HARNETT COUNTY BOARD OF COMMISISONERS Minutes of Regular Meeting November 16, 1998 The Harnett County Board of Commissioners met in regular session on Monday, November 16, 1998, in the County Administration Building, 102 East Front Street, Lillington, North Carolina. Members present: Dan B. Andrews . Beatrice Bailey Hill, Vice Chairman Joseph T. Bowden Teddy J. Byrd Walt Titchener Staff present: Neil Emory, County Manager Wm. A. (Tony) Wilder, Assistant County Manager Dwight W. Snow, County Attorney Vanessa W. Young, Finance Officer Kay S. Blanchard, Clerk to the Board Chairman Andrews called the meeting to order at 7 p.m. and Commissioner Bowden led the pledge of allegiance and prayer. Commissioner Titchener moved to approve the agenda as published with the following changes: add: Cooperative Extension-After School program and additional budget amendments; delete: Tax Releases. Commissioner Hill seconded the motion and it passed unanimously. Authorized payment of salaries for Afterschool Program personnel as noted in SALARIES Attachment 2, as well as salary adjustments for the two lowest paid ChildCare Specialists at Kid's World, Tarsha Buie and Reginia Garrett. (Attachment 2) The employees of the after school programs at Harnett Central Middle School and . United Pentecostal Church had begun work prior to approval by the Board of Commissioners and the Personnel Department. County Manager Neil Emory met with Cooperative Extension Director Jennifer Walker and Finance Officer Vanessa Young in an attempt to resolve the matter. During the meeting, Ms. Young and Mr. Emory expressed to Ms. Walker the importance of acquiring the required approvals and of following proper personnel policies. She assured them that this would be the case in the future and stated that this oversight was due to State pressure to see the program up and running. The Finance Office informed Mr. Emory that grant monies are available to pay the employees. Mr. Emory also noted to Ms. Walker that they had noticed the varying pay scales for employees. He suggested that she work with Personnel to establish a standard pay scale for all employees of the program. Finally, Mr. Emory reviewed with Ms. Walker two pay adjustments for two employees who are paid less than new employees due to grant requirements. A standardized pay plan for the Afterschool Program will be submitted at a future meeting. E-911 ROADNAHES Chairman Andrews called to order a public hearing regarding proposed road names for the E-911 program. Clint Williams, E-911 Coordinator, presented the proposed road names and stated that the purpose of the public hearing was to obtain comments from the public regarding the road names. Chairman Andrews opened the meeting for public comments. No comments were offered and Chairman Andrews closed the . public hearing. Commissioner Titchener moved to approve the road names as presented. Commissioner Hill seconded the motion and it passed unanimously. (Attachment 3) APPOINTIlENTS Commissioner Byrd moved for the following appointments. Commissioner Bowden seconded the motion and it passed unanimously. Harnett Youth Plannimz Board Un Thomas and Marsha Woodall until 12/31/98 SE W & S DISTRICT Neil Emory, County Manager, presented for the Board's consideration, a proposed ENG. AGREEEENT engineering agreement in the amount of $5,500.00 with Marziano and Minier for feasibility studies for the extension of water and sewer lines in the Southeast Water and Sewer District. Commissioner Bowden moved to approve the agreement as presented. Commissioner Byrd seconded the motion and it passed unanimously. SOUTH HARNETT Neil Emory, County Manager, presented for the Board's consideration, a proposal for ATliLETIC FIELDS labor and materials to till, grade, seed and straw athletic fields and surrounding slopes at South Harnett Elementary School. Commissioner Bowden moved to accept the proposal from Stewart's Greenhouses & Nursery in the amount of$17,685.00 for labor and materials to till, grade, seed and straw athletic fields and surrounding slopes. . This motion at't'~vves expenditure and appropriation of necessary funds from contingency. Commissioner Hill seconded the motion and it passed unanimously. Reports were filed with the Board from the Sheriffs Department, General Services, Housing, Economic Development, Emergency Medical Service and Intra- Departmental Budget Amendments (Attachment 4). Neil Emory, County Manager, reported on the following items: I. The Board of Commissioners' Annual Retreat has tentatively been scheduled for December 9th . 2. Joint meeting with the Planning Board for presentation of the proposed Harnett County Land Use Plan has tentatively been scheduled for December 3rd . - -_._----_._---_._-_._.._--~ 1-------- 278 3. Smart Start funding has been approved for Harnett County. 4. Oaths of office for re-elected Commissioners will be held in the Commissioners' meeting room on December 7th . 5. The County has been notified by the State that Greensboro will be temporarily transferring water from the Cape Fear River Basin. CHARTER SCHOOL TO Commissioner Bowden moved to a........vve the use of the old Harnett Production . USE FORMER HPE FACI- Enk.......:se facility for Harnett Early Childhood Academy (charter school). LITIES Commissioner Titchener seconded the motion and it passed unanimously. Chairman Andrews recessed the meeting until the arrival of John McKoy, Chairman PRESENTATION REGARDING of the Board of Elections. PROBLEMS IN THE BOARD OF ELECTIONS Chairman Andrews called the meeting back to order and recognized Mr. McKoy. The Board of Commissioners invited the Board of Elections and staff to the meeting regarding concerns with the process on Election Night, November 3rd. Mr. McKoy stated that the problem of election results not being available in a timely manner was due to computer software malfunctions. To ensure this does not happen again, a letter has been written to Global Election Systems, the company that provides service support for the voting machines. The letter noted the problems that were experienced the day of the election. Mr. McKoy expressed concerns regarding the Board of Elections' budget and stated that he did not believe enough funds were provided to support the Board of Elections' department and number of elections that are held. After Mr. McKoy's presentation, he answered specific questions from the Board . members. Mary McKoy and W. N. Porter provided general comments regarding the Board of Elections' issue. There being no further business, Commissioner Hill moved for adjournment. Commissioner Byrd seconded the motion and it passed unanimously.
