HomeMy WebLinkAbout02051999 -- -----.~_-,'---_c_---"---.,_,--_ 399 HARNETT COUNTY BOARD OF COMMISSIONERS Minutes of Special Meeting February 5, 1999 The Harnett County Board of Commissioners met in special session on Friday, February 5, 1999, in the County Admini"(..,,Gon Building, 102 East Front Street, Lillington, North Carolina. . Members present: Dan B. Andrews, Chairman Beatrice Bailey Hill, Vice Chairman Joseph T. Bowden Teddy J. Byrd Walt Titchener Staff present: Neil Emory, County Manager Dwight W. Snow, County Attorney Vanessa W. Young, Finance Officer Kay S. Blanchard, Clerk to the Board Chairman Andrews called the meeting to order at 10:00 a.m. and Commissioner Hill led the pledge of allegiance and prayer. Chairman Andrews reported to the group that the county manager, public utilities director, and two commissioners met with Town of Lillington officials Thursday, February 4th and discussed the proposed regional wastewater plan. The project is on- going and the Board of Commissioners will meet with the Town Board next week to consider the proposed agreement. The meeting Thursday night was very positive. Commissioner Teddy Byrd stated that the proposed regional wastewater plan will . affect the citizens for a long term, perhaps 40 or 50 years. With a coalition of two towns, a university and the County, when we come together and make this agreement, then we will have done something of substance, something we can look back on and say "We really did make a difference for the long term of this County, for our children and for our grandchildren". Commissioner Byrd also feels that the meeting with the Town of Lillington officials Thursday night was very positive. We need to thank the people of the State of North Carolina for passing the bond referendum. Commissioner Byrd is proud to be a part of the process during this time and looks forward to a successful completion of the project. Neil Emory, County Manager, agreed that this is a once in a lifetime opportunity and , there is a window of time to submit the grant applications. He stated that we have a good project for regionalization and that the Board of Commissioners and the Town Board of Lillington will meet jointly in the next two weeks to finalize the grant application. Rodney Tart, Public Utilities Director, stated that we have a strong application because the proposed project is regional which would eliminate one discharge into the Cape Fear River, our water source. Any time you can show the State that you are doing something positive to the water supply, that carries a lot of merit. The State is also aware of the attempts that have been made over the last ten years of trying to get . this project up and going. Mr. Tart feels very positive that this project will rank very high and will be approved. Chairman Andrews thanked Hank Dunbar, Campbell University staff member, and Marshall Woodall, Attorney for the Town of Coats, for attending this meeting. There being no further business, Commissioner Byrd moved for adjournment. Commissioner Bowden seconded the motion and it passed unanimously.
