March of each year:

Shift C - Inside windows
July of each year:

PROCEDURES FOR STRETCHER HANDLING

The unloading procedure is basically the same as loading. The one difference
being the driver will press the stretcher release button and both men will
grasp the stretcher from the end and roll it back to them. As the stretcher
rolls back, both attendants will move along beside the stretcher and grasp
the bottom rail to remove it from the unit to the hospital loading dock or
whatever area they are to unload at.

When moving a stretcher with a patient aboard, the stretcher will always be
proved feet first. There are two (2) exceptions and this will be explained
later. 'The attendant at the foot of the stretcher will walk in front of the

will walk in the same position (in the center line of the stretcher) and get

7. At no time will any patient be left on an EMS stretcher unattended. here
will be one attendant. with the stretcher and patient at all times. Always
remember, as long as you have a patient on your stretcher, you and Harnett
EMS are liable for the health and well -being of that patient. Once the
patient is removed from your stretcher then and only then, your liability
is over, but if the other emergency service needs help, you may do whatever
you can to help.
S, When you enter the ER with your patient and transfer the patient to the ER
bed, remove your stretcher from the ER so it will not cause congestion in
the ER area. If you are going to be tied up assisting the ER personnel,
at least one attendant should make the stretcher so it will be ready if your
unit receives another call.

1. When you enter the emergency room with your patient, place the head of your
stretcher at the foot of the ER'bed if you are going to have to move the
patient yourself. the tint is abl to move without further

2. If the patient is going to be lifted to the ER bed, place the head of the
MS stretcher at the foot of the Flt stretcher. Both attendants move to the
side of the'ENS stretcher and let the side rail down. Place one foot on
the bottom .rail of the M stretcher to stabilize it while you are preparing

3. If your patient is able to move, pull your stretcher to the side of the ER
stretcher. Let your side tail down and place your hand on the side of the
lowered side rail. Both attendants take position at the head and foot of the
stretcher, placing their outside foot on the bottom rail of the Do stretcher.
Next grasp the ER and EMS stretchers together with your hand. With these two
steps neither stretcher will move when the patient slides from one to the
other. Now ask your patient to move to the next stretcher for you. After
this is done, put up both side rails.

SUB=: Billing Procedures -
1. Purpose: To insure that nil customers are treated alike, the following policy
will establish uniform procedures concerning billing of patients.
2. Policy:
2,1 It will be the responsibility of the attendant to correctly complete
the trip ticket on every call requiring transport or transfer.
2,2 A fee of $75.00 will be charged for all In- County transports with _
the exception of situations that are covered by Harnett County
anergency Medical Services Policies.
2.3 All Out -Of -Canty transfers will be charged $75.00 plus $1.00 per
mile from the County line to the receiving facility.
2,4 In case a Volunteer Rescue Squad is transporting a patient to a

explanation from the driver and attendant.

All radio traffic enroute to the scene will be handled by the
attendant -

Upon arrival at the scene, all EMS units will advise Central
they are 10 -23. This will be done in the following manner:

First EMS, unit on scene will advise Central additional responding
units are not needed or 10 -40 or 10 -39.

If additional backup is needed, advise Central in the following
manner:
Harnett Central - EMS (36) 10 -40 or 10 -39 traffic - advise
Communications Center if medical or trauma code exists,
advise type of backup needed:
1. Additional E45 unit. 3. Fire Department

After securing patient in unit, the driver will advise departure
in the following manner:
Central,EMS 36 - 10 -L7 to Good Hope or Betsy Johnson
10 -39 with number of patients on board. If using
10 -40 or
10 -39 traffic, advise Central of route unit will be taking.

Upon arrival at the hospital, the unit will advise Central as:
EMS 36 - 10 -6 @ receiving facility.

Upon completion of assignment, the following communications will

Sug,)EGT: Radio Identification Codes for Harnett EMS Personnel
1. Purpose: identifications when operating department- owed equipment.
2. Policy:
2.1 Harnett County Emergency Medical Services staff shall Identify
their two -way radio communications originating from department -
owned, licensed, and digit codes listed below. These identifiers
shall be used when communicating between department -owed equipment
or when coamunicating to other facilities or systems, such as
Energency Operating Centers, Hospitals, or other licensed two -way
radio systems.

SUBJECT: Operation of Vehicles
1, Purpose: To establish a standard policy for the operation of Harnett
County EMS Vehicles.
2. Policy:
2.1 The maxim speed of every EMS vehicle is not to exceed ten
miles per hour over the posted speed limit.
2.2 All FMS vehicles shall cane to a complete stop at all intersections
where stop signs are displayed in the FMS vehicle's direction of
travel or where the DO vehicle must .proceed against a red light.
FMS vehicles shall proceed only when it has been determined that
traffic conditions will permit such action. At other intersections
or hazards, all FNS vehicles shall be fully prepared to stop by
pausing sufficiently to assure that movement can be made safely.
2.3 When any EMS Unit is being backed, there must be someone watching
for clearance.
2.4 It will be the driver's responsibility to insure that the doors
are fully open hefore leaving or entering the station.
2.5 A written report must be submitted to the Shift Supervisor concerning
any damage that occurs to an FMS Unit. This report may be completed
by either the driver /or attendant.
2.6 Seat belts will be worn at all times whenever EMS Units are in
operation.

