The Harnett County Fire Marshal must approve the fire hydrant layout before the utility plans  can be approved by HCDPU. The water and sewer improvements must be permitted with NCDENR and approved by HCDPU  and NCDENR before these systems can be installed, certified, approved and placed into operation. The P.E. must submit utility plans, an engineer's report, project specifications along with the water and sewer permit applications for review and subsequent approval by HCDPU.
