HARNETT COUNTY BOARD OF COMMISSIONERS' REGULAR SESSION, AUGUST 20, 1990,
I The Harnett County Board of Commissioners met in regular session on Monday,
August 20, 1990, in the County Office Building, Lillington, North Carolina, with
the following ~embers present: Rudy Collins, Bill Shaw, Mack Reid Hudson, Mayo
Smith, and Chairman Lloyd G. Stewart presiding. Others present were Dallas H.
Pope, County Manager; Vanessa W. Young, Clerk to the Board; and Kay S.
Blanchard, Recording Secretary.
Chairman Stewart called the meeting to order at 7:00 p.m.
Commissioner Bill Shaw offered the invocation.
MINUTES APPROVED Commissioner Hudson moved for the approval of the minutes of the regular
meeting, August 6, 1990. Commissioner Collins seconded the motion and it passed
with a unan~us vote.
RESOLUTION OF Commissioner Smith moved for the adoption of a resolution of commendation for
COMMENDATION FOR Bobby L. Wicker, Tax Administrator. Commissioner Shaw seconded the motion and
BOBBY L. WICKER, it passed with a unanimous vote. Chairman Stewart presented the resolution of
TAX ADMINISTRATOR commendation to Mr. Wicker. The resolution is copied in full at the end of
these minutes dated August 20, 1990, as document no. 1.
BOBBY L. WICKER Commissioner Shaw moved that in accordance with Article 16 of the N.C. Gen. Sta.
APPOINTED AS TAX that Bobby L. Wicker be appointed as Tax Administrator with duties of Tax
ADMINISTRATOR Collector and Tax Assessor of Harnett County, North Carolina, for a period of
two years. Commissioner Smith seconded the motion and it passed with a
unanimous vote. Chairman Stewart administered the Oath of Office to Mr. Wicker.
The Oath of Office is copied in full at the end of these minutes dated August
20, 1990, as document no. 2.
PLAN FOR SERVICING Margaret Hardee, Area Agency on Aging Administrator, briefed the Board on the
I OLDER ADULTS planning process for the County program servicing older adults and presented the
Plan for County Service Priorities and Issue Identification as developed by the
Area Agency on Aging. Commissioner Shaw moved that the plan be approved as
presented by Ms. Hardee and that the Area Agency on Aging continue to provide
Aging planning services for the Harnett County program. Commissioner Smith
seconded the motion and it passed with a unanimous vote.
DISCHARGE OF FIRE Mr. Roger Ward presented a proposal to the Board concerning the discharge of
ARMS ALONG ROADWAYS fire arms along roadways for the purpose of hunting in Harnett County. He
FOR HUNTING PURPOSES proposed that a local bill for Harnett County be developed or an existing local
bill which has been passed involving other counties which restricts hunting from
discharging fire arms along county roadways. The Chairman thanked Mr. Ward for
his presentation concerning discharge of fire arms by hunters along Harnett
County roadways and indicated the Board would take the matter under
consideration.
PRESENTATION OF Pam Williams, Planning Department, presented the Housing Section of the proposed
HOUSING SECTION OF County Comprehensive Plan.

Carla Stephens, Planning Director, briefed the group that there would be four

ROAD NAME CHANGES of the public hearings was to obtain public comments concerning the proposed
road name changes.
LOLA COATS Chairman Stewart called to order a public hearing on a Road Name Change
Application for Lola Coats, S.R. 1514 (unpaved section), Neil's Creek Township,
current road name: Elliott Johnson Road, requested name: Dry Creek Road. Ms.
Stephens presented the application to the Board. Chairman Stewart opened the
meeting for public comments. The following citizen provided comments:

road name: Hester Road, requested road name: Old Mill Road. Ms. Stephens
JONATHAN V. GRIFFIN presented the application to the Board. Chairman Stewart opened the meeting for
public comments. The following citizen provided comments:

