ORDINANCE AMENDING AN ORDINANCE ENTITLED
PERSONNEL ORDINANCE FOR HARNETT COUNTY, NORTH CAROLINA
ADOPTED JANUARY 6, 1997
WHEREAS, the Harnett County Board of Commissioners adopted an ordinance on
January 6, 1997 entitled "Personnel Ordinance for Harnett County, North Carolina "; and
WHEREAS, this Board is of the opinion that the amendment set forth below is necessary
to the clear and efficient working of the ordinance.
NOW, THEREFORE, BE IT ORDAINED that Article III, The Pay Plan, Section 9.
Overtime, E. Compensatory time, (1) and (2)(a) is hereby. amended and replaced with
amended Article III, Section 9, E (1) and (2)(a) as provided below.
Section 9. Overtime
E. Compensatory time:
(1) Exempt employees. Exempt Department Heads (Directors, Elected
Officials, Administrators and Officers) are provided a salary for the mission requirements
of their respective organizations. This salary is full remuneration for their services and
Harnett County will not provide compensatory time to exempt Department Heads.
Administrative and Professional exempt employees required to work overtime shall
receive compensatory time off at the rate of one (1) hour for each hour of overtime
worked. Employees who are Administrative and Professional Exempt will be paid for all
overtime hours accrued in excess of 80 hours at the regular hourly rate. All hours or
accrued compensatory time in excess of forty (40) hours as of December 315` of each year
shall be converted to annual leave. Each two -hour period of compensatory time or
fraction thereof shall be converted into one - quarter (1 /4) day of annual leave. In the
event that an exempt employee is terminated, they shall be paid for accrued
compensatory time up to two hundred and forty (240) hours at the regular rate.
(2) Non - exempt employees.
(a) Regular work schedule employees. Employees required to
work overtime shall receive compensatory time off. The compensatory time shall be
computed at one and one -half (I and ! /2) hours for each hour of overtime worked. Non-
exempt employees who accrue compensatory time in excess of 80 hours shall be paid
overtime pay. In the event that a Non - exempt employee accrues compensatory time in
excess of two hundred and forty (240) hours or four hundred and eighty (480) as
appropriate, they shall be paid overtime pay. In this case, overtime pay shall be
computed on an hour- for -hour basis for each hour of excess compensatory time.
The above ordinance amendment will be effective July 1, 1999.
