Minutes of Regular Meeting
October 18, 1999
The Harnett County Board of Commissioners met in regular session on Monday, October
18, 1999, in the County Administration Building, 102 East Front Street, Lillington, North
Carolina.
Members present: Dan B. Andrews, Chairman

Chairman Andrews called the meeting to order at 7 :00 p.m. and Commissioner Hill led
the pledge of allegiance and prayer.
Commissioner Titchener moved to approve the agenda as published with additions to the
consent agenda as listed below. Commissioner Bowden seconded the motion and it
passed unanimously.

assist in the purchase of property adjacent to the current facility.

SITE LEASE
DEED FOR RECONV. II. Deed for reconveyance of three school sites to the Harnett County Board of
THREE SCHOOL SITES Education. The school sites, Gentry, Western Harnett High School, and the Coats-
Erwin Middle School had been titled to the County in order to take advantage of the
statutory process of sales and use tax refunds. In N.C. General Statute ~ 105-
164.14( c )(2b) local school administrative units were added to the list of governmental
entities that can apply for the sales and use tax refund. The Superintendent of
Schools made a formal request that a deed be executed and recorded in order to
clearly show that these real property tracts with improvements are owned by the
Harnett Board of Education.

Chairman Andrews called to order a public hearing on a new road name list for E-911.
Clint Williams, E-911 Coordinator, presented the list of road names and stated that the
PUBLIC HEAR. purpose of the public hearing was to obtain comments from the public regarding the road
ROAD NAMES names. No comments were offered and Chairman Andrews closed the public hearing.
Commissioner Bowden moved to approve the road name list as presented and a
resolution regarding a road name change. Commissioner Hill seconded the motion and it
passed unanimously. (Attachment 5)
HEALTH DEPT. Wayne Raynor, Health Director, presented and discussed requests from the Health
. NEW POSITIONS Department for the creation of positions related to grant awards and program expansions.
The requests would not require additional County funds. Commissioner Titchener moved
to approve the requests as presented. Commissioner Hill seconded the motion and it
passed unanimously. (Attachment 6)
Departmental reports were filed with the Board from Emergency Medical Service,
Economic Development, Environmental Health, Planning/Inspections/Housing,
Emergency Management/Fire Marshal, Sheriffs Department, and the Tax Attorney's
report (Attachment 7).
In the County Manager's report, Mr. Emory reported on the following items:
1. The Emergency Operations Center was activated for Hurricane Irene over the
weekend. He thanked employees that manned the EOC and shelters during
Hurricane Floyd and ones who volunteered after the hurricane to assist
counties in the eastern part of the state that were devastated by the flood.
2. Land use meetings will be held in each township south of the Cape Fear
River. The first one will be Upper little River, at Boone Trail School,
Thursday, 10/21/99 at 7:00 p.m.
3. Census Committee kick-off meeting will be held November 29.
. Neil Emory, County Manager, presented a request from a group led by Ernestine McLean
to use the Anderson Creek Senior Center on Thanksgiving Day to serve dinner to ones
who otherwise would not have a Thanksgiving dinner meal. Commissioner Byrd moved
to approve the request. Commissioner Titchener seconded the motion and it passed
unanimously.
Commissioner Byrd moved that the Board go into closed session for the following
purposes:
1. To consider and discuss a personnel matter.
2. To instruct the County staff concerning the position to be taken by the County
in negotiating a contract for the acquisition of real property.

3. To consider and give instructions to the county Attorney concerning the
following claims:
A. Calvin Geddie v. Thomas Parker File No. 5:98-CV-325-BO(2) U.S.
District Court, Eastern District of N.C. Western Division
B. N.C. Department oflabor, Division of Occupational Safety and Health
Inspection No. 302868815 on Harnett County
4. To discuss matters relating to the location of an industry in Harnett County. .
This motion is made pursuant to N.C. General Statutes ~ 143-318.11(a)(6),(5),(3) and (4).
Commissioner Titchener seconded the motion and it passed unanimously.
Commissioner Byrd moved to amend the motion to go into closed session to include:
To consider and give instructions to the County Attorney concerning the
following claim: Larrv Johnson v. County of Harnett.
Commissioner Bowden seconded the motion and it passed unanimously.
Commissioner Byrd moved for the Board to come out of closed session. Commissioner
Hill seconded the motion and it passed unanimously.
There being no further business, Commissioner Byrd moved to adjourn. Commissioner
Bowden seconded the motion and it passed unanimously. The Harnett County Board of
Commissioners' regular meeting, October 18, 1999, duly adjourned at 9:30 p.m.

