Members present: Dan B. Andrews, Chairman . Beatrice Bailey Hill, Vice Chairman Joseph T. Bowden Teddy 1. Byrd Walt Titchener Staff present: Neil Emory, County Manager Wm. A. (Tony) Wilder, Assistant County Manager Dwight W. Snow, County Attorney Kay S. Blanchard, Clerk to the Board Chairman Andrews called the meeting to order at 7 :00 p.m. and Commissioner Titchener led the pledge of allegiance and prayer. Chairman Andrews presented a resolution to Marvin Marshall honoring his service on the CCCC Board of Trustees. Commissioner Titchener moved for changes to the published agenda as listed below. Commissioner Bowden seconded the motion and it passed unanimously. - Move item regarding citizen's request to address the board to follow informal comments - Add a budget amendment and a contract for water and sewer for the . Harnett County Airport. Upon motion by Commissioner Hill and seconded by Commissioner Bowden, the Board unanimously approved the following items on the consent agenda: 1. Teresa Patterson, Rosser Pittman Rd., expressed concerns with some procedures of the Planning Board and Planning Department, and asked for clarification concerning the volunteer petition process for zoning. Jennifer Walker, Director, Cooperative Extension, introduced two new 4-H agents: - Bridget Wiley, Community 4-H Program - Connie Green, After School Enrichment Program Commissioner Byrd moved for the appointments listed below. Commissioner Titchener seconded the motion and it passed unanimously. -- -- -------------- ~~ 602 Census 200 Comnlete Count Committee Jimmy Raynor Mid-Carolina EMS Council Gary Whitman to fill unexpired term which will expire 6/30/00 Austin Tew for a 3-year term to expire 8/31/02 Chairman Andrews called to order a public hearing on the 201 Wastewater Facilities Plan. Rodney M. Tart, Director, Public Utilities, presented a report regarding the Plan and stated that the purpose of the public hearing is to obtain comments from the public regarding the Plan. Chairman Andrews opened the meeting for public comments. . Tim McNeil, citizen from the western area of Harnett County, asked if there were other wastewater projects ongoing in Harnett County or in future plans. There being no further comments Chairman Andrews closed the public hearing. A copy of the report presented by Mr. Tart is attached to these minutes as Attachment 7. Neil Emory, County Manager, presented a request from the Town of Spring Lake regarding water connection. Commissioner Bowden moved that a letter expressing the County's interest in such a connection be sent to the Town of Spring Lake. Commissioner Hill seconded the motion and it passed unanimously. Neil Emory, County Manager, noted that at the last meeting the Board adopted a resolution endorsing Clean N.C. 2000. In doing so the Board also committed to creating a county-wide organization as well as a local coordinator. Commissioner Titchener moved to authorize the County Manager, Solid Waste Director, and the Environmental Officer to proceed with creation of the required organization. Commissioner Hill seconded the motion and it passed unanimously. Neil Emory, County Manager, noted that during the budget process the Board approved an additional fire inspection position in Emergency Management Services contingent upon municipal participation in the funding of the required salary and ~ benefits. At this point in time four towns have agreed to this proposal. Commission Titchener moved to authorize creation of the position to perform fire inspections in the municipalities with funding to be provided by the participating municipalities. Commissioner Hill seconded the motion and it passed unanimously. Neil Emory, County Manager, reported on Planning and Public Utilities' items addressed at the Board's Retreat, August 13, 1999. Commissioner Byrd made a motion to schedule a public hearing on the proposed Land Use Plan and a public hearing on a proposed 6-month moratorium on development not allowed as a permitted or conditional use under the RA-20R classification. Commissioner Hill seconded the motion. Dwight Snow, County Attorney explained that in accordance with General Statutes, a public notice regarding the public hearings must be published in a newspaper of general circulation within the County once a week for two consecutive weeks prior to the meeting. Attorney Snow noted that the County normally uses The Daily Record and recommends that in addition, the notice be published in newspapers that serve the western area of the County. The Chairman called for a vote and the motion passed unanimously. Both public hearings will be held at the regular Board Meeting, September 7, 1999 at 9:00 a.m. Reports were filed with the Board from Environmental Health, Veterans Affairs, . Economic Develu}'u.ent, Emergency Medical Service, and Landfill billing. There being no further business, Commissioner Bowden moved for adjournment. Commissioner Titchener seconded the motion and it passed unanimously. This project was awarded a $9,992 grant through the Hazard Mitigation Grant Program of the North Carolina ~ivision of Emergency Management. Two bids were received for this project . and are listed below: 1. Hogue Electric $13,643 2. Sanford Electric $17,950 HCOPU recommends the contract be awarded to Hogue Electric at a price ofS13,643. ADOII~D January 6~ 1997 WHEREAS, the Harnett County Board of Commissioners adopted an ordinance on J.anuary 6, 1997 entitled "Personnel Ordinance for Harnett County, North Carolina"; and WHEREAS, this Board is of the opinion that the amendment set forth below is necessary to the clear and efficient working of the ordinance. NOW, THEREFORE, BE IT ORDAINED that Article III, The Pay Plan, Section 9. Overtime, E. Compensatory time, (I) and (2)(a) is h'.....~J amended and replaced with amended Article III, Section 9, E (1) and (2)(a) as provided below. Section 9. Overtime E. Compensatory time: (I) Exempt employees. Exempt Department Heads (Directors, Elected Officials, Administrators and Officers) are provided a salary for the mission requirements of their respective organizations. This salary is full remuneration for their services and Harnett County win not provide compensatory time to exempt Department Heads. Administrative and Professional exempt employees required to work overtime shall receive compensatory time off at the rate of one (I) hour for each hour of overtime worked. Employees who are Administrative and Professional Exempt will be paid for all overtime hours accrued in excess of 80 hours at the regular hourly rate. All hours or accrued compensatory time in excess of forty (40) hours as of December 3151 of each year . shall be converted to annual leave. Each two-hour period of compensatory time or fraction thereof shall be converted into one-quarter (1/4) day of annual leave. In the event that an exempt employee is tenninated, they shall be paid for accrued compensatory time up to two hundred and forty (240) hours at the regular rate. (2) Non-exempt employees. (a) Regular work schedule employees. Employees required to work overtime shall receive compensatory time otTo The compensatory time shall be computed at one and one-half(t and Yz) hours for each hour of overtime worked. Non- exempt employees who accrue compensatory time in excess of 80 hours shall be paid overtime pay. In the event that a Non-exempt employee accrues compensatory time in excess of two hundred and forty (240) hours or four hundred and eighty (480) as appropriate, they shall be paid overtime pay. In this case, overtime pay shall be computed on an hour-for-hour basis for each hour of excess compensatory time. The above ordinance amendment will be effective July 1, 1999.
