NORTH CAROLINA
A RESOLUTION AMENDING THE
HARNETT COUNTY ZONING ORDINANCE
WHEREAS, the Board of Commissioners of Harnett County adopted a Zoning Ordinance on July
18, 1988 and June 5, 2000 for the purpose of promoting the health, safety, and general welfare of
the county residents; and
WHEREAS, this ordinance was adopted under authority granted by the General Assembly of the
State of North Carolina, particularly G.S. 153A -340; and
WHEREAS, the Zoning Ordinance contains provisions for amending said ordinance and those
provisions have been followed; and
WHEREAS, the Harnett County Planning Board has reviewed the amendment to the articles of the
Zoning Ordinance as listed below and recommends the adoption of the following amendment.
NOW, THEREFORE BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF
HARNETT COUNTY, NORTH CAROLINA that Article VI "Zoning Districts and Regulations"
and Article XVI "Definitions" of the Zoning Ordinance shall be amended to read as indicated in
Attachment.
"Attachment" is filed with the Zoning Ordinance in the Clerk to the Board's Office.
Duly adopted this 19`h day of May, 2008 and effective upon adoption.

10.3 Use Regulations
Athletic Fields, Private
A. Total project acreage shall not exceed twelve (12) acres.
B. Hours of operation are permitted as follows:
1. Monday through Friday hours are limited to 3:OOPM to Dusk.
2. Samrdav hours are limited to 9:OOAN1 to Dusk.
3. Facility shall not be in operation on Sunday.
C. No intercom, loudspeaker, or other similar items shall be permitted.
D. No lighting shall be permitted.
E. Adequate parking must be provided so as not to interfere with the surrounding
properties.
1. This shall hereby prohibit the use of public right(s) -of -way for overflow
parking.
2. No parking signs shall be posted along property line(s) adjacent to the public
right(s) -of -way in accordance with NC DOT standards and must be shown
on the required site plan.
3. Parking spaces shall be a minimum of fifty (50) feet from all residential
structures.
F. All unpaved areas shall be maintained in a manner that prevents dust from adversely
impacting adjoining properties and right(s) -of -way.
G. No outdoor recreational facilities, including fields, shall be permitted in required
setback.
H. Adequate, handicap accessible restroom facilities must be provided.
1. Failure to meet the regulations above, and /or proposals in excess of the above
regulations shall follow the requirements for "Recreational Facilities ".
Race Track
A. The amount of noise generated shall not disrupt the activities of the adjacent land
uses.
B. Adequate parking must be provided so as not to interfere with the surrounding
properties.
1. This shall hereby prohibit the use of public right(s) -of -way for overflow
parking.
2. No parking signs shall be posted along property line(s) adjacent to the

public right(s) -of -way in accordance with NC OT standards and must be
shown on the required site plan.
3. parking spaces shall be a minimum of fifty (50) feet from all residential
structures.
C. All unpaved areas shall be maintained in a manner that prevents dust from adversely
impacting adjoining properties and right(s) -of -way.
D. Adequate measures must be taken, and demonstrated on required site plan, to
ensure spectator safety, including but not limited to safety fencing.
E. Structures or facilities for use by the general public and /or participants must be
constructed to the North Carolina Building Code.
I Structures or facilities shall be constructed a minimum of fifny (50) feet from any
residentially zoned or used lot.
G. Adequate, handicap accessible restroom facilities must be provided.
Recreational Day Camp
A. Swimming facilities shall be protected by a fence in accordance with the County's
regulations.
1. Facilities adjacent to residential zoning or use shall be screened form view
using techniques in the `Buffer" section of this Ordinance.
2. Indoor facilities shall be separated and secured from the rest of the facility.
B. All unpaved areas shall be maintained in a manner that prevents dust from adversely
impacting adjoining properties and right(s) -of -way.
C. Structures or facilities shall be constructed a minimum of fifty (50) feet from any
residentially zoned or used lot.
D. Adequate, handicap accessible restroom facilities must be provided.
Shooting Range
A. The amount of noise generated shall not disrupt the activities of the adjacent land
uses.
B. Structures or facilities shall be constructed a minimum of fifty (50) feet from any
residentially zoned or used lot.
C. For indoor facilities, the facility shall, to the maximum extent feasible, lie designed
to meet the standards for indoor shooting ranges as established by the National
Rifle Association.
D. For outdoor facilities, all backstops shall meet the following requirements:
1. The design of the backstop shall be as approved by the National Rifle
Association.
2. Shall be constructed a minimum of 500 feet from all residential structures
located to the rear and /or side of the backstop.
3. Backstops shall be constructed of a material that will allow the shot to
penetrate and not pass through. It shall be a minimum thickness of two (2)
feet and maintained at a height of four (1) feet above the target.
E. Security fencing, a minimum of six (0) feet in height, shall be provided along the
entire boundary of the area used for shooting range to prevent an individual from
crossing onto the property.
F. Adequate, handicap accessible restroom facilities must be provided.
Turkey Shoot, Temporary/Seasonal
A. Applicant shall obtain a Temporary Land Use Permit and provide a sketch plan at
the time of application.