WESTERN HARNETT & JOHNSONVILLE SCHOOL SEWER EXTENSION
PROJECT
DESIGN PHASE
BE IT ORDANINED by the Board of Commissioners of Harnett County, North Carolina.
. sitting as the governing board of Harnett County.
Section I. This project will consist of the construction of approximately 38,000 linear
feet of forcemain and four pump stations to provide sewer service to the campuses of
Western Harnett High and Middle School and the new Johnsonville school on Buffalo
Lakes Road. Country Place and portions of the Buffalo Lakes subdivisions will also be
served by this project. The wastewater will be treated at the Carolina Lakes plant and the
residuals will be land applied at the current spray field site. This project will provide the
County with a valuable wastewater presence in this growing area of the County.
Section II. The design portion of this project will be funded from the Harnett County
Department of Public Utilities' General Fund.
Section III. The following amounts are hereby appropriated for this project:
Engineering $76.000
Legal/Admin. $14.000
Contingency $10.000
TOTAL $100,000
Section IV. It is estimated that the folIowing revenues will be available for the design
phase:

RESOLUTION
WHEREAS, Lead Regional Organizations have established productive voluntary working
relationships with municipalities and counties across North Carolina; and
WHEREAS, the 1999 General Assembly recognized this relationship through the
appropriation of $990,000 for each year of the biennium to help Lead Regional Organizations
assist local governments with grant applications, economic development, community development,
and to support local industrial development activities and other activities as deemed appropriate
. by localgovenunents; and
WHEREAS. these funds are not intended to be used for payment of member dues or
assessments to a Lead Regional Organization or to supplant funds appropriated by the member
gove..~u~nts; and
WHEREAS, in the event that a request is not made by the County of Harnett for release of
these funds to the Lead Regional Organization. the available funds will revert to the State's general
fund; and
WHEREAS, in Region "M". funds in the amount of $55,000 will be used br local technical
assistance and other local economic development projects;
NOW, THEREFORE BE IT RESOLVED, that the Harnett County Board of Commissioners
requests the release of its share of these funds, $12.723.09, to Mid-Carolina Council of
Governments at the earliest possible time in accordance with the provisions of state law.

The following consent agenda items were approved by the Harnett County
Board of Health on September 30, 1999.
A. Establish RN position for School Alliance -
The health department is requesting that the contract RN position
vacated recently by Betty Juberg become an established full time RN
position in support of the School Alliance Project in Dunn. Full funding
for the position is available through a Duke Endowment Grant for the
1999-2000 school year. (At't..v.~tely $38,000)
B. Consider Smart Start funded positions -
The Harnett County Partnership for Children (HCPC) approved funding
for four positions within the health department to assist in the effort to
ensure that Harnett County preschoolers are healthy and ready to learn .
when entering school. The positions are: 1) Immunization Outreach
Worker; 21 Public Health Educator; 3) LPN "Immunization Nurse"; and
4) Breastfeeding Peer Counselor. Full funding will be provided by the
North Carolina Partnership for Children (Smart Start). ($88,292.00)
C. Consider Half Time Mid Level Practitioner Contract -
Authorize the health department to enter into a contract with Western
Medical Group for a 20 hour per week midlevel position (Physician
Assistant or Nurse Practitioner) to begin Adult Primary Care at the
department. This will enhance adult health service delivery and offer
Adult "Carolina Access" similar to the current pediatric se~ces. Full
funding will be provided by receipts generated through the Adult Health
and Pediatrics Clinic. (Approximately $40,000 (year).