SUBJECT: Transportation of the Deceased
1. Purpose: It is not the responsibility of Harnett County ENS to transport
deceased persons. This policy will establish guidelines to be
used when confronted wit person.

2.1 Upon arriving on the scene of any fatality or deceased person,
FMS personnel shall contact Central and request assistance due

SUBIECr: Riders on EMS Units
1: se: To establish uniform policy concerning individuals authorized
to ride on Harnett EMS Units.
2. Policy:
2,1 - The following individuals are authorized to ride on a EMS Unit:
A. Harnett County EMS employees.
B. Uniformed law enforcement officers required for assistance
in safely transporting a patient.
C. A member of the Fire Department or First Responder who has
been requested by EMS Personnel to assist with patient care.
D. An EM' who is specially requested to assist on a particular
call by an EMS employee at the scene of an emergency for the
purpose of rendering necessary medical assistance on a specific
emergency patient transport.
E. A person(s) who has specifically been assigned to accompany the
physician's patient to a care facility.
F. A ember of the patients immediate family who may accompany
the patient to a care facility by riding in the right front
seat of the ambulance, provided that approval is obtained
from the senior full -time county EMS employee an the scene.
2.2 Harnett County Employees (County Manager, Assistant County Manager,
Human Services Administrator, act.) with the approval of the
Director and /or Asst. Director.
2.3 Individuals authorized by the Assistant Director and /or Director.
These persons must sign a Waiver of,Liability before riding on the
vehicle.

2.1 If an individual is found to be in cerdiorespire[ory arrest,
it shall be the policy of Harnett EMS to transport this individual
to the nearest hospital department with full time emergency
department yeicians on staff.
2.2 If,a duly qualified N.C. Physician is physically present at the
patient scene with a

responsibility for the care �t
and
treatment of such individual, and if that physician shall ride to
a medical facility in the EMS vehicle, then EMS will transport
such individual to any medical facility within Harneta FMS Service
area that such physician shall request.
2,3 If transportation of an individual in cardiorespiratory arrest
is to a medical facility other than the nearest hospital, then
EMS personnel shall notify the nearest hospital that they are
transporting to another medical facility at the request of an
on board N.C. Licensed Medical Doctor who has assumed respon-
sibility for the care and treatment of the patient-

SUBJECr: Transportation of the Sick and Injured
1. Purpose: To establish a uniform policy for the transportation of the
sick and injured.
2. Policy:
2,1 All sick or injured persons requesting transport, shall be
transported to a hospital without delay.
2,2 Persons refusing or not requesting transport to a hospital shall
sign the trip ticket in the space provided for refusal or an
authorized person shall sign the refusal for them.
2,3 Harnett County ENS will not be responsible for transporting any
patient (county resident or non - county resident) to any facility
that exceeds 50 miles outside Harnett County.

of any patient (county resident or non - county resident) that is

County does not exceed Iifteen (15) miles and he or she may not be

SUBIECr: Valid N.C. Driver's License as a Condition for Continued Fmployment
1, Purpose: 1'o establish a uniform policy on having and /or maintaining a valid
N.C. driver's license.
2. Policy:
2.1 All Harnett County EMS employees directly involved with patient care
who are expected to drive an EMS vehicle must have and maintain a
valid N.C. drivers license.
2.2 Any Harnett County FMS employee covered under this policy who has
his or her driver a license suspended by the Court System and /or the
Department of Motor Vehicles, for a period of thirty (30) days or less
shall be placed on administrative leave with pay if the employee has
sufficient leave to cover such a period. If the employee does not
have sufficient leave to cover such a period, the leave shall be
without pay.

and /or the Department of Motor Vehicles, for a period in excess of
thirty (30) days, shall have their employment terminated effective
upon such suspension.
2.4 Any Harnett County EMS employee covered under this policy who is
convicted by the Court System of Driving While Impaired, shall have
their employment terminated upon con c[ on.
2.5 Any Harnett County EMS employee covered under this policy who is
convicted by the Court System of any other alcohol related traffic
offense shall be subject to appropriate disciplinary action.
2.6 Any Harnett County EMS employee covered under thi policy who accumulates
such a Harnett county causes so t s For purposes Of this to
policy, a liability to Harnett County shall be defined as a driver with
such a driving record so as not to be acceptable for the same insurance
rates as other drivers with acceptable driving records. For the purpose
of enforcement of this provision, determination of what is an acceptable
or unacceptable driving record shall be in the sole direction of Harnett
County.

SUBJECT: Hospital Ck mmmications
1. Purpose: To establish uniform standards for proper comet nications with
.hospital Staff.
2. Policy:
2.1 All hospital communications will be transmitted on frequency 155.340 -
Channel 3.
2.2 The EMT responsible for the patient(s) will transmit the situation to
the receiving hospital in the following manner:
Receiving facility - EMS (36) on 340 - wait for acknowledgement -
EMS (36) 10-17 to your facility with:
A. Number of patients.
B. If trauma case - advise type.
C. Age and sex.
D. Major complaints and personal observations about patient.
E. Vital signs.
F. Treatmeut rendered.
G. Pertinent medical history.
H. Advise patient's name and doctor, wily if requested by
Emergency Roam.
I. If more than one patient is being transported, after
transmitting first patient information -make sure hospital
has a 10 -2 copy - and go ahead with further communications.
J. Advise Fmergency Room if patient is Ambulatory.
