SUBJECT: Amendment to Personnel Ordinance

REQUEST:
EarthShare of North Carolina made a presentation to the Board of Commissioners on
September 26, 2008 requesting permission to solicit donations from employees . Excerpt
from minutes: "Al Capehart and Heather Beard briefed the Board on Earth Share of North
Carolina, an organization which supports environmental groups that protect and preserve
natural resources. They are asking for participation of North Carolina Rail Trails with local
volunteers to raise money and get volunteers to support the environment. A campaign similar
to the United Way drive would be held to encourage employees to sign up. Contributions are
tax deductible and sign-up would be on an annual basis"
EarthShare has been invited to attend our annual employee benefits fair in October. In order
to allow employees to donate from paychecks, an amendment to the Personnel Ordinance is
required.

Benefits — Other (Flexible)
Additional deductions or benefits may be allowed at the option of the employee,
under the provisions of the insurance contracts, and their cost may be deducted
from the employee's pay, such as:
A. Section 401(k) Plan.
B. Miscellaneous insurance — i.e. cancer, accident, and others.
C. Credit Union.
D. Deferred Compensation Plan (457)
9. Upited Way Gentrib-itieng harities approved by the Board of
Commissioners
F. Uniforms for specific jobs and departments, as applicable; examples
are Public Utilities, Sheriff, Fire Marshall, EMS.
G. Vehicles for specific jobs and departments, as applicable.
H. Shoe allowance for specific jobs and departments, as applicable.