PUBLIC HEARING RE: Chairman Stewart called to order a public hearing on a Road Name Change I
ROAD NAME CHANGE Application for Claude Lee White, S. R. 1001, Johnsonville Township, current
road name: Edwards Road, requested road name: Claude White Road. Ms. Stephens
CLAUDE LEE WHITE presented the application to the Board. Chairman Stewart opened the meeting for
public comments. No comments were offered and Chairman stewart closed the
public hearing concerning application for proposed road name change for Claude
Lee White.
APPLICATIONS FOR The Board considered the following applications for road name changes:
ROAD NAME CHANGES
1. Lola Coats, S.R. 1514, from Elliott Johnson Road to Dry Creek Road.
The Planning Board recommended approval of the application.
LOLA COATS Commissioner Collins made a motion to change the name of the unpaved
section of S.R. 1514 (west of intersection with S.R. 1513) to Dry Creek
Road. Commissioner Smith seconded the motion and it passed with a
unanimous vote.
2. W. J. Cotton, S.R. 1575, from Cyrus Matthews Road to Neil Smith Road.
The Planning Board recommended approval of the application.
w. J. COTTON Commissioner Collins moved for the approval of the road name request.
Commissioner Smith seconded the motion and it passed with a unanimous
vote.
3. Jonathan V. Griffin, S.R. 1453, from Hester Road to Old Mill Road.
The Planning Board recommended approval of the application.
Commissioner Collins moved for the approval of the road name request.
JONATHAN V. GRIFFIN Commissioner Hudson seconded the motion and it passed with a unanimous
vote.
4. Claude Lee White, S.R. 1001, from Edwards Road to Claude White Road.
The Planning Board recommended approval of the application. I
CLAUDE LEE WHITE Commissioner Smith moved for the approval of the road name request.
Commissioner Shaw seconded the motion and it passed with a unanimous
vote.
5. John C. Griffin, Jr., S.R. 1452, from Truelove Road to Austin Road.
The public hearing on this road name request application was held on
July 23, 1990. The Planning Board recommended approval of the
JOHN C. GRIFFIN, JR. application. Commissioner Collins moved for the approval of the road
name request. Commissioner Smith seconded the motion. After
discussion of the road name request, Commissioner Collins rescinded his
motion to approve the request and moved that the matter be sent back
to the Planning Board for further evaluation and recommendation.
Commissioner Hudson seconded the motion and it passed with a unanimous
vote.
PUBLIC HEARING RE: Chairman Stewart called to order a public hearing on a Zoning Change Request
ZONING CHANGE REQ. Application for Hubert Blackmon, from Commercial Zoning District to RA-20 Zoning
District, Lillington Township, S.R. 2034, 7.47 acres. Carla Stephens explained
HUBERT BLACKMON the purpose of the public hearing was to obtain public comments concerning the
proposed zoning district changes. Ms. Stephens presented the application to the
Board. Chairman Stewart opened the meeting for public comments. The following
citizen provided comments:

There being no further comments, Chairman Stewart closed the public hearing on
Zoning change request for Hubert Blackmon.
APPLICATION FOR The Board considered the following application for zoning district change:
ZONING DISTRICT I
CHANGE 1. Hubert Blackmon - from Commercial Zoning District to RA-20m Zoning
District. The Planning Board recommended approval of the application.
HUBERT BLACKMON Commissioner Shaw moved for the approval of the zoning district change
application request. Commissioner Collins seconded the motion and it
passed with a unanimous vote.
REAPPOINTMENTS Commissioner Hudson made a motion to reappoint the following members of the

Commissioner Collins seconded the motion and it passed with a unanimous vote.
ORDINANCE AMENDING Carla Stephens, Planning Director, presented an Ordinance Amending an Ordinance
ZONING ORDINANCE entitled Zoning Ordinance for Harnett County, adopted July 18, 1988.
Commissioner Smith moved for the adoption of the Ordinance Amendment.
Commissioner Shaw seconded the motion and it passed with a unanimous vote. The
ordinance is copied in full in the Harnett County Ordinance Book 1, page 324.
RESOLUTION RE: SALE Jerry Blanchard, Procurement Director, presented a resolution concerning sale of
I OF LAW LIBRARY REF. Law Library reference books. Commissioner Hudson moved for the adoption of the
BOOKS resolution. Commissioner Shaw seconded the motion and it passed with a
unanimous vote. The resolution is copied in full at the end of these minutes
dated August 20, 1990, as document no. 3.
Wayne Faircloth, Human Resources Director, presented for consideration a
PROCLAMATION RE:
CAPITAL AREA JTPA Proclamation concerning "Capital Area JTPA Alumni Week". Commissioner Collins
ALUMNI WEEK moved for the adoption of the proclamation. Commissioner Shaw seconded the
motion and it passed with a unanimous vote. The proclamation is copied in full
at the end of these minutes dated August 20, 1990, as document no. 4.
BRIEFING RE: PROPOSED Dallas H. Pope, County Manager, briefed the Board and those attending the
AMBULANCE SERVICE ORD. meeting that the proposed Ambulance Service Ordinance was still under review by
the rescue and medical services county units and the county staff. He also
indicated comments could be received by the Board at this time based on the
agenda item concerning the proposed Ambulance Service Ordinance . The Chairman
then asked for any public comments concerning tne proposed ordinance. General
comments were provided by Louis Joseph, Billy Hobbs, Stan Dempsey, and Keith
McLeod.
AGREEMENTS WITH 18 Commissioner Hudson moved that Agreements between Harnett County and the
SPECIAL DISTRICTS following 18 Special Districts located within the County be approved in
accordance with the provision of N.C. Gen. Sta. 69 and N.C. Gen. Sta. 13(a).
Commissioner Shaw seconded the motion and it passed with a unanimous vote.

