NORTH CAROLINA
A RESOLUTION AMENDING THE
HARNETT COUNTY ZONING ORDINANCE
WHEREAS, the Board of Commissioners of Harnett County adopted a Zoning Ordinance on July
18, 1988, June 5, 2000, and June 15, 2009 for the purpose of promoting the health, safety, and
general welfare of the county residents; and
WHEREAS, this ordinance was adopted under authority granted by the General Assembly of the
State of North Carolina, particularly G.S. 153A -340; and
WHEREAS, the Zoning Ordinance contains provisions for amending said ordinance and those
provisions have been followed; and
WHEREAS, the Harnett County Planning Board has reviewed the amendment to the articles of the
Zoning Ordinance as listed below and recommends the adoption of the following amendment.
NOW, THEREFORE BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF
HARNETT COUNTY, NORTH CAROLINA that Article VI "Zoning Districts & Regulations"
Sections 11.1 "Use Types &t Regulations" and 11.3 "Use Regulations "; and Article XVI "Definitions"
of the Zoning Ordinance shall be amended to read as indicated in "Attachment A ".
"Attachment" is filed with the Zoning Ordinance in the Clerk to the Board's Office.
Duly adopted this 2nd day of November, 2009 and effective upon adoption.

ADD the following text to Article VI Section 11.0 "Use & Structure Regulations" (all items shall be added aphabetically)
11.3 Use Regulations
Manufactured Homes

All requirements or conditions must be met before a final Certificate of Occupancy (CO) will be issued for the
home.
A. The structure must have a pitched roof that is covered with material
commonly used in standard residential roofing construction. Said material must be installed properly and
be consistent in appearance.
B. The structure must have underpinning consisting of a brick curtain will or have ABS or PVC plastic
color skirting with interlocking edges . installed around the perimeter of the home. Skirting shall be
consistent in appearance, in good condition continuous, permanent, and anpierced except for ventilation
and access.

All requirements or conditions must be met prior to issuance of a Certificate of Occupancy (CO) for the borne. In
cases where the requirements listed herein cannot be met, the applicants) may apply for a conditional use permit.
A. The structure must be a inulti seetion ttitit built to the HUD code for manufactured homes.
B. When located on the site, the longest axis of the unit must be parallel to the lot frontage.
C. The structure must have a pitched roof that is covered with singles material commonly used in standard
residential roofing construction. Said material must be installed properly and be consistent in appearance.
D. The structure must have masonry underpinning that is continuous, permanent, and unpierced except for
ventilation and access.
Nursery
E. The exterior siding must consisting predominantly oi—Of vinyl, aluminum, wood
or hardboard: and must be comparable in composition. appearance, and durability to the exterior siding
commonly used in standard residential construction. Said exterior siding shall be in good condition .
complete, and not damaged or loose.
F. The minimum lot size must be one (1) acre excluding any street right -of -way and the minimum lot
frontage must be one - hundred fifty- (ISO) feet as measured at the right -of -way line or along an easement
whichever applies, except on the bulb of a cul -de -sac where a minimum of forty (40) feet is acceptable.
G. The tongue or towing device must be removed.
A. Nurseries shall nor be required to instill asphalt and /or concrete parking areas- except required
handicapped parking. Graded and surfaced crushed stone. gravel_ or other suitable material may be
utilized provided a minimum of six (6) inches of said product is installed and that it is maintained in a
dust free manner.
B. Any units utilized for storage of materials shall be located in the required side or rear yard and shall be
screened with evergreen landscaping material.
Recycling Collection Centers
A. All facilities shall be located in a side or rear yard.
Vehicle Sales
A. In no case shall the disnlav area be located within public of private rieht(s)- of -wav or in rectuimd
landscaping or buffer yards.
B. A permanent sales office shall be located on the site of the sales lot.
C. No vehicle shall be parked or stored as a source of parts.

Nursery — is the agricultut al production or Irrowth, storage, and sales of garden plants, flowers, trees- shntbs. and similar products
that are Wovvat on ile as well as the vale of fertilizer- mulch, and other related materials garden tools, and similar accessory and
ancillary products to the general public Said use shall not include those nurseries that are classified as a `Bona fide Fann'. as
defined herein.
Nursery. Rettil is storage and sale of garden plants, flowers, trees, mtd-shrubs, and similar produce that are notgrown on site, as
well as the sale of fertilizer, mulch, and other related materials, garden tools, and similar accessory and ancillary products, to
the general public.
Recycling_ Collection Centers - t;:aniteel tie Unmanned facilities used for the collection, separation, and short -term storage of
recyclables but not on -site processing and are rWically an accessory_ to another use.
Recycling Collection Centers and Solid Waste Container Sites — Manned facilities, typically satellite locations provided to
convenience to citizens, used for the collection of solid waste. and for the collection, separation. and short -term storage of
recyclables but not on -site processing.
Vehicle Sales —Sales of - wtomobiles, recreational vehicles, boats, farm equipment. and other similar products - typically in an
open area used for the display sale or rental of new or used velucles in operable eonduion where no repair work is clone
Small equipment shall not be considered a vehicle herein.