B. The amount of noise generated shall not disrupt the activities of the adjacent land
uses.
C. Adequate parking must be provided so as not to interfere with the surrounding
properties.
I. This shall hereby prohibit the use of public right(s)-of-wap for overflow
parking.
2. Parking spaces shall be a minimum of fifty (5) feet from all residential
structures.
D. All unpaved areas shall be maintained in a manner that prevents dust from adversely
impacting adjoining properties and right(s) -of -way.
E. No turkey shoot shall be permitted within the required setback.
F. All turkey shoots shall be established with the line of fire perpendicular to and away
from the right(s) -of -way.
G. All backstops shall meet the following requirements:
I. The design of the backstop shall be as approved by the National Rifle
Association.
2. Backstops shall be constructed of a material that will allow the shot to
penetrate and not pass through. It shall be a minimum thickness of two (2)
feet and maintained at a height of four (4) feet above the target.
H. Structures or facilities shall be constructed a minimum of fifty (50) feet from any
residentially zoned or used lot.
I. Structures or facilities for use by the general public and /or participants shall be
constructed to the North Carolina Building Code.
J. Turkey shoots shall be permitted for a period of time not to exceed 180 clays in a
given year.
K. Adequate, handicap accessible restroom facilities must be provided.
ARTICLE XVI. DEFINITIONS
Athletic fields. Private- Privately owned and operated facility that provides outdoor
recreational fields for football, baseball, softball, and /or soccer.
Health &T raining Center (Indoor & Outdoor) - An establishment that provides facilities for
aerobic exercises, running and jogging, exercise equipment, game courts, swimming facilities,
and saunas, showers, massage rooms, and lockers. Health & training centers may also
include facilities to assess individual's nutritional and fitness levels, instructs them on the
proper way to perform exercises, conducts individual and /or small group training at
designated times, and advises individuals on their dietary needs. Such establishments are
usually open only to members and their guests.
Race Track- An establishment either open to the public or organized groups, including both
indoor and outdoor facilities, whereby participants race on a designated track and may or
may not include a designated area for spectators. Race track uses include, but are not limited
to, the following: radio controlled (RC) vehicles, motor vehicles, go- karts, all- terrain vehicles,
animals, and other similar uses.
Recreational Day Camp- A camp providing care and recreational activities for participants,
typically children, for a minimum of four (4) consecutive days and usually during the
summer months.

Recreational Facility. Indoor- A permanent structure containing facilities for recreational
activities including but not limited to: tennis, platform games, swimming, exercise rooms,
handball, and /or similar activities, all of which shall be performed indoors.
Shooting Ranee - A specialized facility, either indoor or outdoor, designed with targets for
rifle or handgun firearm practice. Each facility is typically overseen by one (1) or more
supervisory personnel who is responsible for ensuring that gun safety rules are followed at all
times.
Turkey Shoot, Temporary /Seasonal- An establishment catering to guests who participate in
a marksmanship contest using targets with compensation offered as a prize.
