HomeMy WebLinkAbout04191999 1--- 46,0 Harnett County Board of Commissioners Minutes of Regular Meeting April 19, 1999 The Harnett County Board of Commissioners met in regular session on Monday, April 19, 1999, in the County Administration Building, 102 East Front Street, Lillington, North Carolina. Members present: Dan B. Andrews, Chairman . Beatrice Bailey Hill, Vice Chairman Joseph T. Bowden Teddy J. Byrd Walt Titchener Staff present: Neil Emory, County Manager Wm. A. (Tony) Wilder, Assistant County Manager Dwight W. Snow, County Attorney Kay S. Blanchard, Clerk to the Board Chairman Andrews called the meeting to order at 7:00 p.m. and Commissioner Hill led the pledge of allegiance and prayer. Commissioner Byrd moved to approve the agenda with the following changes: Add: - F our budget amendments - Capital Outlay amendment for purchase of printer in Administration - Grant pre-application for Sheriffs Department Remove from the consent agenda for discussion, subdivision plat for The Bluffs at Crosslink Commissioner Hill seconded the motion and it passed unanimously. . (Attachment 2) Commissioner Hill noted that there is a potential danger caused by extensive smoking SMOKING IN THE in the Courthouse while citizens are present who are using portable oxygen. The COURTHOUSE county manager will follow up on the matter and report back to the Board. APPOINTMENTS Commissioner Titchener moved for the appointments listed below. Commissioner Hill seconded the motion and it passed unanimously. Three-year terms to expire 4/30/02 Amy Brown Elaine Marshall Jennifer Walker Catherine King Gale Spears THE BLUFFS AT Chairman Andrews asked Dwight Snow, County Attorney, for comments concerning CROSSLINK the subdivision plat for The Bluffs at Crosslink. Mr. Snow noted concern the Board had with potential liability regarding the dam/spillway area. The County will not be liable since State regulations apply only when a dam reaches a certain height. The dam in question does not reach that height. There was also concern regarding long term maintenance of the dam. The homeowners and the developer share responsibility until all lots are sold, then the homeowners will be responsible. There will be restrictions stated in the title. After discussion by the Board, Commissioner Titchener moved to approve The Bluffs at Crosslink subdivision plat. Commissioner Byrd seconded the motion and it passed unanimously. P.H. ZONING ORD. Chairman Andrews called to order a public hearing on a proposed Zoning Ordinance AMENDMENT text amendment regarding sign requirements. Lori Tomaszewski, Chief Planner, presented the proposed amendment. Chairman Andrews opened the meeting for comments from the public. No comments were offered and Chairman Andrews close. the public hearing. Commissioner Byrd moved to approve the Resolution Amending the Harnett County Zoning Ordinance Text. Commissioner Titchener seconded the motion and it passed unanimously. (Attachment 3) CONTRACT WITH T.M.A. Neil Emory, County Manager, informed the Board that due to the increased demand in TAX OFFICE BUSINESS the Tax Office for business audits, cu...':'ut staffing can not meet the workload. To AUDITS address the problem, he, along with the Tax Administrator, recommend contracting with T.M.A. to provide audit services for larger accounts. Other audits will be dealt with by existing staff. Commissioner Hill moved to authorize the contract with T.M.A. Commissioner Bowden seconded the motion and it passed unanimously. -------~ --~---------- ;. ,;:, '..~. Temporary clerk position to help restart the internal tax audit process. A permanent position has been requested in the upcoming budget. 2. Use of Campbell University students as part-time audit interns. 3. To begin the process on re-measuring of homes and buildings. Commissioner Bowden moved to approve the transfer of existing funds for the purposes noted. Commissioner Titchener seconded the motion and it passed unanimously. . Neil Emory, County Manager, stated that during the coming year the County will need CENSUS 2000 to increase efforts to raise awareness of the upcoming census. To begin this process the Board has adopted the appropriate resolutions and agreements and has created a Complete Count Committee. Additional committee appointments will be considered at the next Board meeting and the County will begin work with the towns to promote census participation during the coming year. PROCLAMATION Neil Emory, County Manager, presented for the Board's consideration a proclamation COUNTY GOVERNMENT regarding County Government Week, April 18-24. Commissioner Titchener moved WEEK for adoption of the proclamation. Commissioner Hill seconded the motion and it passed unanimously. (Attachment 4) Neil Emory, County Manager, reported on the following items: 1. V olunteer Center start-up grant application - Commissioner Bowden moved to authorize submission of the application. Commissioner Hill seconded the motion and it passed unanimously. 2. One Stop JobLink Center - The center will be located in the current ONE STOP JOBLINK CENTER Department of Human Resources office. Staff is looking into adding office . space to the existing building to house this program. The program will pay rent to the County. 3. Proposed Research Triangle regional sales tax levy - The County Manager REGIONAL SALES TAX will ask local legislators about the time frame for inclusion in the regional sales tax bill. Departmental reports were filed with the Board from Emergency Medical Service, Economic Development, Planning & Inspections, Environmental Health, Fire Marshal/Emergency Management, Sherifr s Department, and Intra-Departmental Budget Amendments. (Attachment 5) . Commissioner Hill moved for the Board to go into closed session for the following purposes: 1. To consider and discuss a personnel matter 2. To instruct the County Staff concerning the position to be taken by the County in negotiating the transfer of certain real property 3. To consider and give instructions to the County Attorney concerning the handling of a claim. This motion is made pursuant to N.C. General Statute Section 143-318.12(a)(4)(5) & (6). Commissioner Andrews seconded the motion and it passed unanimously. . Commissioner Hill moved for the Board to come out of closed session. Commissioner Byrd seconded the motion and it passed unanimously. ADJOURNMENT There being no further business, Commissioner Bowden moved for adjournment. HARNEIT COUNTY, NORTH CAROLINA A RESOLUTION AMENDING THE HARNETT COUNTY ZONING ORDINANCE TEXT WHEREAS, the Board of Commissioners of Harnett County adopted a Zoning Ordinance on July 18, 1988 for the purpose of promoting the health, safety, and general welfare of the county residents; and . WHEREAS, this ordinance was adopted under authority gmnted by the General Assembly of the State of North Carolina, particularly G.S. 153A-340; and WHEREAS, the Zoning Ordinance contains provisions for amending said ordinance and those provisions have been followed; and WHEREAS. the Harnett County Planning Board has reviewed the amendment to Article IX, Section 1.9 of the Zoning Ordinance and recommends the adoption of the following amendment.
