The applicant requests preliminary approval for Quail Glen subdivision. This is to be developed
in three phases.
REVIEW BY OTHER AGENCIES
The above preliminary plat has been forwarded to Harnett County Public Utilities, Harnett
County E-911, Harnett County Board of Education, Harnett County Health Department, NC
Department of Transportation, and NC Environment and Natural Resources for review and
comments.
INTERCONNECTIVITY
Where, in the opinion of the Planning Board it is necessary to provide for access to an adjoining
property, proposed streets shall be extended by dedication to the boundary of such property.
LANDSCAPE BUFFER
The above preliminary plat will be required to provide a buffer(s) in accordance with Section
5.11 of the Harnett County Subdivision Ordinance. All subdivisions with more than six (6) lots
that have lots that abut a state maintained road shall be required to adhere to the following
streetscape buffer requirements for all lots that adjoin an existing state maintained road:
Developments with lots that abut a major thoroughfare shall be buffered with a minimum thirty
(30) foot buffer measured from the right-of-way.
All minimum thirty (30) foot buffer, for development activities, shall remain along
streams within the Watershed District. (Sect 204 of the Harnett County Water Supply
Watershed Management & Protection Ordinance.)
OPEN SPACE AND RECREATION
Developers may, and are encouraged to, dedicate open spaces for use as recreational areas.
STREET LENGTH
A permanent dead-end street shall not exceed two thousand (2,000) feet in length – measured
from its beginning point on a through street to its end in the center of the turnaround of the cul-
de-sac or the end of a temporary turnaround. Stub out streets or intersecting cul-de-sacs shall not
be points of measurement for dead-end streets.
Cul-de-sacs should not be used to avoid connection with an existing street or to avoid the
extension of an important street, unless exception is granted by the Planning Board.
All of the proposed streets located in proposed preliminary plat comply with the above
requirements.