DELETION FROM Commissioner Hudson moved that Section 5. Retirement Aqe, under Chapter VII,
PERSONNEL ORDINANCE titled "Separation, Disciplinary Action and Reinstatement" of the Harnett County
Personnel Ordinance, dated July 18, 1988, be deleted in its entirety.
Commissioner Shaw seconded the motion and it passed with a unanimous vote. W.
Glenn Johnson, County Attorney, stated that because of federal law the above
referenced section is no longer applicable. '
1991 HOLIDAY SCHEDULE Commissioner Smith moved that the 1991 Holiday Schedule for County employees be
approved. Commissioner Collins seconded the motion and it passed with a
unanimous vote. The 1991 Holiday Schedule is copied in full at the end of these
minutes dated August 20, 1990, as document no. 5.
REPORTS The following monthly reports for July were filed with the Board: Fire
Marshal, Industrial Development, Health Department, Planning Department, and
Department of Social Services. Bobby Wicker, Tax Administrator, reported on
activities of the Tax Department.

RECOGNITION PROGRAM Commissioner Smith moved that the County Manager be directed to implement a
FOR ARMED FORCES IN program of recognition of armed forces in the Middle East. Commissioner Hudson
MIDDLE EAST seconded the motion and it passed with a unanimous vote.

BUDGET AMENDMENTS Dallas H. Pope, County Manager, requested the following budget amendment for
Public utilities (Northwest):
Code 60-9010-030 Engineering Fees 9,148. increase
60-9010-050 Meters 6,000. increase
60-9010-080 Contingency 15,148. decrease
Commissioner Shaw moved for the approval of the budget amendment. Commissioner
Hudson seconded the motion and it passed with a unanimous vote.
Dallas H. Pope, County Manager, requested the following budget amendment for I
Planning & Inspections:
Code 10-7200-003 Salaries & Wages, Part-time 710. increase
10-7200-005 FICA Tax Expense 55. increase
Revenue: 10-3990-000 Fund Balance Appropriated 765. increase
Commissioner Hudson moved for the approval of the budget amendment.
Commissioner Shaw seconded the motion and it passed with a unanimous vote.

Collins seconded the motion and it passed with a unanimous vote.

Governing Body:
Code 10-4100-151 Rape Crisis 25,000. increase
Revenue: 10-3480-077 Rape Crisis (grant) 25,000. increase
Commissioner Collins moved for the approval of the budget amendment.
Commissioner Smith seconded the motion and it passed with a unanimous vote.

Administration:
Code 10-4200-074 Capital Outlay-Equipment 3,600. increase I
Revenue: 10-3990-000 Fund Balance Appropriated 3,600. increase
Commissioner Hudson moved for the approval of the budget amendment.
Commissioner Shaw seconded the motion and it passed with a unanimous vote.
RESOLUTION RE: Dallas, H. Pope, County Manager, presented a resolution concerning the Airport
AIRPORT POWERLINE Powerline Relocation Project. Commissioner Smith moved for the adoption of the
RELOCATION PROJECT resolution. Commissioner Hudson seconded the motion and it passed with a
unanimous vote. The resolution is copied in full at the end of these minutes
dated August 20, 1990, as document no. 6.

"CAPITAL AREA JTPA ALUMNI WEEK"
I WHEREAS, the federally funded Job Training Partnership Act (JTPA) is an
effective program for assisting school dropouts, welfare recipients, unskilled
adults, disadvantaged youth, dislocated workers and others who face serious
barriers to employment:
WHEREAS, the members of Congress, the press and our community should be
informed of the positive impact JTPA has on the lives of our fellow citizens:
WHEREAS, all partners in the JTPA system (federal, state and local
governments, business, labor, education, community-based organizations and
service providers) must assume an active role in effectively communicating the
success of the program;
WHEREAS, JTPA Alumni (individuals who have successfully completed the
program) who have overcome their barriers to employment and are now productive
members of our community are the best advocates for the program;
WHEREAS, it is the desire of the Harnett County Board of Commissioners to
officially recognize the achievements of Wake, Johnston and Harnett Counties'
JTPA Alumni and to support the program;
NOW, THEREFORE, WE, THE HARNETT COUNTY BOARD OF COMMISSIONERS, do hereby
proclaim August 27 through September 3, 1990,

RESOLUTION
THAT WHEREAS, a grant in the amount of $31,999 has been approved
by the N.C. Department of Transportation based on a total estimated cost
of $639,991 for project number 9.9001532; and
WHEREAS, an amount equal to or greater than 50% of the total project
cost has been appropriated by the Sponsor for this Project.
NOW THEREFORE, BE IT RESOLVED that the Chairman of the Harnett County
Board of Commissioners of the Sponsor be and he hereby is authorized and
empowered to enter into a Grant Agreement with the Department, thereby
binding the Sponsor to the fulfillment of its obligation incurred under this
Grant Agreement or any mutually agreed upon modification thereof.
